WORK SESSION
The City Commission of the City of Sanford, Florida, met in a Work Session on
Monday, April 28, 2025, at 4:00 PM, in the City Commission Chambers, I" Floor, City Hall,
300 North Park Avenue, Sanford, Florida.

Mayor Woodruff called the meeting to order at 4:00 PM.
1. Presentation — The Sanford Community Composting Pilot Program by Charlie Pioli.
Mr. Pioli presented a power point presentation that highlighted the benefits of a
community wide composting program. Some of those benefits include reducing waste, creating
jobs and enhancing environmental sustainability. Mr. Pioli said that it also gives municipalities
the option to get ahead of the increased trash disposal rates. The Commission suggested that the
Public Works Director meet Mr. Pioli, the City's Solid Waste Manager, Purchasing and Waste
Pro.
2. Continued Discussion —Sanford Backyard Chickens, by Tony Raimondo, Director of
Development Services.

Mr. Raimondo advised the Commission that his staff reached out to a few other
municipalities who currently allow for chickens and asked several questions
pertaining to their program. He said that most were consistent in their response in
that the demand is relatively low, the program runs smoothly, and it provides
good community engagement. The consensus of the Commission was to come
back with a proposal for consideration.
3. Presentation — Community Pulse Surveys by Lisa Holder, Communications & Marketing
Manager and Elizabeth Jones, Performance Manager Coordinator.
Ms. Jones introduced a new program that went `Live' today for the City of
Sanford called Sanford Listens. She is working with the Communications Department on
creating a survey on social media in which the public can reply to in an anonymous fashion. The
program will feature various questions every so often and may pertain to things that are currently
an item of interest in the City.
4. Update on the Sizzlin' Summer Program, by Brady Lessard, Economic Development
Director
Mr. Lessard said that Mayor Woodruff and Commissioner Britton attended a
downtown summit several months ago. This program confirmed the stories that have been heard
by many for years, and that is that the downtown business climate in Sanford is very difficult in
the summer. One take aways from the summit was to make Sanford a destination for the
summer. Downtown business owner, Paul Williams and Sanford Information Center

Representative, Dan Ping provided information on a program implemented by the Sanford
Chamber of Commerce and Sanford Main Street which is called Sizzlin Summer.
5. Continued discussion - 2025 City Manager Goals
Commissioner Thomas advised the Commission that she added the City
Manager goals into a spreadsheet and added a few things at the end (everything in red). She also
added deadlines, although that was not discussed. As a Commission, they can determine deadline
dates or no deadlines at all. Mr. Bonaparte said that he would like to take some time to review
the spreadsheet and bring it back at the next meeting for final approval.
6. Regular Meeting Items
• Public Purpose Determinations, Relating to Donations by Lonnie Groot, Assistant
City Attorney
Mr. Groot explained to the Commission that the City needs to adopt a more
formal process to determine what is a public process (who are you giving the money to and what
will it be used for) for auditing purposes, including documentation. Ms. Lindsay will draft the
application and Resolution which will then be brought to the Commission for action.
Mr. Groot reminded the Commission that in 2023, the Commission agreed to
engage Schutzen-Bowen law firm, particularly Brent Renton, who is also the airport authorities'
lawyer to pursue the PFAS claim. Mr. Renton was familiar with this as the airport had dealt with
it due to the events that occurred with the fire equipment. Thanks to Mr. Renton, the City is
projected to recoup $4,826,000. Mr. Bonaparte will inform the Commission as payments are
received.
