HomeMy WebLinkAbout2630 MOA - Agreement w/Sem Co for Mosquito ControlRESOLUTION NO. 2008-R- 9 SEMINOLE COUNTY, FLORIDA THE FOLLOWING RESOLUTION WAS ADOPTED BY THE BOARD OF COUNTY COMMISSIONERS OF SEMINOLE COUNTY, FLORIDA, AT THEIR REGULARLY SCHEDULED MEETING ON THE 8 DAY OF Jan. , 2008. WHEREAS, Seminole County Ordinance No. 89-28 created the Seminole County Administrative Code; and WHEREAS, Seminole County Resolution Numbers 89-R-438 and 05- R-151 adopted the Seminole County Administrative Code; and WHEREAS, the Seminole County Administrative Code needs to be amended from time to time to reflect changes in the administration of County government, and WHEREAS, the Board of County Commissioners desires to amend sections of the Seminole County Administrative Code to establish the duties, responsibilities and membership structure for the Mosquito Control Advisory Committee. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF SEMINOLE COUNTY, FLORIDA THAT, The Seminole County Administrative Code is hereby amended by the addition of Section 4.22, "Mosquito Control Advisory Committee", as more particularly described in the attachment. PURPOSE. The purpose of the Seminole County Mosquito Control Adviso Committee (MCAC) is to serve as an advisory committee to the BCC on issues and policies regarding the Countywide Mosquito Control Program. B. DUTIES/RESPONSIBILITIES. The MCAC shall serve as an advisory committee and recommending body for implementation by the County of the Countywide Mosquito Control Program on issues and policies regarding the program. All meetings shall be open public meetings and subject to laws relating to conflicts of interest and the Code of Ethics relating to public officers and employees. C. FINANCIAL DISCLOSURE. Not required. D. LOYALTY OATH. Not required. E. MEMBERSHIP STRUCTURE. _ (1) Appointment Process. The MCAC shall be comprised of the Seminole County Mosquito Control Program Manager, or successor, and a representative from each of the seven (7) cities appointed by the appropriate entity for each respective cit1L (2) Term of Office. The term of office for each city committee member shall be two (2) calendar years. To ensure continuity and experience on the committee, the members' terms of office shall be staggered. To implement staggered terms of office, the committee members' initial term of office shall be as follows: two (2) year term of office for the representatives of Altamonte Springs. Lake Mary and Oviedo; and three 3 year term of office for the representatives of Casselberry, Longwood, Sanford and Winter Springs. F. AUTHORITY. DEPARTMENT: Public Works DIVISION: Roads-Stormwater AUTHORIZED BY: Gary Johnson CONTACT: Edward Horvath EXT: 5568 MOTION/RECOMMENDATION: Adopt the attached Resolution amending the Seminole County Administrative Code to include Chapter 4.22 - Mosquito Control Advisory Committee. County -wide Edward Horvath BACKGROUND: The Joint City/County Advisory Committee created and tasked a Stormwater Technical Committee to research and make recommendations to the Joint Committee concerning countywide mosquito control. The Stormwater Technical Committee recommended and the Joint City/County Advisory Committee approved a Countywide approach to mosquito control to consolidate and integrate these services. A Memorandum of Agreement (MOA) between Seminole County and the cities of Altamonte Springs, Casselberry, Lake Mary, Longwood, Oviedo, Sanford and Winter Springs was recommended and approved by the Joint City/County Advisory Committee and the seven (7) cities. The MOA was approved by the Board of County Commissioners on _October 9, 2007. The MOA calls for an advisory committee to be established to serve in an advisory capacity on service issues and policies regarding the program. STAFF RECOMMENDATION: Staff recommends the Board adopt the Resolution amending the Seminole County Administrative Code by the addition of Section 4.22 - Mosquito Control Advisory Committee".
