AGREEMENT REGARDING POLICE SERVICE
This Amendment is made and entered into running from October 1, 2000, through
September 30, 2001. By this amendment, the original agreement between the Sanford Police
Department and the Sanford Airport Authority's modified as follows:
The City of Sanford will provide two (2) sworn officers to conduct law enforcement
operations within the Orlando Sanford Airport area. These officers will be assigned on the
basis of one (1) officer per day. Annual costs to the Authority will be $130,897, which
includes the use of a patrol car. These annual costs will be paid on a pro-rated quarterly
basis. A summary of these costs is outlined on Attachment A.
Command and control of the assigned officers will be vested in the existing
command structures of the City of Sanford Police Department, except during Airport
emergencies when the police will be responsive to the Executive Director or his designee.

The primary duty of the police officer is to respond to either passenger screening
station within the FAA established time constraints (currently fifteen (15) minutes) as
described in Federal Aviation Regulation Part 107. Officers shah be on duty at the Airport
at aH times the passenger screening stations are in operation.
The Executive Director or his designee may assign additional duties to the "on duty
officer" from the following list of police functions:

Department and the Sanford Airport Authority is modified as follows:

officers will be assigned on the basis of one (1) officer per day. Annual costs
to the Authority will be $111,637.00 which includes about $8,300.00 of
estimated overtime costs plus the patrol car. These annual costs will be paid
on a pro-rated quarterly basis.

command structure of the City of Sanford Police Department except during
Airport emergencies when the police will be responsive to the Executive
Director or his designee. The Executive Director or his designee may assign

AGREEMENT REGARDING POLICE SERVICES

and is to that certain Agreement made and entered into on the 5th day of July, 1994 by and
between the City of Sanford, hereinafter, the 'EITY" and the Sanford Airport Authority,
hereina/~er, the "AUTHORITY'.
WITNESSETH:
WHEREAS, the 'CITY' and the '~UTHORITY" entered into the above referenced
Agreement on July 5, 1994, to provide Airport Police sentices and Police services in Sector 5 of
the Sanford Police Department service area; and
WHEREAS, the parties desire to amend the Agreement dated July 5, 1994; and
WHEREAS, the 'EITY" and the '~UTHORITY" have agreed that commencing on or
about Apdt 9, 1995 through September 30, 1995 and for Fiscal Year 1996/97, the City of Sanford
Police Department will provide four (4) sworn officers, certified by the City of Sanford and
Florida Department of Law Enforcement, to conduct and provide all required police functions
within the Orlando-Sanford Regional Airport area. It is recognized that the requirement for FY
1996/97 may, in fact, be even greater subject to future develo!~ment.
I. COMMAND AND CONTROL. Command and control of police for the Airport
shall be vested in the existing command structure of the City of Sanford Police Department at all
locations within the authority of the O~ando/Sanford Airport, except during airfield emergencies
during which times police shall be responsive to the Director of Aviation or his designee in
accordance with the approved security plan.

At locations within the
Airport requiring special operations as designated by the
Authority, Federal Aviation Administration and/or U.S. Customs; Airport management shall have
general control and directive responsibility through the on-duty Commander or his designee for
the conduct, disposition and' activities of the police officers. Such general direction shall be
outlined in the Authority's Emergency Plan and Security Plan approved by the Federal Aviation
and shall be exercised through the Sanford Police Department command

2.
PAYMENT SCHEDULE FOR POLICE SERVICES. Additional cost elements
addressed on Attachment '~" hereto, shall be funded to the City by the Authority for the
remaining part of Fiscal Year 1995/96. Cost elements addressed on Attachment 'B:" hereto shall
be applicable for Fiscal Year 1996/97. Costs identified, based upon a four (4) full-time officer
requirement, shall be subject to adjustment during Fiscal Year 1996/97 should the Airport
requirement, in fact, exceed four (4) full-time officers.
3. SPECIAL FUNCTIONS OF CITY POLICE OFFICERS ON THE
AIRPORT PROPERTY. Subject to funding by the Authority, the City of Sanford shall provide
as needed police services per Federal Aviation Regulation FAR Part 107 and the Airport
Authority S~curity Program at Orlando Sanford Airport, including the security screening
checkpoints,' the security identification (SIDA) area, and all other areas covered under FAR Part
107. Likewise, the City shall provide backup police support to the U.S. Customs Service as
required by the Customs Service. Any additional fees, charges, overtime of special duty fees will
be at the standard rates of pay schedule as designated by the City of Sanford, with the exception
of Special Details, which is currently scheduled at $1 8.00/hour with a three (3) hour minimum.

Insurance deductibles for claims or lawsuits brought against the City or officers while performing
FAR Part 107 duties shall be reimbursed to the City by the Authority. The on-duty City police
officers shall be under the guidance and direction of the Director of Aviation or his designee, with
respect to areas of emphasis or need on Airport property.
Applicable functions, including the following shall be performed:'
A) Four (4) police officers will be assigned on a rotating 12-hour shift, providing
security for designated checkpoints as required under FAR Part 107 and in accordance with
approved Airport Authority Security Program. This required function will require mandatory
training by Authority staff.
B) In the event of an emergency/mishap on the airfield, secure all gates and insure that
only required vehicles and personnel are permitted onto the Airport Operating Area (AOA), as
dkected by the Director of Aviaiion or his designee.
C) Except as otherwise provided in the SAA Emergency Plan, during those times
when there is a limited or reduced need for two (2) police officers in the terminal vicinity, the
Director of Aviation or his designee through the on duty Commander, may request Airport police
officers to perform routine perimeter checks, door 'checks, meeting and greeting of light aircraft,
curbside and parking lot patrol to ensure parking is consistent with airport guidance, and positive
control and direction of pedestrian crosswalks, or response to other incidences or requests for
service on Airport property.

D) During each month,
a monthly activity report shall be provided the Director of
Aviation by airport police, indicating all arrests; firearm and drug seizures, and other reportable
incidences, requiring police senAces during the previous month. The report shall be due by the
last day of the month, reflecting the previous month' s activity.

INTERLOCAL AGREEMENT BETWEEN -CITY OF SANFOP~D
AND SANFORD AIRPORT AUTHORITY REGARDING POLICE
SERVICES
This Interlocal Agreement entered into this 5th day of
July , 1994, by and between the City of Sanford,
hereafter, the "City" and the Sanford Airport Authority,
hereinafter, the "Authority".
WHF_REAS, the 'Autkority now maintains a three-man Police
Department certified by the City of Sanford and the Florida
Department of Law Enforcement; and
WHEREAS, the Airport police officers are now certified by the
City of Sanford but are not under the operational control of the
City of Sanford Police Department; and
WFR. REAS, the City and Authority have identified wasteful
duplication of effort and associated costs between the City of
Sanford's police function and the Authority's police functions and
responsibilities; and
WFEREAS, the City and the Authority have agreed that
commencing October 1, 1994, for Fiscal Year 1994/95, Airport
Authority's police officers will be incorporated into the City of
Sanford Police Department in order to provide Airport police
services and police services in Sector 5 of the Sanford Police
Department's service area, and that this arrangement will continue
indefinitely, as provided below.
1. COMMAND AND CONTROL. Command and control of police for
the Airport shall be vested in the existing command structure of
the City of Sanford Police Department at all locations outside the
Airport Operations Area (AOA) of Central Florida Regional Airport.
At locations within the Airport Operations Area and
during all airfield emergencies, Airport management shall have
general control and directive responsibility 'through the on-duty
Commander for the conduct, disposition and activities of police
officers. Such general control and direction shall be as outlined
in the Authority'sEmergency Plan and Security Plan approved by the
Federal Aviation Administration, and shall be exercised through the
Sanford Police Department command structure.
2. VEHICLES, RADIOS AND MAINTENANCE. The Sanford Airport
Authority will assign use of the existing 4-wheel' drive Jeep
vehicle, weapons, and radios to the Sanford Police Department. All
required maintenance, fuel and repairs will be provided by the
City, as funded by the Authority.
3. VEHICLE, WEAPONS AND RADIO EQUIPM~qT REPLACEMENT,
Vehicle, weapons and radio equipment replacement will be reviewed
jointly by the Authority and City each March as a part of the
succeeding year's budget. If weapons, 'vehicle and radio
replacement is recommended by the City, capital costs for
replacement shall be budgeted and funded by the Authority. The
City will procure said new equipment per City specifications,
recognizing any unique requirements associated with the Airport,
such as 4-wheel drive vehicle, and will invoice the Authority.'
Authority agrees to reimburse for such invoices within thirty (30)
days of receipt. Equipment, other than vehicles, shall be
maintained on the City's property inventory and will be subject to

annual inventory and sale or disposition when retired from police
service. Equipment in use as of October 1, 1994, and on the
inventory of the Authority shall be transferred to the City
effective that date.
4. OTHERCOSTS. All other costs for police services at the
Airport shall be paid directly bythe City per Exhibit "A" attached
hereto-
5. PAYMENT SCWRDULE FOR POLICE SERVICES. Cost elements
addressed on Attachment "A" shall be funded to the City by the
Authority. Such elements and costs associated with each will be
updated annually in March, based upon actual experience and any
known future requirements. For Fiscal Year 1994/95 the Airport
shall pay the following amounts to the City by the following dates:

6. SPECIAL FUNCTION OF CITY POLICE

PROPERTY. The' City shall provide as needed police services per
FAR Part 107 Checkpoint Security Screening for commercial airline
passenger services. These services are to be provided in -
accordance with FAR Part 107 and are not subject to any additional
fees, charges, overtime, or special duty fees regardless of time of
day, holiday or other conditions, however, insurance deductibles
for claims or lawsuits brought against the City or officers while

performing FAR Part 107 duties shall be reimbursed to the City by
the Authority. Overtime and other FAR Part 107 costs will be
renegotiated each year based on experience.
Applicable functions, including the following shall be
performed:
A ) On demand, provide officer for security
checkpoints under FAR Part 107 and in accordance with the approved
Airport Security Program. This required function will require
mandatory training by Authority staff.
B) In the absence of Airport management, initiate
the approved Emergency Response Plan in the event of any aircraft
mishap on the field.
C) In the event of an emergency/mishap on the
airfield, secure all gates and insure that only required vehicles
and personnel are permitted onto the Airport operating area.
7. RE-NEGOTIATION. Each March upcoming fees applicable to
City Police services at the Airport shall be negotiated, based on
actual costs to provide said services, for the upcoming fiscal
year.
8. PERSONNEL POSITION CONSIDERATIONS. All "Police Officer"
position classifications referred to in this Agreement will, upon
transfer to the City and absorption by the City, be subject to all
existing City of Sanford Personnel Rules and Regulations and Civil
Service Rules as applicable to all terms and conditions of
employment.

9. EFFECTIVE DATE. This Agreement shall take effect upon
