Present: Mayor Art Woodruff Vice Mayor Patrick Austin (Arrived at 7:14 PM) Commissioner Sheena R. Britton Commissioner Kerry S. Wiggins, Sr. Commissioner Claudia Thomas City Manager Norton N. CITY COMMISSION MINUTES JUNE 23, 2025 REGULAR MEETING A. Approve a blanket utility easement to Florida Power and Light (FPL) for necessary light poles, feeds, other appurtenances around the site in the vicinity and as required for the new Mayfair Country Club Clubhouse. B. Approve the asphalt paving portion of the Utilities Building Project to Middlesex Paving, LLC., in an amount not to exceed $47,750. C. Approve a budget transfer and the associated procurement to CPH, LLC for professional engineering services in the amount of $102,775, for the North Water Reclamation Facility Pretreatment Program Local Limits Evaluation Report. D. Approve the procurement of a Freightliner Dump Truck from Orlando Freightliner, Inc. in the amount of $162,399 to replace Vehicle No. 86, which is 22 years old, has 9,000 engine hours of usage, and an 80% cost of repair ratio. E. Approve five vehicles and two heavy pieces of equipment from the Public Works and Utilities Departments as surplus, to be sent to auction and sold to the highest bidder. F. Approve two vehicles from the Sanford police Department as surplus, to be sent to auction and sold to the highest bidder (Vehicle No. 802 needs an engine replacement and Vehicle No. 819 was involved in an accident.) G. Approve a special event permit application, with a noise permit from 11 AM — 4 PM for `Back -to -School Bash', on Saturday, July 26, 2025, with use of their private property from 8 AM — 5 PM. H. Approve a special event permit application for the 'Texas Roadhouse Back -to -School CITY COMMISSION MINUTES JUNE 23, 2025 REGULAR MEETING Bash', from 5 - 8 PM on Tuesday, July 29, 2025, with use of their parking lot. I. Approve a special event permit application, with a noise permit, from 3 — 10 PM for `Summer Nights' on Saturday, August 9, 2025, with use of Elev8 parking lot from 1:30 PM — 10:30 PM. J. Approve a special event permit application, with a noise permit, and an alcohol permit, to the 2°d Annual `Gumbo Wars', from 11 AM — 5 PM on Saturday, October 11, 2025, with road closures from 9 AM — 7 PM. Vice Mayor Austin moved to approve the Consent Items, as proposed. A. [Commission Memo 25-152] — Quasi-judicial matter. Vice Mayor Austin moved to adopt Ordinance No. 2025-4826, as proposed. First reading of Ordinance No. 2025-48247, amending the City's Land Development Regulations (LDR's) related to Article I through Article X, Schedule N and Schedule O; Ad published on June 18, 2025. [Commission Memo 25-133] — Legislative matter. Vice Mayor Austin moved to approve Ordinance No. 2025-4827 on first reading. A. Continued: Approve a revised set of Architectural Elevations for the Sails of Lake Monroe (Vista at Lake Monroe PD) at 1100 East I" Street; Owner, Paul V. Mellini, Successor Trustee. [Commission Memo 25-154] — Quasi-judicial matter. Commissioner Britton moved to continue this item to July 14, 2025, with the applicant and/or the engineers present. Approve the fourth amendment, ratifying the approval of the fourth amendment to the Contract for Sale of Real Estate between the City of Sanford and the Sanford Housing Authority (SHA) for the properties known as William Clark Court. [Commission Memo 25-155] — Administrative matter. Commissioner Wiggins moved to approve the fourth amendment, ratifying the approval of the fourth amendment to the Contract for Sale of Estate between the City of Sanford and the Sanford Housing Authority for the properties known as William Clark Court. Approve Resolution No. 2025-3392, amending the budget in the amount of $78,610 relating to the 2"d Street Streetscape Improvements Project for Post Design Services from the Community Redevelopment Agency's budget to the City's budget. Approve Resolution No. 2025-3393, relating to the Sanford Police Department's participation in the High Intensity Drug Trafficking Areas (HIDTA) grant program. [Commission Memo 25-157] — Administration matter. Commissioner Thomas moved to approve the budget transfer in the amount of $898,176, as proposed. ADD -ON Item: Approve Resolution No. 2025-3394, to amend the budget in the amount of $58,475, and a procurement to Oelrich Construction, Inc., for the additional egress door in the Commission Chambers. [Commission Memo 25-158] — Administration matter. Vice Mayor Austin moved to approve Resolution No. 2025-3394. Ms. Greene provided the Commission with information regarding the catering bid. She explained how the bids went out and information on how the bidders should have submitted their information. If the Commission would like to cancel the contracts, they can do so. However, the City must provide them all with a 60-day cancellation notice. Cindy Lindsay, Finance Director, said the City selected all the vendors that were qualified with one-year contracts. Vice Mayor Austin stated he does not want to cancel the contracts. He asked Ms. Lindsay to provide the Commission with the cost difference from last year to the year. Commissioner Thomas asked if the City had flexibility for different options from the current contracts. Ms. Lindsay, said City staff can choose menu options from any of them for special events and the Commission dinners are scheduled with the caterer serving twice a month, except for the months where there is only one meeting. Ms. Greene researched special assessments for private roads and the City cannot use public funds for private roads. Vice Mayor Austin asked for the definition of a private road. Ms. Greene said when the Homeowners Association (HOA) accepts roads that have already been designated to a subdivision. 11) CITY CLERK'S REPORT. 12) CITY MANAGER'S REPORT. Mr. Bonaparte reminded everyone of the 41h of July Fireworks Celebration. 13) CITY COMMISSIONER'S REPORTS. CITY COMMISSION MINUTES JUNE 239 2025 REGULAR MEETING Mayor Woodruff met with Mr. Bonaparte and the Economic Development Director of Deltona, regarding transportation ideas from Deltona to the City of Sanford. Commissioner Thomas said Juneteenth was a big success and wonderful event. The CALNO meeting that was to occur with the City of Sanford hosting, has been moved to September 3, 2025. The City of Sandford traded dates with the Seminole County Commissioner Lee Constantine. She will be meeting with the Central Florida Homelessness Coalition on July 10, 2025. She was approached by a resident with 10 years of Planning experience who she put in touch with Eileen Hinson, Planning Director. Commissioner Thomas is on board with the Sanford Mainstreet and their Sanford Seeds program that went way better than anticipated. Vice Mayor Austin asked Lisa Jones to approach the Dias. He asked why the baseball tournament is outside the City again this year. Ms. Jones said, there are some parents who started Go fund me pages for their children. Vice Mayor Austin asked Ms. Jones to tell the Commission what the total cost is to send the kids to the tournament. Ms. Jones said $11,096 total. After a brief discussion, Vice Mayor Austin moved to approve using $5K from the District 3 Commission Funds as a public purpose; approving using $1 K from the District 4, as a public purpose; using $1 K from the District 2 Commission Funds as a public purpose; and using $1.5K from the Mayor's Commission Fund as a public purpose. Commissioner Wiggins said he has the Community Meeting on Thursday, and the Food Give away at 3 PM at Coastline Park this Friday. Commissioner Britton congratulated Officer Matt Walker on his retirement. She thanked the Commission for filling in the gaps for the Juneteenth Celebration as she was under the weather. At the last meeting she requested a meeting, and it did not happen. She said she was not happy with the resistance and being told to move on.
