SCHOOL RESOURCE OFFICER AGREEMENT
THIS AGREEMENT, is made and entered on October 1, 1995, by and between the
SCHOOL BOARD OF SEMINOLE COUNTY, FLORIDA, whose address is 1211
Mellonville Avenue, Sanford, Florida 32771. hereinafter referred to as "School Board" and
the City of Sanford, Florida, a municipal corporation, hereinafter referred to as "The
Agency."
WITNESSETH:
WHEREAS, the parties desire to implement the provisions of § 230.2318, Schqot
Resource Officer Program, by entering into an inter-agency agreement, and,
WHEREAS, the SCHOOL BOARD has requested that the Agency provide law
enforcement personnel in certain Seminole County public schools for service as School
Resource Officers/DARE Officers; and,
WHEREAS, the Agency is has agreed to provide law enforcement personnel to perform
the duties and responsibilities of a School Resource Officer/DARE Officers in certain
Seminole County public schools;
NOW, THEREFORE, in consideration of the mutual considerations, understandings and
covenants set forth herein, the parties agree as follows:
1. TERM: The term of this Agreement is for one fiscal year commencing July
1, 1995 and continuing until June 30, 1996, the date of signature by the parties
notwithstanding. This agreement may be renewed for successive terms of like duration by
mutual agreement of the parties and upon such terms as they shall agree.
2. PURPOSE: The purpose of this Agreement is to foster better relations between
students and law enforcement personnel; to deter crime on or about school premises by
the presence of a law enforcement officer; to enforce local, state, and federal laws; and to
have a law enforcement officer available for presentations to the students, faculty, and
parents concerning law enforcement and various law enforcement related subjects.
3. SERVICES:
(a)The Agency agrees to provide five (5) full-time School Resource Officer(s)/DARE
Officer(s) who will be assigned to the following schools:
1. Lakeview Middle School - School Resource Officer
2. Sanford Middle School - School Resource Officer
3. Goldsboro Elementary School/Pine Crest Elementary School - School
Resource Officer
4. Crooms School of Choice - School Resource Officer

Resource Officer Agreement as approved by the Sanford City Commission on February
13, 1995. In accordance with your request, we are also forwarding nine (9) separate
invoices dated October 5, 1994 through June 5, 1995 in equal imtallmems of $10,427.11.

original SRO/DARE Agreement for FY 1994-95 with noted changes made
and initialled by John Reichert, Ombudsman/EEOC.
Upon City Commission's action, please return signed original agreement

THE SCHOOL BOARD OF SEMINOLE COUNTY
SCHOOL RESOURCE OFFICER AGREEMENT/D.A.R.E. AGREEMENT FISCAL YEAR 1994/95
The AGREEMENT, is made and entered into this /~'~ day

SEMINOLE COUNTY, FLORIDA, hereinafter referred to as "SCHOOL BOARD"; and the
CITY OF SANFORD, FLORIDA, a municipal corporation, hereinafter referred to as
"CITY."
WITNESSETH:
WHEREAS, the parties are desirous of antefinE into an AEreement for
the performance of law enforcement functions provided by School Resource
Officer(s) and DARE Officer(s) hereinafter described; and
WHEREAS, the CITY is agreeable to provide personnel to perform the
duties and responsibilities of a School Resource Officer;~DDARE Officer and
W~{EREAS, the SCHOOL BOARD is agreeable to compensate the CITY for
personnel provided,
WHEREAS, the parties have approved the School Resource Officer
ProSram as a pilot program and their approval is not to be construed as a
continuing or permanent obligation. This also applies to the DARE Officer
program.
NOW, THEREFORE, in consideration of the mutual understandings and
convenants set forth herein, the parties agree as follows:

t. TERM. The term of this Agreement is from July 1, 1994 through
June 30, 1995, the date of signature by the parties notwithstanding,
unless earlier terminated as provided herein.
2. PURPOSE. The purpose of this Agreement is to foster better
relations between students snd law enforcement personnel; to deter crime on
or about school premises by the presence of a law enforcement officer; to
enforce local, state and federal laws~ .and to have a School Resource
Officer(s)and DARE Officer(s) available for presentations to the students,
faculty and parents concerning law enforcement and various subjects related
to the law.
3. TERMINATION. This Agreement may be terminated by any party at any
time, with or without cause, upon not less than thirty (30) days w~itten
notice delivered by Certified Mail, Return Receipt Requested, or in person to
the other parties.
4. SERVICES.
(s) The CITY agrees to provide to the SCHOOL BOARD three (3)
full-time School Resource Officer(s) whose duties are described in Exhibit A
which is attached hereto and intended to be incorporated herein and one (1)
full-time D.A.R.E. Officer whose duties are described in Exhibit B, which is
attached hereto and intended to be incorporated herein.
(b) The SCHOOL BOARD agrees to compensate the CITY for the
services of the School Resource Officer(s) and the DARE Officer(s), as set
forth hereinafter, by paying to the CITY the agreed upon compensation.
5. COOPERATION. It is agreed that the CITY shall have all reasonable
and necessary cooperation and assistance from that SCHOOL BOARD, its officers,
agents and employees so as to facilitate the performance of this Agreement.

6. LIABILITY FOR SALARIES. The SCHOOL BOARD shall not be liable for
the payment of any salaries, wsEes or other compensation to any School
Resource Officer or DARE Officer performinE services pursuant to this
Agreement,
7. LIABILITY FOR INJURY OR SICKNESS. The SCHOOL BOARD shall not be
liable for any payment of any sums or indemnification to the CITY, or any
of its employees, for injuries or sickness arising out of performance of
duties of a school resource officer hereunder and the City hereby aErees to
hold harmless the SCHOOL BOARD aEainst such claims.
For all purposes pursuant to this provision specifically and to this
agreement in general, the School Resource Officer(s),and DARE Officer(s)
shall be deemed an employee solely of the CITY and shall at all times be
deemed to be acting within the course and scope of his employment as a CITY
of Sanford Police Officer.
8. EMPLOYEE STATUS. It is understood and agreed by the parties that no
School Resource Officer or DARE Officer shell be de~ned an employee, or agent
of the SCHOOL BOARD.
9. COMPENSATION AND PAYMENT.
(a) THE SCHOOL BOARD hereby agrees to compensate the CITY for all

installment due on October 5, 199~ and the remaining installments due on the
fifth (Sth) day of each succeeding month durinE the term of this agreement.

10. The Chief of Police, City of Sanford is hereby desiEnated by the CITY
as its employer charred with the responsibility to administer this contract.
The Superintendent is hereby desiEnated by the Sct~ool Board of Seminole
County, Florida, and charred with the responsibility to administer this
contract.
11. ENTIRE AGREEMENT.
(a) It is understood and aEreed that the entire AEreement of the
parties is contained herein and that this A~reement supersedes all oral
agreements and negotiations between the parties relatinE to the subject
matter hereof, as well as any previous agreements presently in effect between
the parties, relatinS to the subject matter hereof. ,
(b) Any alterations, amendments, deletions or waivers of the
provisions of this Agreement shall be valid when expressed in wrltinS and
duly signed by the parties.
12. NOTICES. Whenever any party desires to give notice unto the others,
notice may be sent to:

SCHOOL RESOURCE OFFICER
DUTIES AND RESPONSIBILITIES: In addition to the routine duties and
responsibilities of the Winter Springs City Patrol Officer, the School
Resource Officer will have the following specific duties and responsibilities:
(a) The Officer will be under the supervision of and accountable
directly to the Winter Springs Police Chief.
(b) The Officer will be responsible for reporting for his/her tour of
duty properly attired, and shall possess the necessary equipment to fulfill
his/her daily assignments.
(c) The School Resource Offlcer's primary responsibility shall be
his/her assigned school (Indian Trails Middle School).
(d) The Officer will have the responsibility of originating the
proper event report on any incident of a police nature, and follow the existing
procedures that apply to this investigation.
(e) The Officer will be required to be familiar with the operation of
audio-visual equipment necessary in the presentation of programs.
(f) Upon arrival at the school, the Officer should report to the
principal or staff member appointed by the principal.
(g) The Officer will coordinate all activities at the school with the
principal or his/her agent.
(h) The Officer will make a report on any violation referred to
him/her by the principal or his/her agent.
(i) The Officer will be required to perform other police duties which
are assigned by a supervisor; such as, special investigations, special
assignments, etc.

(j) The Officer will make contact reports on the various students
which he/she has occasion to counsel. All cor~nunications between the Officer
and students shall be deemed confidential conununications. The Officer shall
be bound by the tams, conditions and limitations of Section 228.093, Florida
Statutes. No students will be contacted with respect to involvement of
criminal activities without the prior knowledge of the principal and parents.
The Officer shall not initiate a criminal investigation solely on the basis of
information received from students without knowledge of the student's
principal and student's parents.
(k) The Officer will work with the students, faculty and parents
presenting the various programs available through the department.
(1) The Officer will integrate with the students in the following
ways: between class breaks, during lunch periods, before and after school, at
school sctivlltes such as football and basketball games and in classrooms.
(m) The Officer will serve as a referral resource for the students,
faculty end parents to the many social agencies and facilities available to
the public.
(n) The Officer will attempt to identify those students displaying
early signs of delinquent behavior in order to guide them away from deviate
behavior. However, no criminal investigation shall be initiated without the
prior knowledge of the student's principal and student's parents.
(o) The Officer will patrol neighborhood areas after school hours,
meeting the people in the neighborhood of students in their home environment.
(p) The Officer will be available to present various subjects related
to the law that will enable the students to better understand the many facets
of law enforcment.

(q) The Officer will encourage individual and small group discussions
with students to further establish rapport of a positive nature.
(r) The Officer will attend various student, faculty or parent
meetings to maintain good conununity relations and to solicit the support and
understanding of the School Resource Officer Program.
(s) The Officer and the school principal will develop plans and
strategies to prevent and/or minimize dangerous situations which might result
in the evtnt of student unrest.
(t) In the event of emergencies or civil disturbances off school
premises requiring the presence of the School Resource Officer, the Officer
will be required to respond and such response will in no way alter the
compensation paid by the SCHOOL BOARD.
(u') All issues of policy shall be resolved by the CHIEF and the
SUPERINTENDENT or his designee.

DARE OFFICER
DUTIES AND RESPONSIBILITIES: In addition to the routine duties and
responsibilities of an Sanford City, Police Officer, a DANE Officer will have
the following specific duties and responsibilities:
(a) The Officer will teach the 17-week DARE curriculum.
(b) The Officer will counsel students.
(c) The Officer will attend meetings - PTA, School Board, etc.
(d) The Officer will have speaking assignments outside the school
atmosphere - PTA, Neighborhood Watch, etc.
(e)The Officer will maintain lesson plans.
(f) The Officer will coordinate DARE graduation and contact media
and comrm/nity people to notify them.
(g) The Officer will attend training sponsored by Florida
Department of Law Enforcement.
(h)The Officer will attend the summer DARE conference.
(i) The Officer will be familiar with school procedures in regard
emergency situations.
A DARE Officer is not to:
(a) Engage in school disciplinary activities.
(b) Organize, direct, participate in "detention periods."
