HomeMy WebLinkAbout09-22-2025 WS MinutesCITY COMMISSI6N MINUTES SEPTEMBER 22, 2025 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, September 22, 2025, at 5:00 PM, at the City Commission Chambers, ls` Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Art Woodruff Vice Mayor Patrick Austin City Attorney Lindsey N. Greene City Manager Norton N. Bonaparte, Jr. Commissioner Claudia Thomas Commissioner Kerry S. Wiggins, Sr. City Clerk Traci Houchin Deputy City Clerk Shanna Posey Absent: Commissioner Sheena Britton Mayor Woodruff called the meeting to order at 5:19 PM. 1. Presentation re: Oil and Grease Program, PW & Utilities Director Brynt Johnson Brynt Johnson, Director of Public Works and Utilities, started the presentation with the number one cause for sewer overflow, which is grease, and is most frequent in residential areas. He said the Utilities Department is updating/rewriting the manual, consolidating information for residents. He explained the differences between the Ordinance(s) and the manual. Mr. Johnson covered the various requirements for residential and commercial, especially food service providers. Florida Plumbing Code, as well as any and all ordinances, must be met and approved by the plumbing inspector/reviewer in new builds (apartments and housing complexes). Commissioner Austin and Mayor Woodruff asked about various costs associated with the different containers and requirements of the different sizes. CITY COMMISSION MINUTES SEPTEMBER 22, 2025 WORK SESSION 2. Discussion re: FY 25/26 Budget Cuts, Cindy Lindsay. Ms. Lindsay presented the proposed budget cuts submitted from each department. Several items were mentioned but ultimately the Commission decided that the cuts were too severe and were not adopted into the budget. 3. Presentation re: Purchasing Policy Changes, Cindy Lindsay, Finance Director. Ms. Lindsay introduced the most substantial changes, including pcard policy verbiage, purchasing quote requirements, and Commission -approval required purchase orders. This would be increased from $50,000 to $75,000, possibly $100,000. Exemptions and possible cost limits were added. 4. Presentation re: Strategic Plan, Elizabeth Jones This presentation was tabled to the next work session on October 131h, 2025, due to time constraints, per the City Manager. 5. City Financial Report — 3`d Quarter Ended June 30, 2025 This presentation was tabled to the next work session on October 131h, 2025, due to time constraints, per the City Manager. 6. Regular Meeting Items — additional information. Nikki Osburn, Community Relations & Neighborhood Engagement Director, and the Sanford Housing Authority brought the CNI Plan changes for the redevelopment of the Castle Brewer Court public housing site as a mixed -use and mixed - income development that includes commercial use, rental and homeownership housing. With the changes in the current housing market, it is recommended to reduce the number CITY COMMISSION MINUTES SEPTEMBER 22, 2025 WORK SESSION of affordable for -sale units and increase multifamily rental units (apartments) in phases. Mayor Woodruff said he was disappointed to hear there were more rental versus ownership options but understood the constraints. Commissioner Austin agreed. Commissioner Wiggins had visited other sites in Orange County built by same company and stated the units were very nice. 7. Briefing Items. None 8. City Manager Comments.
