I. SCOPE OF SERVICES
Part A - ISTEA/MPO Initial Application:
1. Meet with City and other appropriate representatives to discuss existing
bike/pedestrian plans, history, list of information to be provided by the City, etc.
2.Discuss existing and proposed bike/pedestrian plans with adjaoent jurisdictions
and other interested organizations.
3.Conduct site visit with appropriate City and other representatives to observe,
assess and evaluate potential bike/pedestrian alignment and alternatives.
4. Conduct inventory of potential linkages, ie. parks, schools, residential, office,
commercial, downtown area, governmental facilities, marina, transportation links
and other recreational points of interest. Relate to existing and proposed
bicycle/pedestrian trails/paths.
5. Review physical characteristics that will impact location of bike/pedestrian path,
ie. vehicular traffic, topography, available width, existing structures, existing
landscaping, lighting, transit stops, available utilities service, etc.
6.Create list of Opportunities and Constraints.
7. Provide Conceptual alignment, type and crossings of streets and properties for the
priority bike/pedestrian path/trail for inclusion into the ISTEA application.
8. Provide Conceptual Cross Sections of different types of path segments reflecting
existing conditions.
9. Prepare the ISTEA and MPO application forms for City review. City to submit
approved application forms.

Part B - ISTEA/MPO Prospectus (this Part will only be applicable should the
original application receive a ranking that will allow funds to be made available.
1. Define more specific proposed alignment and design elements for the proposed
Bike/Pedestrian Path, consistent with the findings from Part A above.
2. Complete the FDOT Project Prospectus in conjunction with the more finalized
alignment and design. Coordinate with the City of Sanford staff.
3.Complete Estimated Cost Estimates for inclusion with the Project Prospectus.
Part C - Prelhninary Design and Alignanent Recommendations and Plan
This phase of services begins to analyze existing conditions, constraints and opportunities
to result in producing realistic problem solving and attention to detail. The Conceptual
Master Plan in Part I is expanded to reflect more detailed conditions and design criteria
and input from various groups. This Plan will be a clear and valuable tool for future use
in the final design and construction documents.
I. Meet with the City of Sanford to discuss the Conceptual alignment to receive
input and direction prior to starting Preliminary Design and Alignment Plan.
2. The preliminary Design and Alignment Plan shall include the following:
a. Location of trail alignment for entire route.
b. Reconfiguration of traffic flow and parking to accommodate trail
alignment.
c. Linkages to potential educational, historical, marina, residential,
commercial, office, governmental schools, parks, zoo, hospital, etc.
d. Location of site amenities such as seating, drinking fountains, restroom
facilities and bike racks.
e. Preliminary bridge crossing detail.
f. Path Cross Sections for various conditions including limited width,
expanded paving, steep slopes, etc.
g. Safety Considerations: lighting, bike patrol, emergency phone pulls, first
aid stops, etc.
h. Preliminary road crossing and signalization detail, if applicable.
i. Identify trailhead locations.
3. Meet with the City of Sanford to present completed Preliminary Design and
Alignment Plan.
4. Provide colored rendering of the approved Preliminary Design and Alignment
Plan.
II. Additional Services - The JCR Consulting and Hoke Planning & Design firms shall be
compensated for Services not included in Section I. above and may include the
following:
1. Changes in or Additions to the Scope of Services defined in this Proposal
at the Clients's or his representatives request.

2. Revisions to the Plans after completion, based on changes or other reasons
beyond the control of JCR Consulting/Hoke Planning & Design.
C. Out-of-Pocket Expenses:
In addition to Sections I. and II. above, JCR Consulting shall be reimbursed for
Out-of-Pocket Expenses of actual costs such as: aerials maps, long distance
telephone calls, express deliveries, pestage, etc. Copies shall be billed at a rate
of $0.25 each, fax transmissions at $0.25 per page, blueprints at $1.50 per sheet
and mileage at $0.28 per mile. These expenses will be itemized on monthly
invoices. All application fees, etc. shall be the responsibility of the Client.
H. FEES SCHEDULE
The Fee for providing the services outlined in Items I.A. above, shall be a lump sum
as follows:
Part A: $3,800.00 (THREE THOUSAND EIGHT HUNDRED DOLLARS).
Part B: $1,900.00 (ONE THOUSAND NINE HUNDRED DOLLARS).
Part C: $4,500-6,000 (FOUR THOUSAND FIVE HUNDRED TO SIX
THOUSAND DOLLARS)(depending on level of detail and final trail
length)
Other work requested by Client, not included in Item I. above, shall be completed on
an hourly basis with the following rates:
Project Manager $70.00
Landscape Architect/Planner $60.00
Drafting/Computer Support $37.50
Clerical Services $25.00
JCR Consulting shall notify Client of additional services as required for completion of
project. Authorization shall be required from the Client or his representative either
verbally or in written form prior to beginning Additional Services.
GENERAL CONSIDERATION
A. The relationship of JCR Consulting/Hoke Planning & Design to the Client will
be that of professional consultant.
B. It is understood and agreed that the services provided under this Agreement do
not include participation, whatsoever, in any litigation.
C. Either party may terminate th~s Agreement by giving seven (7) days written
notice.

D. All original drawings are the property of JCR Consulting/Hoke Planning &
Design. Reproducible drawings may be provided at the request and expense of
the Client. JCR Consulting/Hoke Planning & Design shall only be responsible
for changes made to the reproducible drawings completed by the firms.
IV. ACCEPTANCE
Acceptance of this Proposal and authorization to begin work shall be deemed upon receipt of a
signed copy of this Agreement.
The undersigned Client, as Owner or authorized agent for the Owner of the above described real
property, hereby agrees that payment, as stated, will be made for said work within 15 days from
receipt of Invoice. The Invoice for the same to be mailed to the undersigned at the address set
out above or is otherwise delivered. In default of such payment, the Client hereby agrees to pay
all costs of collection, including reasonable attorney's fees, whether action be brought or not.
The Client hereby acknowledges the unpaid invoices shall accrue interest at 11/2% per month
after they have been outstanding for over 30 days. Upon cancellation by the Client prior to
completion of services to be performed, JCR Consulting/Hoke Planning & Design shall be paid
for all work accomplished to the date of cancellation, plus reimbursement for additional services
and all out-of-pocket expenses.

SUBIF~T: Further Explanation of Item/P.0: Lake Monroe Riverwalk/Trail - ISTEA Enhancement Funds
Application Assistance
The City is again required to submit an application to receive the ISTEA Enhancement Funds in order to
build the Lake Monroe Riverwalk. The already -provided proposal from JCR Consulting and HOKE Planning
& Design outlines a three phase program that will assist the City towards achieving this project. The phases
are outlined as follows:
1. Initial Applicatio.n - The consultant will prepare the application with previously compiled application
and data provided by the City.
2. Prospectus - Required if the initial application is "ranked" after initial review.
3. Preliminary Trail Design and Alignment Plan - Provides specific design alternatives and alignments
for riverwalk/bikeway design plus enables a more detailed estimation of costs.
To date, the University of Florida Consensus Plan has provided broad policy direction for development in
the waterfront and downtown are~k The Riverwalk application for ISTEA (federal Intermodal Surface
Transportation Efficiency Act of 1991) funds is aspecific project that was generalized in the initial application
submitted by the City during 1994 for the FY 2000 funding cycle. We placed 9th which is good for an initial
application but not good enough for funding. The proposed services are intended to provide additional
information and special expertise needed to accomplish a successful application with a higher ranking. In
addition, the preliminary design of the riverwalk or trail is a necessary step independent of the ISTEA
application. That will involve working with the Waterfront Master Plan Steering Committee to develop
specific preliminary designs for the various distinct segments of the proposed riverwalk/trail.
The Waterfront Steering Committee reviewed and endorsed this proposal at its meeting of April 19.
Recommend that these services be approved by the City Commission. Funds are available in the
Department of Engineering and Planning budget for Professional Services as specifically earmarked for the
waterfront.
Also, recommend that the City Commission adopt a resolution supporting the application. A draft resolution
will be provided.
