CITY OF CASSELBERRY, a Florida municipal corporation,
whose address is 95 Lake Triplet Drive, Casselberry, Florida 32707,
hereinafter referred to as CASSELBERRY;
CITY OF LAKE MARY, a Florida municipal corporation, whose
address is Post Office Box 725, Lake Mary, Florida 32746, herein-
after referred to as LAKE MARY;
CITY OF LONGWOOD, a Florida municipal corporation, whose
address is 175 W. Warren Avenue, Longwood, Florida 32750, herein-
after referred to as LONGWOOD;
CITY OF OVIEDO, a Florida municipal corporation, whose
address is Post Office Box 159, Oviedo, Florida 32765, hereinafter
referred to as OVIEDO;
CITY OF SANFORD, a Florida municipal corporation, whose
address is Post Office Box 1778, Sanford, Florida 32771, herein-
after referred to as SANFORD and
CITY OF WINTER SPRINGS, a Florida municipal corporation,
whose address is 1126 East State Road 434, Winter Springs, Florida
32708, hereinafter referred to as WINTER SPRINGS.
WITNESSETH:
WHEREAS, ALTAMONTE SPRINGS, CASSELBERRY, LAKE MARY,
LONGWOOD, OVIEDO, SANFORD, and WINTER SPRINGS, shall collectively
hereinafter be referred to as CITIES; and
WHEREAS, the CITIES and COUNTY desire to mutually cooper-
ate with each other; and

WHEREAS, the Board of County Commissioners of Seminole
County, Florida, in a regular session on March 29, 1985, issued a
Letter of Intent to allow Southern Bell Telephone and Telegraph
Company to proceed with preliminary implementation of a data based
management emergency telephone system for Seminole County, Florida;
and
WHEREAS, this emergency telephone system, commonly known
as "E-911 Emergency Number System," is intended to be implemented
and maintained throughout Seminole County, including the incor-
porated as well'as unincorporated areas; and
WHEREAS, it is a necessity that certain information
within the purview of the CITIES be transmitted to the COUNTY in
order to institute, implement and maintain an effective Emergency
Number System throughout Seminole County, Florida; and
WHEREAS, an "E-911 Emergency Number System" would serve
to promote, protect, and improve the health, safety, and welfare,
of the citizens of Seminole County, Florida; and
WHEREAS, a uniform system of street naming and numbering
would facilitate the smooth operation of an "E-911 Emergency Number
System;" and
WHEREAS, the COUNTY and CITIES have determined that is is
in the best interest of the citizens of Seminole County, Florida,
~hat this Interlocal Agreement be entered into.
NOW THEREFORE, in consideration of the premises and
'promises herein contained, it is mutually agreed between the
parties as follows:
1. The CITIES hereby agree to submit to the Seminole
County E-911 Coordinator, 1101 East First Street~ Sanford, Florida
32771, the following information and documents approved by the
CITIES, for the purpose of proper identification and location
within the E-911 Emergency Dispatch Data System:
(a) One copy of all enacted municipal ordinance(s)
involving annexation of property or municipal contraction.

(b) One copy of any approved list regarding the
renumbering on or renaming of any private or public streets or ways
within each City's municipal boundaries, accompanied by information
which assists in locating those streets on the City's official map.
(c) One copy of any approved list detailing number-
ing or naming of private or public streets or ways outside platted
subdivisions within each City's municipal boundaries, accompanied
by information which assists in locating those streets on the
City's official map.
(d) One copy of each City's enacted Ordinances
authorizing or regulating addressing accompanied by information
which assists in locating affected areas on the City's official
map.
(e) One copy of official City maps whenever those
maps are revised and reprinted.
(f) In those cases in which COUNTY administers the
numbering of streets and ways within a municipality and the naming
of private streets or ways outside platted subdivisions within a
municipality, the municipality shall not be required to submit data
regarding such numbering and naming mentioned in (b), (c) and (d)
above.
2. The CITIES hereby agree to avoid duplication of
street names by consulting the E-911 Coordinator's official data
base of streets prior to any permanent assignment thereof. This
document to be provided at least semi-annually by the E-911 Coor-
dinator to the CITIES.
3. The COUNTY shall provide the CITIES with a copy of
each updated emergency service zone street list applicable to each
respective city as same becomes available, and any other informa-
tion that is reasonably necessary to assist the CITIES in their
efforts to implement and maintain the E-911 system. The CITIES
hereby agree to take under consideration any request made by COUNTY
to cross municipal boundaries in order to cause a continuous flow
of street numbering of public streets or ways.

4. The CITIES and COUNTY hereby agree to mutually coop-
erate in maintaining the smooth and full flow of communication and
all current and complete information necessary to efficiently,
properly and effectively institute, implement and maintain the
E-911 Emergency Number System throughout the entirety of Seminole
County, Florida.
5. The CITIES agree to adhere and conform to the
COUNTY'S uniform building numbering ordinance by either adopting a
substantially identical ordinance or otherwise conforming to the
substance of the COUNTY ordinance, a copy of which is attached
hereto and which is incorporated herein by its reference; provided,
however, that any and all amendments to the said Ordinance shall be
equally binding if approved by a city. It is the intent of all
parties hereto to maintain a uniform system of building numbering
within Seminole County.
6. Notices provided for herein or relating to the sub-
ject matter of this Agreement shall be provided to the attention of
the following at the aforementioned addresses:

Casselberry City Clerk
Lake Mary City Manager'
Longwood City Manager
Oviedo City Planner
Sanford Director of Engineering
and Planning
Winter Springs Land Development Coordinator
Seminole County E911 Coordinator
7. The initial term of this Agreement shall be for a
term beginning the date the last party executes this Agreement and
ending October 1, 1987. Upon expiration, this Agreement shall be
automatically renewed by all parties for additional one (1), year

periods unless a party shall express its intent to withdraw from
this Agreement at the expiration date in effect by providing
written notice to all other parties no less than ten (10) days
prior to the expiration date in effect.

NUMBERING SYSTEM; PROVIDING FOR PURPOSE OF

FOR DEFINITIONS; PROVIDING FOR CREATION AND
ADOPTION OF COUNTY BUILDING NUMBERING MAPS;
PROVIDING FOR ASSIGNMENT OF NUMBERS AND ADMIN-
ISTRATION OF SYSTEM BY COUNTY PLANNING DEPART-
MENT;F PROVIDING FOR POSTING OF REQUIRED
BUILDING NUMBERS; PROVIDING FOR ASSIGNMENT OF
NUMBERS UPON MUNICIPAL CONTRACTION; PROVIDING
FOR NOTICE TO OWNERS UPON MUNICIPAL CONTRAC-
TION;rPROVIDING A RIGHT OF APPEAL; PROVIDING
FOR PENALTIES; GRANTING SEMINOLE COUNTY CODE
ENFORCEMENT BOARD JURISDICTION; PROVIDING FOR
INCLUSION IN SEMINOLE COUNTY CODE; PROVIDING
FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE
DATE.].
WHEREAS, there is a need for uniformity in building
numbers and street needs in Seminole County; and
WHEREAS~ the "E-911 Emergency Number System" is
intricately intertwined, related to, and depen'dent upon a uniform
building numbering'system; and
WHEREAS, the Standard Fire Prevention Code, adopted by
Seminole County, .provides that "(a)pproved numbers or addresses
shall be provided for all new and existing buildings so that the
numbers or address is plainly legible from the street or roadway";
and
WHEREAS, it would be beneficial to insure uniform street
naming and buil~!ing numbers at the development stage as well as
after buildings]are constructed; and
WHEREAS~SeminOle County and the cities within Seminole'
County have consulted and Seminole County has obtained the cities'
concurrence and~guidance as to the E-911 and uniform street naming
and:numbering s~Stems; and
WHEREAS~ an "E-911 Emergency Number System" would serve
to promote, protect, and improve the health, safety and welfare of
the citizens of~Seminole County, Florida; and
WHEREAS, a uniform system of .street naming and numbering
would facilitate and enhance the smooth operatkon of an "E-911
Emergency Numbe=!System;" and

WHEREAS~' it is a necessity that certain information
within the purview of the cities be transmitted to the County in
order to institute, implement and maintain an effective Emergency
Number System throughout Seminole County, Florida; and
WHEREAS, the Board of County Commissioners of Seminole
County has determined that it is in the best interest of the public
health, safety and well being of the citizens of Seminole County to
establish and implement a uniform street naming and numbering
system in SeminOle County, Florida so that every building in
Seminole County Shall have a numbered address.
NOW, THEREFORE, BE'IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF iSEMINOLE COUNTY, FLORIDA:
Sectio~ 1. Purpose of Uniform Numbering System.
This Ordinance is adopted for the purpose of providing a
Uniform Bu~lding~NUmhering System for the assignment of address
numbers to buildings and structures located on or with access from
officially named !public and private streets and ways tn Seminole
County, Florida, in the interest of the public health, safety and
general welfare of=the citizens and inhabitants of Seminole County.
Sectlon22. Definitions.
For thelpUrpose of this Ordinance, the following termS,
phrases, words, an!d=their derivations shall have the meaning given
herein, unless the~ context clearly indicates otherwise:
(a)T Accessory Building: A building which is clear-
ly incidental or Subordinate to and customarily utilized adjacent
to and in ConnectiOn] with a principal building located on the same
lot.
(b) Principal Buflding: Any structure which is
designed, built or used for the support, enclosure, shelter, or
protection of .persOns, animals, chattels or property of any kind
for any residential~.commerolal, or industrial purpose.
(o) zBuilding Front Or Facade: That area or facade
of a building which*has visible numbers from a public or private

street or way because it faces the public or private street or way
pursuant to which the building is numbered. When a building is
constructed on a]corner lot, the building front or facade shall be
that area of t~ebuilding which faces the street on which a
projected addresS.~as assigned or, in the event a projected address
has not been as~izgned, the area so designated by the Planning
Department. :
(d) Building Numbering Maps: A master set of maps
which, in conjunction with approved plats and site plans, details
the existing street name and numbering scheme and the projected
street na~e and numbering scheme within Seminole County. Said
maps, in addition to the plats and site plans, being currently
designated the one inch to 400 feet legal section maps.
(e~). E-911 Coordinator: That person designated by
the County Admini!strator to design, implement, and maintain an
emergency telephone response system which involves the expeditious
response of publiC Safety, police and other services resulting from
such emergency telephone system.
(f) Grid System Guide: A series of designated
North/South paralle:llines intersecting a second set of East/West
parallel lines, dis indicated on the official "master grid maps",
currently delineated on a 1:2000 map of Seminole County.
(g) Non-confOrmanoe: Any failure to comply with
the provisions of Lthis Ordinance including, but not limited to, by
way of example: a number out of sequence, odd or even number on
wrong side of street, rural box numbers, numbers improperly
affixed, numbers illegible, numbers unclear, numbers obstructed,
numbers not visi~l~,numbers not present, numbers of improper size,
numbers not in contrast with immediate background, weatherworn
numbers, wrong numbers, and non-approved numbers.
(h) Uniform Building Numbering System: A system by
which existing bui]ldings and projected lots and parcels for future

buildings are a~signed addresses in a coordinated and uniform
method based on a~designated grid system contained in the official
master grid maps~
(~) Occupant: Any person, firm, entity, partner-
ship, trust, corporation, association, or other organization who is
occupying or leasing a building or other property for a period
exceeding thirty.(30) days.
(~) Owner: Any and all persons, firms, entities,
partnerships, ' trusts, corporations, associations, or other
organizations whO. own the fee title to, or have an undivided
interest in, any !building or property which is subject to the pro-
visions of this ~Ordinance.
(ki)'~ Private Way= Any street, road, avenue, drive,
cul de sac or other thoroughfare used for vehicular traffic and any
easement or right~of-way that provides sole access to more than one
parcel or lot which is not included in the definition of "public
way" and which iS not maintained by Seminole County. This term
shall include, but is not limited to, roadways or driveways in
mobile home parks, apartments, condominiums, commercial or
industrial complexes, which have been named and signed in
accordance with !the Land Development Code of Seminole County,
Florida.
(1) Projected Street Name and Numbering Scheme:
All approved site plans and plats, including amendments thereto,
which contain projected street names and addresses although no
construction or development has occurred on the projected street.
(m) Public Way: Any area of a public road or right-
of-way, either ~aVed or unpaved, which is intended for vehicular
traffic, and that has been dedicated to Seminole County for the
purpose of vehicular traffic and for use as a thoroughfare for
vehicular traffic whether accepted or not by Seminole County~
excluding, however, service entrances 'or driveways.

Section 3. Uniform Building Numbering System
Established; InCorporation of Map.
A Uniform Building Numbering System, as shown on the maps
identified by t~he title, "Building Numbering Maps", and filed in
the Office of the Seminole County Planning Department is hereby
adopted for use=in the unincorporated areas of Seminole County.
The Planning Department shall coordinate all activities relating to
the system and maps with the E-911 Coordinator. These maps and all
explanatory matte!r thereon and related thereto are hereby adopted,
incorporated he~rein by reference, and made a part of this Ordi-
nance. The maps shall include existing buildings and shall have'
the existing st=eet naming and assigned numbering scheme thereon.
The maps shall include existing site plans and plats that have been
approved and amendments thereto. The maps shall be made reasonably
available to the public during normal business hours. Each
approved plat and each amendment thereto shall be filed in the
Office of the Clerk of the Circuit Court. The Uniform Building
Numbering System'and the maps may be adopted for use in any city in
Seminole County pursuant to an interlocal agreement. Any such
interlocal agreement shall be filed in the Official Records of the
Board Of County]COmmisstoners and each city that is a party to such
interlocal agreement. Upon adoption by a city, the Uniform
Building Numbering System Maps and the grid maps and each amendment
thereto shall be filed in the Office of the city clerk for each city
which adopts the system.
Section4. Administration and Assignment of Numbers.
(a) The Seminole County Planning Department shall
be :responsiblei"for coordinating and maintaining the numbering
system established by this Ordinance. Said Department shall
approve streetsnames and designations and shall assign building
numbers in con~Ormlty with the Uniform Building Numbering System
established in the preceding section. Charges for such assignments
shall be made iineccordance with the fee schedule duly adopted by
resolution of the Board of County Commissioners.

(b) Should an existing building fail to conform
with the uniform. numbering system, the Planning Department shall
give notice to those owners or occupants whose building number is
in non-conformit~'=with the Uniform Building Numbering System. Said
notice shall beidelivered to the owner or occupant by certified
mail, return receipt requested; by posting same in a conspicuous
place on the property or by hand delivery. Said notice may include
a notification of a change of address which shall contain the new
building number(S) assigned to the building in accordance with the
provisions of this Ordinance and shall direct the owner or the
occupant to post the newly assigned building number on said
building or property in accordance with Section 5 of this
Ordinance. Theiowners or occupants shall have thirty (30) days
from receipt of the notice sent by certified mail, from the date of
hand delivery, ifdelivered byhand, or from the date of posting,
if such notice iS~posted on the property, to come into compliance
with this Ordinance.,
(c) Assignment by the Planning Department of the
assigned number 'to a lot or parcel on which a projected future
building may be constructed shall be a condition precedent to the
issuance of a Building Permit for any such building.
(d) In coordination with the E-911 Coordinator,
the Planning Department shall record, and maintain records of all
street names and2 numbers currently assigned under this Ordinance
and all names and]'numbers which have ever been assigned pursuant to
this Ordinance and shall monitor same to insure that duplicate
street names and Fnumbers are prevented.
Section 5. Posting of Numbers.
All buildings in the unincorporated areas of Seminole
County shall have its assigned building number properly displayed
in accordance with and conformity to the requirements of this Ordi-
nance, whether or not mail is deliyered to such building or
property. It shallbe the duty of the owners and occupants of each
building in the unincorporated areas to post the assigned building
number on the p~operty in conformity with this Ordinance as
follows:

(~a)r The building address number shall be affixed to
the building front or facade as defined hereln, or to a separate
structure such as a mailbox, post, wall, fence, or other visible
and commonly used area, in such a manner so as to be clearly visible
and legible and ~thout obstruction from the public or private way
on which the building fronts.
(b) Any numbers which are not clearly visible and
legible from the public or private way shall not be used.
(~] The numerals shall be of a contrasting color
with the immedla~e~.background of the building or structure on which
such numerals are~affixed and shall be not less than three inches
(3") in height ahdone-half inch (1/2") in width.
(d) ~Numerals shall be made of a durable weather
resistant materialpermanently affixed to the front of the building
or structure.
Section 6. Municipal Contraction.
Whenever a parcel of land, a subdivision, or any part
thereof, becomes part of the unincorporated area of Seminole County
by muncipal contraction or otherwise, it shall be the responsibil-
ity of the Plan~ing Department to review the address numbers of
such property and determine whether such numbers, their posting,
and the method of numbering for such contracted portion conform to
the designated ~tkd system and the Uniform Building Numbering
SyStem established by this Ordinance within thirty (30) days of
such contraction.!
Section 7. Address Changes.
(a) If the number, posting, or method of numbering
a bu~ldlng is fn non-conformance with Seminole County's grid system
and Uniform Building Numbering System after a municipal contrac-
tion, the Planning Department, shall give notice of such non-
conformance to thee owners or occupants of the affected building or
property.
(bi)z Said notice shall be delivered by certified
mail, return receipt requested; by posting said notice in a con-
spicuous place onthe building; or, by hand delivery.
(c) Said notice shall include a notification or a
change of address which shall contain the correct or new building
number(s) assigned to the building or property in accordance with
the provisions o!f=thls Ordinance and the date of notification.
(~z) Said notice shall direct the owner or the occu-
pant to post theinewly assigned building number(s) contained in the
change of addres]s'on said building or property in accordance with
Section 5 of thiS Ordinance.
(e) Said notice shall notify the owner or occupant
that, if he or s~e disagrees with the determination of the Planning
Department, an appeal may be taken regarding the determination
made. The Deputy 'County Administrator/County Development or his
functional successor shall hear such appeals.
Section 8. Penalties.
(ai Any person, firm, entitY, partnership, trust,
corporation, association, or other organization failing to comply
with the provisions of this Ordinance shall be punished as provided
by general law.
(b~) The Seminole County Code Enforcement Board
created in Seminole County Ordinance 83-42 shall have jurisdiction
· over violations of this Ordinance occurring in unincorporated areas
of the County. proceedings before the Code Enforcement Board shall
be governed by its rules and procedures.
Section 9. Codification.
It is the intention of the Board of County Commissioners
that ~he provi~ion'S of this Ordinance shall become and be made a
part of the Seminole County Code and the word ordinance may be
changed to sectio~.,E article, or other appropriate word or phrase
and the sections of. this Ordinance may be tenumbered or relettered
to accomplish suc~ intention; providing., however, that Sections 9,
10 and 11 shall not be codifled.

SectiOn 10. Severability.
If any section, subsection, sentence, clause, phrase or
portion of this!Ordinance is for any reason held invalid or uncon-
stitutional by any court of competent jurisdiction, such portion
shall be deemed aSeparate, distinct, and independent provision and
such holding shallnot affect the validity of the remaining portion
of this OrdinanCe.
Section 11. Effective Date.
This Ordinance shall take effect upon receipt of official
acknowledgment by the Clerk of the Board of County Commissioners
from the qepartment of State that this Ordinance has been filed
with the Department of State.
