The City Commission of the City of Sanford, Florida, met in Regular Meeting on
Monday, October 13, 2025, at 7:00 PM, in the City Commission Chambers, City Hall, 300 North

6) CONSENT AGENDA: [Commission Memo 25-225]
The Mayor requested to pull Consent Item K for separate consideration.
Commissioner Thomas pulled Consent Item I for additional information.
A. Approve an increase to Purchase Order #40848 to Carlise Thompson for additional
consulting services in the amount of $60,000, not to exceed $210,000.
B. Approve the disposal of three pieces of heavy equipment from the Public Works/Utilities
Department to be sent to auction and sold to the highest bidder.
C. Approve the low-income pool letter of agreement/intergovernmental transfer with the
Agency of Health Care Administration to support the mission of the True Health
organization in the amount of $10,000.
D. Approve four invoices to Mike's Lawn Care for Code Enforcement lot mows and debris
removal in the amount of $17,325.
E. Approve funding to the Sanford Historic Trust for the 2026 Sanford Historic Trust calendar
in the amount of $350 from the Economic Development Department.
F. Approve the budget transfer within the Community Redevelopment Agency (CRA) for

pressure washing of downtown area sidewalks, in the amount of $22,208.
G. Approve the budget transfer within the Community Redevelopment Agency (CRA) for

H. Approve the replacement of pistols with accessories, using FY 2026 Capital Improvement
Project funds for the Sanford Police Department in the amount of $71,616.
I. Approve the lease purchase of the remaining months of the previous lease agreement of
Enterprise Fleet Management vehicles and the new lease purchase agreement for the
Sanford Police Department in the amount of $141,999.20,
J. Approve the purchase of twenty-five in car radios, five APXNext portable radios, and
accessories from Motorola Solutions LLC for the Sanford Police Department in the amount
of $199,859.85.
K. Deny a special event permit application and noise permit for the `Seminole High School
Homecoming Parade' from 5 — 7 PM on Thursday, October 16, 2025, with road closures

& Jordan Environmental, LLC. as a secondary vendor.
V. Approve a Nunc pro Tune extension of the facility agreement between the Goldsboro Front
Porch Council, Inc. and the City of Sanford for the facility located at 925 Persimmon
Avenue.

Regarding Consent Item K, the Commission discussed approval of the late -
submitted special event application for the upcoming Seminole High School Homecoming Parade.
Although the deadline was missed, the Commission agreed that the parade is a valued community
event. Commissioner Wiggins moved to approve Consent Item K. Seconded by Commissioner
Austin and carried by vote of the Commission:

Regarding Consent Item I, Chief Smith presented the annual vehicle procurement

and lease plan for the Police Department. He explained that the department has utilized a leasing
program for 8-10 years in collaboration with the Finance Department and Fleet Services,
highlighting cost savings and operational efficiency compared to purchasing vehicles outright.
Commissioners inquired about vehicle selection processes and cost analysis, which were
confirmed to be reviewed annually for effectiveness.

8) PUBLIC HEARINGS:
A. Second reading of Ordinance No. 2025-4832, modifying Chapter 14 to the Code of
Ordinances to allow chickens in residential areas designated for single-family use.
[Commission Memo 25-226] Legislative Matter.
After a discussion with Tony Raimondo, Development Services Director, explained
the ordinance changes, including grammatical corrections, replacing the annual permit fee with a
one-time $50 application fee, and clarifying inspection responsibilities by code enforcement after
the first year. Commissioner Austin moved to approve Ordinance No. 2025-4832 on second

approximately 6.67 acres to modify standards for a portion of the Cedar Point PD

Planning Director Hinson presented Ordinance No. 4836, a proposed amendment to the

Cedar Point PD (Thornbrooke) covering approximately 6.67 acres. The request sought to
modify commercial use allowances for parcels along SR 46 and White Cedar Road. Staff
recommended denial of the White Cedar parcels due to incompatibility with adjacent
single-family residential uses.
The applicant's representatives, including legal counsel Mary Solic and project engineer
David Evans, presented a detailed proposal. They clarified that lots 1-3 along SR 46 sought
flexibility for GC2 zoning uses and conditional use requests, while lots 8-9 on White Cedar
would feature 'condominium warehouses' — small, individually owned units for personal
storage or small-scale business use.
Commissioners raised questions regarding buffering, noise, lighting, HOA controls, and
compatibility with nearby residences. Staff emphasized that condominium warehouse uses
fall under industrial classification and could create intensity conflicts adjacent to residential
homes. Commissioners expressed concerns about potential noise, traffic, and long-term
enforcement of restrictions.
Following discussion, the Commission voted to approve the amendments for parcels 1-3
along SR 46 with specific conditions:
• Conditional uses require Planning and Zoning and City Commission approval.
• Minimum 25-foot landscape buffer with a wall for any conditional use adjacent
to residential.
• Specified architectural consistency and signage requirements.

Parcels 8-9 on White Cedar were approved on first reading with the requests to reconfigure
the orientation of some of the buildings, have HOA docs reviewed by city staff, 35-ft
buffer, install a wall, and abide by residential noise ordinance standards.

above conditions. Seconded by Commissioner Wiggins and carried by vote of the Commission as

9) CITIZEN PARTICIPATION
Mary Snipes appreciated the work done by the City to ensure her neighborhood had
working streetlights. She also thanked the Parks & Rec and Museum staff.
Darlene Campbell has code enforcement liens. The City Manager referred her to Mr. Tony
Raimondo for further assistance. There were no other public comments.

Economic Development Director Brady Lessard presented an update on the city's proposed
$10,000 sponsorship of the Sanford Air Show. The sponsorship provides advertising in the event
program, ad reads during both days of the air show, and ticket allocations for local students and
community members. Lessard explained that the funds would come from the Economic
Development budget and would serve as a marketing investment. Discussion followed on the
return on investment (ROI) and the role of partnerships for public events.
Concerns were raised by commissioners about the high cost of the sponsorship and the
need for clearer future ROI assessments. The Mayor clarified that FAA regulations restrict airport
funds from directly supporting air shows but allow sponsorships for marketing purposes. Mr.
Lessard also stated that with the Federal Government shutdown, the air show was likely to not
have any military presence and would be mostly civilian aircraft.

Commissioner Wiggins thanked all partners involved in the recent Men's Health
Huddle event at Westside, which offered health screenings including prostate checks. The event
was a success and supported by the Florida Department of Health, Seminole County agencies, and
community partners. He announced upcoming community meetings at Westside and Coastline
Park..
Commissioner Austin requested a formal cost study on relocating the city's water
treatment facility, noting that past estimates of $100 million should be verified. The Commission
discussed ongoing issues related to odor control at the plant and the need for transparency and
accountability.
Public Works Director Brynt Johnson provided a detailed update on the odor
control systems at the wastewater treatment plant. He reported two odor control systems —one
replaced and one awaiting a custom-built replacement —as well as repairs underway on the solar
dryer system. All repairs are expected to be completed by the end of November.
Commissioner Thomas emphasized transparency and forward planning, including
a potential feasibility study for a new facility. She asked for the inventory specialist at the City
treatment plant to do a full check on every item which may need to be replaced.
Commissioner Britton stated that the downtown sewer smell, especially in her

district, is unacceptable and the City needs to stop making excuses.
