AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA,
AMENDING ORDINANCE NO. 3117 OF SAID CITY; SAID
ORDINANCE BEING A ZONING PLAN; SAID AMENDMENT
CHANGING THE ZONING OF 0.7554. ACRES OF PROPERTY
LYING BETWEEN S.R. 46 AND SMITH CANAL ROAD AND
BETWEEN CENTRAL PARK DRIVE AND UPSALA ROAD FROM
AG, AGRICULTURE (CITY) AND A-I, AGRICULTURE (COUNTY)
TO RI-1 RESTRICTED INDUSTRIAL; PROVIDING FOR
SEVENABILITY, CONFLICTS AND EFFECTIVE DATE.
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD,
FLORIDA:
SECTION 1: That Ordinance No. 3117 of the City of Sanford, Flodda passed and
adopted July 27, 1992 said Ordinance being the Comprehensive Zoning Ordinance of the City
of Sanford, Flodda, regulating and restricting the location and use of buildings, structures, land,
and water for trade, industry, residence or other purpose, be and the same is hereby amended
as follows: SEE EXHIBIT "A" ATTACHED HERETO.
be and the same is hereby rezoned from AG, Agriculture (City) and A-l, Agriculture (County) to
RI-1 Restricted Industrial zoning district.
SECTION 2: The rezoning action herein is subject to the conditions provided for and
agreed to in the Development Order No. 01-0022.
SECTION 3: Severability. If any section or portion of a section of this Ordinance proves
to be invalid, unlawful or unconstitutional it shall not be held to impair the validity, forco or effect
of any other section or part of a section of this Ordinance.
SECTION 4: Conflicts. That all ordinances or parts of ordinances in conflict herewith
be and the same are hereby revoked.
SECTION 5: Effective Date. That this Ordinance shall become effective immediately
upon its passage and adoption.

On , City of Sanford issued this Development Order relating to
and touching and conceraing the following described property:
Boundary Survey for C.R.C. Enterprises, Inc.: Lot 6, less the east 18.30 feet
thereof, northstar Business Park Phase Three According to the Plat Thereof as
recorded in Plat Book 44, Pages 44 & 45 of the Public Records of Seminole
County, Florida being approximately 2.31 acres.
(The aforesaid legal description has been provided
to the City of Sanford by the owner of the afore described property)
FINDINGS OF FACT

Requested Development Approval:
The owner seeks approval that will be consistent with the City of Sanford Comprehensive
Plan and will be consistent with and in compliance to applicable land development regulations
and all other applicable regulations and ordinances.
The owner of the property has expressly agreed to be bound by and subject to the
development conditions and commitments stated below and has covenanted and agreed to have
such conditions and commitments run with, follow and perpetually burden the afore described
property.
ORDER
NOW, THEREFORE, it is ORDERED AND AGREED THAT:
(1) The aforementioned application for development approval is GRANTED.
(2) All development shall fully comply with all of the codes and ordinances in effect
in the City of Sanford, Florida at the time of issuance of permits including all

(b) All land area utilized for the Proposed Development shall be permitted by
the applicable jurisdiction and pemaitting agency, regardless of whether
said land is located within the Sanford City Limits. Within 120 days the
owner shall demonstrate in writing to the City of Sanford that all required
applications and plans have been submitted to the appropriate agency.
Such applications shall include but not be limited to annexation, rezoning,
and development plan approval, if required.
(c) The owner shall not construct or otherwise modify the site unless and until
any such improvement, construction or modification is approved by the
City of Sanford Department of Engineering and Planning.
(d) The owner shall make a good faith effort to expedite all permitting and
approvals. The owner shall provide a written status report of progress
being made for permitting and construction every thirty (30) days to the
City Engineer until a Certificate of Occupancy or other requisite approval
is obtained for the Proposed Development associated with an approved
City of Sanford Development Plan.
(e) All site and engineering plans shall be prepared by a qualified Professional
Engineer licensed in the State of Florida, for construction of the
improvements to the City of Sanford, SJRWMD and Seminole County.
(f) Owner shall obtain site development and construction permits from all
required jurisdictional agencies, including but not limited to the St. Johns
River Water Management District, the City of Sanford and Seminole
County.
(g) The Owner is responsible for obtaining any and all agreements with
