AN ORDINANCE OF THE CITY OF SANFORD,
FLORIDA ADOPTING THE SOUTHERN STAN-
DARD BUILDING CODE, PART III (PLUMBING)
1957-1958 EDITION, INCLUDING ALL FEES
AND CHARGES THEREIN, AND AMENDMENTS
THERETO, AS THE PLUMBING CODE OF THE
CITY OF SANFORD, FLORIDA; RESCINDING
ORDINANCE NUMBER 541 OF THE CITY OF
SANFORD, FLORIDA NOW INCORPORATED
AS SECTION 19 THE CODE OF THE CITY OF
SANFORD, FLORIDA, 1954, AS AMENDED.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF SANFORD, FLORIDA:
SECTION 1. That the Southern Standard Building Code, Part
III (Plumbing) 1957-1958 Edition, be and the same is hereby adopted
as The Plumbing Code of the City of Sanford, Florida, with the changes
and additions hereinafter specified:
(a)
Section 102.2.
Inspectors shall require five (5) years experience rather
than ten (10) years as therein stated.
(b)
Section 109.2.
The following paragraphs shall be added to said Section:
A Board of Plumbing Commissioners shall be establisned
by me governing authority and shall consist of the Director of
Public WorKs, the Building Official, and four (4) Master
Plumbers who shall be appointed by the governing authority
and shall hold office for a period of two (2) years. Two (2)
Master Plumbers snail be appointed for a period of one (1)
year and two (2) shall be appointed for a period of two (2)
years. All appointments thereafter shall be for a two (2)
year period in order to maintain two (2) experienced
Masters on the Board at all times.
Every person desiring to engage in, or work at the
business of plumbing, either as a Master Plumber or as a
Journeyman Plumber, shall make written application to the
Board of Plumbing Commissioners of the City, for examina-
tion as to such applicant's ability and fitness to engage in
such work. Upon receipt of such applications the Board
of Plumbing Commissioners shall cause such applicants to
be notifIm. ~n writing of the date and place of the next exami-
nation to be held. Such examinations shall be i~eld by or
under the direction of the Board of Plumbing Commissioners
and shall be designed to test all applicants' practical ability,
and technical knowledge of plumbing work, ventilation, water
supply, etc., and if such applicant passes a satisfactory
examination, and the Board of Plumbing Commissioners
are satisfied with his competency, they shall thereafter issue
a certificate to such person, to engage in the business of
plumbing, either a Master Plumber or a Journeyman Plumber,
as the case may be. The fee to be charged for examination
of applicants for a certificate to engage in business as a
Master Plumber, shall be 100 dollars, and every person to
whom such certificate shall be issued, shall register and
renew his certificate within thirty (30) days prior to the first
day of each year, and for sucl~ registration and renewal of
certificate shall pay the sum of 5 dollars.
The fee to be cl~arged for examination of persons
desiring to work at the plumbing business, as Journeyman
Plumbers, shall be 5 dollars, and every Journeyman Plumber
in the City, to whom such certificate shall be issued, shall
within thirty (30) days prior to the first day of each year,
register and renew his certificate, and for such registration
or renewal of certificate, he shall pay the sum of 2 dollars;
and all such fees shall be payable rd the City of Sanford.
An applicant may uot apply for a Master Plumber's
Certificate until he has held a Journeyman Plumber's Certificate,
issued by tae City of Sanford, for a period of at least six (6)
months; or can show proof of an unexpired Master Plumber's
Certificate of another city.
An applicant may not apply for a Journeyman Plumber's
Certificate until he can show proof of at least two (2) years of
apprenticeship in plumbing; or can show proof of an unexpired
Journeyman Plumber's Certificate of another city.
Examinations for Master Plumbers shall be held on the
third Saturday morning in January, April, July and October of
each year and for Journeyman Plumbers on the second Saturday
morning in January, April, July and October of each year.
An applicant who fails to pass the first examination
may rake a re-examination at the next examination date wi[n-
out paying a new examination fee.
An applicant who fails to pass the examination the
second time shall not be given anoti~er examination for a
period of one year from the previous examination date. An
applicant snail pay a new examination fee for me third exami-
nation.

Section 109.5.
Bond requirements shall be $£, 000.00 instead of $5,000.00.
Section 302.
Under Building Drain the distance shall be approximately
three (3) feet rather than ten (10) feet.
Section 427. t.
Said Section shall read in its entirety as follows:
"The minimum size of lead bends or lead stubs used on
water closets or similar fixtures shall be four (4) inches."
Section 906.2
Said Section is hereby deleted in its entirety.
Section 907.1.
Said Section shall be deleted in its entirety.
Section 1206.2.
Said Section shall be changed to read Type "L" instead
of Type "K".
Section 1206.4.
The last paragraph of Section 1206.4 shall read as follows:
"The water-service pipe shall be Type "L" copper tubing,
brass, lead, cast iron, galvaniz?d steel or galvanized
wrought iron.
Section 1209.1.
The word "shall" in the first line of said Section shall be
changed to read "may".
Section 1211.1
Said Section shall be changed to read as follows:
"A main shut-off valve shall be installed on each water service
between the meter and the building in an accessable location
and so indicated in a permanent manner. Fixture stops shall
be installed on all domestic fixtures except bathtubs, showers
and laundry outlets. ".
Section ~211.3.
Said Section and title thereof shall read as follows:
"SEPARATE CONTROLS FOR MULTIPLE-FAMILY DWELLINGS.
In multiple-family dwellings each separate family unit shall be
controlled by an arrangement of shut-off valves which permit
each group of fixtures or the individual fixtures to be shut
off without interference with the water supply tc any other
family unit or portion of the building, except that when baths
or kitchens are back to back each valve may control not more
than two (2) family units."

Section 1213.3.
The minimum size of ~upply pipe to Hose Bibbs shall be
changed in said Section from one-half (1/2) inch to
three-fourths (3/4) inch.
(n)
Section 1213.8.
Said Section shall be changed to read as follows:
"Where chambers or other approved mechanical devices
shall be provided to reduce water hammer or line noises to
such an extent that no pressure hazard to the pipiug system
will exist.".
(o)
Section 1216.2.
The following shall be added to said Section:
service lines of
Compresmon stops may be used on water
three-fourths (3/4) size only."
(p) Section 1302.1.
The words "concrete sewer pipe" shall be deleted.
(q) Section 1302.5.
The entire said Section shall be deleted.
(r) Section 1401.3 ....
Delete the words "galvanized wrought iron from said
Section.
(s) The distance shown in said Section of trap to vent on one
and one-fourms (i i/4) inch and one and one-half (1 1/2)
inch drain sizes shall be changed to five (5) feet.
Incorporating the above changes the said Southern Standard
Plumbing Code is hereto attached and Dy reference made a part hereof
as fully and completely as if set forth herein, and a copy thereof filed
as a matter of permanent record in the office of the City Clerk and avail-
able for public inspection.
SECTION 2. Ordinance Number 541 now Section 19 The Code
of the City of Sanford, Florida 1954, as amended, be and the same is
hereby repealed.
SECTION 3. All ordinances or parts of ordinances in conflict
herewith be and the same are hereby repealed.

SECTION 4. This Ordinance shall become effective
January 1, 1960.
