AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
DESIGNATING 2317 MELLONVILLE AVENUE, LEGALLY
DESCRIBED AS THE SOUTH 60 FEET OF THE WEST 360.2 FEET OF
LOT A, BEL-AIR, PLAT BOOK 3 PAGE 79 AND 79A, AS A HISTORIC
LANDMARK WITHIN THE CITY OF SANFORD, FLORIDA;
PROVIDING SEVERABILITY, CONFLICTS AND AN EFFECTIVE
DATE.
WHEREAS, the site of 2317 Mellonville Avenue was part of the site of Fort Reed
until the 1840's; and
WHEREAS, the residence at 2317 Mellonville Avenue was erected in about
1870 and is considered one of the oldest houses in Seminole County; and
WHEREAS, the residence was constructed by Andrew Caldwell, the first
physician in Sanford; and
WHEREAS, the residence is one of the few examples of the carpenter gothic style
of architecture in the City; and
WHEREAS, the residence has historical, architectural and cultural significance
to the community; and
WHEREAS, the residence is suitable for restoration and preservation and has
educational value for the Sanford community; and
WHEREAS, the City of Sanford Historic Preservation Board has recommended
that 2317 Mellonville Avenue be designated a historic landmark;
NOW, THEREFORE, BE IT ENACTED BY THE PEOPLE OF THE CITY OF
SANFORD, FLORIDA:
Section I: That the statements above are true and correct and are incorporated
herein by reference.

Section 2 Local Landmark Designation: That the property and building
owned by Dawn Carl, located at 2317 Mellonville Avenue and legally described as the
south 60 feet of the west 360.2 feet of lot A, Bel-Air are hereby designated as a local
historic landmark within the City of Sanford.
Section 3 Signage: That a suitable sign or marker shall be located on or near
the property indicting that the property has been designated an historic landmark.
Section 4 Severability: If any section or portion of a section of this ordinance
proves to be invalid, unlawful or unconstitutional, it shall not be held to impair the
validity, force or effect of any other section or part of this ordinance.
Section 5 Conflicts: All ordinances or parts of ordinances in conflict with this
Ordinance are hereby repealed.
Section 6 Effective Date: This ordinance shall become effective immediately
upon its passage and adoption.

BACKGROUND:
The Historic Preservation Board recommended that 2317 Mellonville Avenue be
designated as a local histodc landmark due to its historical, architectural and cultural significance
and educational value.
Ordinance No. 3912 passed first reading on January 24, 2005, with no amendments. It
was recommended by the Director of Planning and Development Services and the City Manager.
2005. Legal notice of this public hearing was advertised in the Sanford Herald on February 2,
Ordinance No. 3912 is ready for adoption.
