SCOPE OF SERVICES
Task 1 - Project Mobilization: A project procedures memorandum will be written summarizing
schedule, communications procedures, and quality assurance/control procedures to be used
on the seawall rehabilitation project. A kick-off meeting will be held with the City at its
office.
Task 2 - Review of Record Documents: Record drawings, maps, aerial photographs, inspection
reports, and other applicable documents will be reviewed to gain a full understanding of
seawall history and past maintenance activities.
Task 3 - Above and Below Water Inspection: A thorough visual and tactile inspection wilt be
made of all exposed portions of the wall above and below water to determine the cause of the
areas of subsidence along the wall. Deficiencies will be mapped and photographed and
documented in a condition assessment report.
Task 4 - Geotechnical Exploration and Testing and Inspection of Ties: Exploratory drilling
and testing will be performed at five locations, to be determined in task 3 above. Laboratory
grain size analyses will be performed on select samples. Hand excavations will be performed
to allow visual inspection of the ties at selected locations.
Task 5 - Preparation of a Condition Assessment Report: Upon completion of all field work,
a report will be prepared describing in detail the condition of the seawall. The physical
condition of the seawall will be illustrated by photographs and sketches. We will evaluate
the condition of the wall with particular emphasis on what is causing the areas of subsidence
along the wall. The report will include recommendations for repair of observed deficiencies.
Recommendations for work to be performed as part of Phase 2 will also be included in the
report.
SCHEDULE
We propose to complete the above mentioned services within 2 months upon your notice to
proceed.
ADDITIONAL SERVICES
If additional studies or services are required for some unforeseen condition, they will be paid for
in addition to the costs estimated below in accordance with Schedule C. We do not anticipate
such studies at this time.

ESTIMATED COST FOR ENGINEERING SERVICES
A detailed cost estimate breakdown is artached for your information. We propose that these
services be performed on an Hourly Basis in accordance with the Schedule of Architectural and
Engineering Billing Rates (SCHEDULE Ca, 1/13/98) attached hereto and incorporated herein,
subject to the maximum fee of $23,470.00.
This proposal is predicated on the attached Terms and Conditions (Revised July 1, 1998) which
will form the basis of our Agreement upon your authorization to proceed. Please sign all six (6)
copies of this agreement and return one (1) copy to us.

We propose to complete the above mentioned services within 90 days of your notice to proceed.
ADDITIONAL SERVICES
If additional studies or services are required for some unforeseen condition, they will be paid for in

ESTIMATED COST FOR ENGINEERING SERVICES

agreement and return all six (6) to us. We will execute all copies and return five (5) to you.

repairs at Type II walls. This is in Reach 1 from station 43+78
to 57+30, in Reach 2 from station 0+00 to station 3+42 and in
Reach 3 from station 0+00 to station 5+91 for a total of 2,285
feet. This is essentially in the Marina area. Evaluate patching
of front face of walls only, versus patching and sealing from
behind wall
6.2 Refined Cost Estimates: Develop refined cost estimates for 8 $88 $704 $704
wall repairs at Type II walis. Provide data for each of the three
systems in Item 6.1, basing estimates on published
construction cost data from Means as well as verification with
manufacturers and local contractors.
