AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA, CREATING AN INDUSTRIAL COM-
MISSION FOR THE PURPOSES OF PROMOTING
INDUSTRY IN SANFORD AND ITS ENVIRONS.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
SECTION 1. That there is hereby created an Industrial Com-
mission for the purposes of promoting industry and industrial development
within the City of Sanford and its environs, the same to be known as
Sanford Industrial Commission.
SECTION 2. Said Commission shall be appointed and re-
appointed from time to time by the City Commission of the City of
Sanford, and shall consist of not less than five (5) nor more than
eleven (11) members.
SECTION 3. The initial makeup of said Commission shall
consist of seven (7) members who shall be worthy citizens of the City
of Sanford or its environs, and who shall have evidenced an interest in
the industrial development of the City and its environs. Initially one
(1) member shall be appointed for a term of one (1) year; one (1)
member shall be appointed for a term of two (2) years; two (2)
members shall be appointed for a term of three (3) years; and
three (3) members shall be appointed for a term of four (4) years.
Thereafter, successive appointments shall be made for four (4) year
terms. In the event said Commission is expanded or contracted, as
the case may be, such appointments or deletions shall be so effected
that ultimate four (4) year appointments can be made but that a
majority of said Commission will not be appointed in any one year.
SECTION 4. Said Commission shall adopt its own rules of
procedure and shall select its chairman and such other officers as are
deemed advisable. Minutes of each meeting shall be kept, recorded
and available for the City Commission.
SECTION 5. Said Commission shall be responsible for the
thorough investigation, development and location of industry within the
City of Sanford and its environs. Such Commission shall be financed
by the City of Sanford pursuant to a budget to be prepared by the Com-
mission and submitted to the City Commission through the office of
the City Manager, and such budget shall be effective from October i
through September 30, corresponding to the fiscal year of the City's
operation, provided said budget is approved by the City Commission.
SECTION 6. An administrator may be employed who shall
be a person skilled in industrial development and relations. Such
administrator shall be recommended by the Commission and employed
by the City Commission and shall be paid from the budget of the
Industrial Commission.
SECTION 7. The aforesaid administrator and all other
employees whose primary function is serving the Industrial Com-
mission shall not be eligible nor shall the same qualify for civil
service.
SECTION 8. This ordinance and the contents thereof are
in recognition of the necessity for the economic well-being of the
City of Sanford as a result of the impending closing of the Naval Air
Station, Sanford, and the continued threat of commercial urbanization,
and is therefore declared a necessary public purpose for the welfare

SECTION 9. This ordinance shall become effective immediately
upon its passage and adoption.
