AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, ESTABLISHING REGULATIONS
GOVERNING THE ERECTION, LOCATION,
RELOCATION, CONSTRUCTION, REPAIR AND
MAINTENANCE OF SIGNS WITHIN THE COR-
POP, ATE LIMITS OF THE CITY OF SANFORD,
FLORIDA; PROVIDING DEFINITIONS THEREFOR
AND PENALTIES FOR VIOLATION THEREOF.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
SECTION 1.
A. Definitions.
For the purpose of this Ordinance, certain words and terms
are hereby defined:
(1) Sign: A sign shall mean and include every sign, bill-
board, ground sign, roof sign, wall sign,illuminated sign, pro-
jecting sign, temporary sign, and shall include an announcement,
declaration, demonstration, display illustration or insignia used
to advertise or promote the interests of any person when the
same is placed out-of-doors in view of the general public and
also outdoors in view of the general public and also outdoors
advertising displays, ali as defined by the Southern Standard
Building Code.
(2) Illuminated Sign: Any sign which has characters, letters,
figures, designs or outlines illuminated by electric lights, gas
lights, or luminous tubes as a part of the sign proper.
(3) Snipe Sign: Any small sign of any material including
paper, cardboard, wood and metal, when such sign is tacked,
nailed, or attached in any way to trees, utility poles, or other
like objects.
(4) Sandwich signs, and Portable signs: Any sign, double
or single ~ced, which is portable and may readily be moved
from place to place.
(5) Billboards: Outdoor advertising signs erected and
maintained by an advertising business or service in the form
of a ground, wall, or roof sign, upon which advertising matter
may be displayed, generally advertising firm names, goods
and services not sold or available on the premises on which
the sign is located, the surface of which is sold, rented or
leased, for the display of advertising material.
(6) Off-Site Sign: A sign relating, in its subject matter
to the commodities, accommodations, services or activities
on premises other than premises on which the sign is located.
(7) On-Site Sign: A sign relating, in its subject matter,
to commodities, accommodations, services or activities on
the premises on which it is located.
(8) Ground Sign: Means an "Outdoor Advertising Display
Sign" when such sign is supported by uprights or braces in or
upon the ground.
(9) Roof Sign: Means an "Outdoor Advertising Display
Sign" erected, constructed, or maintained above the roof of
any building.
(10) Wall Sign: Means an "Outdoor Advertising Display
Sign" that shall be affixed to the wall of any building, when
such sign shall project not more than twelve (12) inches from
the building.

(11) Projection Sign: Means an "Outdoor Advertising
Display Sign" which is affixed to any building wail or structure
and extends beyond the building wall, structure, building line
or property line more than twelve (12) inches.
(12) Marquee Sign: Means a projecting sign attached to
or hung from a marquee and said marquee shall be known to
mean a canopy or covered structure projecting from and
supported by a building, when such canopy or covered
structure extends beyond the building, building line or
property line.
(13) Shingle Sign: Means a projection or wail sign not
over six (6) square feet in area, constructed of metal or other
non-combustible material attached securely to a building and
not projecting more than twenty-four (24) inches over public
property.
(14) .Non-Conforming Sign: Any sign which is in violation
of this ordinance at the time of its effective date.
(15) ,.B. anner Sign: Any sign possessing characters, letters,
illustrations or ornamentations applied to cloth, paper or fabric
of any kind either with or without i'rames.
(16) Immoral Nature Sign: Any sign displaying any state-
ment, work, character, or illustration of an obscene, indecent
or immoral nature.
(17) Person: Any person, firm, partnership, association,
corporation, company, or organization of any kind.
(18) Erect: To build, construct, attach, hand, place,

suspend or affix, and shall also include the painting of wall signs.
(19) All Signs. All signs in C-1 Neighborhood Commercial
District shall be related to or pertain to the commodities, accom-
modations, services or activities conducted on the premises or
in the building thereon.
B. Signs Prohibited in All Areas:
(1) The use of flashing or revolving red, green, amber,
or blue lights, which said lights are of a type similar to lights
involved in traffic signals or law enforcement use, is prohibited
in all signs as constituting a hazard to traffic. Any sign which
by glare or method of illumination constitutes a hazard to
traffic is prohibited.
(2) Banner or similar type signs shall be prohibited over
street right of ways or suspended across any public property
except by special permission of the City Manager.
(3) Snipe signs as defined in Definitions shall be prohibited.
(4) Sandwich Sign: As hereinbefore defined shall be pro-
hibited with the exception that one (1) such sandwich sign not
exceeding twelve (12) square feet in face area shall be permitted
per commercial establishment so long as the same does not
visually obstruct the line of sight for vehicular traffic in the
area adjacent to such establishment maintaining such sign.
C. (1) In the event any sign shall be installed, erected, con-
structed or is found to be unsafe, insecure or is a menace to
the public or is in violation of any of the provisions of this
ordinance the Building Official shall notify by registered mail
or written notice served personally on the owner or lessee

thereof to alter such sign as to comply with the provisions of
this ordinance and to secure the necessary permit therefor
or to remove the sign. If such order is not complied with in
ten (10) days the building official shall remove or cause to be
removed such signs at the expense of the owner or lessee
thereof. The Building Official shall refuse to issue a permit
to any owner or lessee who refuses to pay costs so assessed.
D. Non-Conforming Signs:
(1) No sign or non-conforming signs shall be moved,
altered, or repaired in excess of fifty percent (50%) of its
replacement cost without complying with provisions of this
ordinance. This shall also apply to existing signs located
on property annexed to the City subsequent to this article.
(2) All existing non-conforming signs within the City of
Sanford must conform to the requirements of this ordinance
within ten (10) years from the date of the adoption of this
ordinance.
(3) All non-conforming snipe signs, including banners,
pennants and sandwich signs shall be removed within six (6)
months after the adoption of this ordinance. All other signs
prohibited hereby which constitute a hazard to traffic shall
be removed within thirty (30) days after the adoption of this
ordinance.
E. Signs Prohibited in Residential Areas:
No sign of any character shall be erected in any R-1AA,
R-iA, R-l, R-2, R-3, R-4, R-5, or R-6 Residential Dwelling District,

except such signs as are exempt from the provisions of this ordinance as
hereinafter provided.
F. Exceptions:
The provisions and regulations of this Section shall not
apply to the following signs:
(1) Offices and business permitted in the R-3 and R-6
Multiple Family Dwelling District may only have name plates
not exceeding six (6) square feet in area and not illuminated,
in zoning districts where such profession is permitted to do
business. Not more than two (2) such signs shall be located
on any one office.
(2) Real Estate Signs not exceeding six (6) square feet in
area which advertise the sale, rental or lease of the premises
upon which said signs are located only, when not illuminated,
in any Residential Dwelling District.
(3) Signs, not over one hundred (100) square feet in area,
denoting the owner, architect, general contractor, the names
of the sub-contractors and any statement pertaining to the
building or project under construction upon lots or parcels
of land where a building or project on said lot or parcel of
land may be erected on the street side of the property, but
shall be a temporary sign only and be removed when the
building has been completed.
(4) Memorial signs or tablets, name of buildings and
the date of erection when cut into any masonry surface or
when constructed of bronze or other incoml~stible material.
(5) Apartments, apartment hotels or other residential
uses permitted in the R-3 or R-6 Multiple Family Dwelling
Districts may have one illuminated ground sign or wall sign,
providing it is not more than six (6) square feet in size in-
dicating facilities available on the immediate premises or
structure is located on more than one street, one sign may
be displayed on each such street.
(6) Municipal or State installed directional signs,
historical markers and other signs of a general public
interest, signs relating to national defense and security and
other emergency signs, and ornamental signs of a permanent
character displaying only the name of a commonly known and
accepted name of a section of the City deemed by the City
Commission to be of a general public interest, may be
erected in any zoning district.
(7) In one and two family residence or Multiple Family
Dwelling Districts, numerals used to designate street numbers,
names on mail boxes, name plates of ornamental design
designating the name of the occupants of the property or signs
marking a service entrance or private directional signs, pro-
viding the letters of figures are not more than four (4) inches
in height, are hereby permitted.
(8) A sign or bulletin board not exceeding twenty-four (24)
square feet in face area may be erected on the premises of a
church or other permitted institutions for the purpose of dis-
playing the name and activities or services therein provided.

No illuminated signs shall be permitted unless such sign
and its illuminating device are located entirely within six
(6) feet of the wall of said building or structure.
G. Ground Signs:
Ground signs shall be permitted, used or erected only
upon complying with the following requirements:
(1) Corner Lots: In all zoning districts all ground signs
erected within one hundred (100) feet of the nearest curb line
of the nearest street intersection, and with the lower edge of
the face less than nine (9) feet above the average ground level,
shall be set back from all property lines a distance equal to
the overall height of the sign plus five (5) feet.
(2) Ground signs with the lower edge of the i~ce nine (9)
feet or more above the average ground level and maintaining
clear vision below the lower edge of the face except for
necessary supports and braces (as determined by the
Building Official) may be located on private property as
desired by the owner.
(3) Maximum area of a ground sign shall be one hundred
fifty (150) square feet per face. Such area per face shall be
cumulative, that is, more than one (1) sign may be located
per establishment so long as the same does not constitute a
hazard to traffic and so long as the total area of face in any
one direction does not exceed one hundred fifty (150) square
feet. Such one hundred fifty (150) square feet requirement
shall apply per establishment or for each one hundred (100)

feet of lot frontage. For each additional one (l) foot of lot
frontage upon a publicly owned or maintained street or upon
an approved place of business, an additional one and one-
half (1-1/2) square foot of sign area per face may be added
to additional signs. Larger signs shall be subject to
approval of the City Commission.
H. Roof Signs:
Roof Signs shall be permitted, used or erected only upon
complying with the following requirements:
(I.) No roof sign shall be erected in any R-IAA, R-lA,
R-l, R-2, R-3, R-4, R-5 or R-6 Residential Dwelling
Districts.
(2) Such roof signs not to exceed one hundred fifty
(150) square feet, as related to the business conducted on
the premises or in the building on which such roof sign is
located shall be erected.
I. Wall Signs:
Wall Signs shall be permitted, used or erected only upon
complying with the following requirements:
(1) No wall signs shall be permitted in any R-1AA,
R-lA, R-l, R-2, R-3, R-4, R-6 or R-6 Residential
Dwelling District.
(2) Only such wall signs, not exceeding one hundred
fifty (150) square feet, as related to the business conducted on
thepremises or in the building on which such wall sign is
located shall be erected.

J. Removal of Certain Signs:
Any sign now or hereafter existing which no longer adver-
tises a bona fide business, services or activities on the premises or
building thereon, shall be removed by the owner, or lessee thereof, or
person having the beneficial use thereof, within ten (10) days after written
notification by registered mail or served personally by the building official.
Upon failure to comply with such notice within the time specified in such
order, the Building Official shall remove or cause to be removed such
sign at the expense of the owner of the premises or structure to which
said sign is attached.
K. Permit Fees:
(D Signs up to fifty (50) square feet in area $ 3.00
(2) Signs fifty (50) to ninety-nine (99)square
feet in area 10.00
(3) Signs one hundred (100) square feet in
area and over
(4) Temporary Signs
Public Property:

Except as hereinbefore provided, public property shall be
maintained clear of any and all obstructions, including among others,
posts, columns, display of wares or merchandise, and signs.
M. Structural Requirements:
All signs shall be structurally designed and erected in a
substantial and fixed manner in accordance with the provisions of the
Southern Standard Building Code.
SECTION 2. That all ordinances or parts of ordinances in

conflict herewith be and the same are hereby repealed.
SECTION 3. That this ordinance shall become effective
immediately upon its passage and adoption.
