■ September 22, 2010 Regular Meeting Minutes.
Public Meetings
PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for wayfinding signs
located within the Commercial Historic District right of way. The applicant would like to obtain approval
for sign and pole design.

Review of Certificate of Appropriateness approvals issued administratively from September 20, 2010 through
November 9, 2010.
6 Month Reviews (April Meeting)
Listed below is the status of projects reviewed by the board during the April 2010 meeting. The board must
determine if the work is in compliance with the approved CofAs.
1004 S. Park Avenue
Item: The applicant received approval to replace existing aluminum windows with vinyl double -hung single
light windows.
Status: The applicant obtained a building permit and the windows were installed.
711 S. Park Ave
Item: The applicant was denied the request to retain unauthorized alterations to the porch.
Status: The applicant has not yet removed the unauthorized alterations. The case has been forwarded to the
Community Improvement Department for code enforcement action.
217 E. 3rd Street
Item: The applicant was denied the request to replace deteriorated wood porch flooring with wood decking.
Status: The applicant obtained a building permit and the deteriorated porch flooring was replaced with new porch
flooring to match the original.

Mr. Chen called the regular meeting to order at 5:54 PM.
Minutes
Minutes were unavailable, the board to review the previous meeting minutes at the next meeting.
Mr. Chen read the following into the public record:
"Applicants are advised that any person aggrieved by a determination of the Board may appeal such
determination to the City Commission by filing a written appeal and paying associated fees through
the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit
may be required for any Certificate of Appropriateness approved this evening. It is the applicant's
responsibility to inquire with the Building Department as to whether or not a permit is required for
the approved Certificate of Appropriateness."
Public Meetings
PM -1 Hold a Public Meeting to consider a Certificate of Appropriateness application for wayfinding signs

Mr. Dieckhaus made a motion to approve with conditions the proposed wayfinding sign design and poles
within the Commercial Historic District Right of Way based on the finding that the sign design and poles are
in character with the surrounding historic district. The condition noted on the approval is to reduce the width
of the blade from 50" to no less than 44 ". Mr. Kinney seconded. All in favor. Motion carried 4 -0.
Minor Reviews
Review of Certificate of Appropriateness approvals issued administratively September 20, 2010 through
November 9, 2010.
Mr. Kinney made a motion to approve the minor review applications. Mr. Chusmir seconded. All in favor.
Motion carried 4 -0.

Staff Reports
Staff requested that all board members make an attempt to attend the upcoming City Commission meeting
regarding Schedule S revisions. The board discussed the various options for providing notice to the public.
Staff advised that the grant request to the Division of Historical Resources for the rehabilitation of Hopper
Academy was ranked Stn
Staff advised that the 2011 Florida Trust for Historic Preservation conference will be held in Central Florida,
and a Sanford tour is tentatively scheduled.
Chairman and Board Items for Discussion
Mr. Yebba recommended the HPB meet during a special session to review Schedule S revisions prior to the
City Commission meeting.
