�� SPECIAL MEETING
The City Commission of the City of Sanford, Florida, met in a Special
Meeting on Monday, October 20, 2025, at 5:00 PM, at the City Commission Chambers, 1st
Floor, Sanford City Hall, 300 North Park Avenue, Sanford, Florida.
Present: Mayor Art Woodruff
Commissioner Patrick Austin
Commissioner Claudia Thomas
Commissioner Kerry S. Wiggins, Sr.
Commissioner Sheena Britton
Deputy City Clerk Shanna Posey
Mayor Woodruff called the meeting to order at 5:02 PM.
1. Interviews and Discussion re: City Boards and Committees
A. Community Development Block Grant (CDBG) Board Term Clarification
The Commission discussed the need to align Community
Development Block Grant (CDBG) Advisory Board terms with the City's updated
board and committee term ordinance. It was determined that current board members
serving two-year terms may continue their service to complete four-year terms
consistent with the ordinance. Staff will confirm willingness of affected members
to continue serving.
B. Sanford Airport Authority Board Interview — Candidate Interviews and
Evaluation
The Commission conducted interviews for a vacancy on the Sanford
Airport Authority Board. The candidates presented their backgrounds in business,
aviation and community service. Commissioners discussed desired qualifications,

including business leadership and understanding of airport operations. A final
appointment will be considered at the next meeting.
C. Historic Preservation Board Interviews
Applicants for the Historic Preservation Board were interviewed
regarding their knowledge of historic preservation principles, local architectural
heritage, and commitment to community involvement. Commissioners emphasized
the importance of representation from diverse neighborhoods, particularly within
the Georgetown Historic District. Final appointments will be scheduled for
approval at the next regular meeting.
D. Other Advisory Boards and Committees
The Commission also reviewed applications for other advisory boards,
including the Sanford Housing Authority, noting the importance of maintaining full
membership and geographic diversity. Staff will verify applicant eligibility and availability
for appointment consideration.
