Sanford Housing Authority and the Sanford Police Department
Establishment and Operation of a Police Sub-Station
This Memorandum of Understanding, hereinafter referred to as an ~MOU', is made and entered
into between the Sanford Housing Authority, a governmental entity corporation, hereinafter
referred to as the SHA', and the City of Sanford Police Department (SPD), a local law
enforcement agency providing crime prevention and law enforcement to residents of the City of
Sanford, Florida.
This M2EMORANDUIVi OF UNDERSTANDING, entered into as of thi.q 3 ~ s¥'day of

(SHA) and the City of Sanford Police Department (SPD), is executed for the express
purpose of facilitating a PARTNERSI-IlP between the parties leading to the improved
social and economic conditions for residents of Public Housing Communities in tile Cilry
of Sanford through the establishment and operation of a Police Sub-Station serving the
neighborhoods and residents of the Cowan Moughten, Higgins Terrace, and Lake
Monroe Terrace Public Housing Developments.
W1TNESSETH THAT:
WHEREAS, the SItA was established pursuant to the laws of the State of Florida to
~d~ll the mi.qsion of providing decent, safe and sanitary housing for persons of low-
income; and
WHEREAS, through the legislative and admini~qtrative acts of federal, state and local
government, reasonable and appropriate laws, ordinances, regulations and
appropriations have conferred upon the SHA the resources and authority to engage in
activities consistent with that mi.qsion; and
Wltrl~REAS, the SItA and the SPD are entering into a partnership to operate a Police
Substation located at #16 Cowan Moughton Terrace, Sanfont. FL :12771. This Police
Substation will provide the Edward Higgins, Cowan Moughton and Lake Monroe public housing
communities, surrounding neighborhoods, and their residents with an enhanced police presence
and increased opportunities for resident involvement in security, safety, education and quality of
life initiatives.
Wlll~REAS, pursuant to this commitment made by the SHA and the SPD, this MOU is executed
outlining the type, scope, and extem of commitmems and responsibilities that will be provided by
the parties and supported. in part, by funding from the SHA's Public Housing Drug Elimination
(PHDEP) Grant as such funds are awarded by the U.S. Department of Housing and Urban
Development. If such PHDEP funds are not awarded the SPD agrees to continue its dialogue
and efforts to assist the SHA in formulating strategies and supporting SHA efforts to identify and
secure possible sources offrinds with which to provide some or all of the services oontemphited

BE IT T~E~REFORE RESOLVED that the undersigned parties agree to the following roles
and duties in support of the planning and implementation of the Police Sub-Station:
Roles and Duties of the SPD~ include but are not necessarily limited to:
1. Utillzing the above-identified facility for routine duties typically performed in a Police
Sub-Station including, but not necessarily limited
· Completing routine reports
· Conducting communications with service proriders, customers, and other law
enforcement personnel and agencies,
· Conducting community outreach
· Disseminating information of commtmity interest
· Facffitating community awareness programs
· Presenting a visible pofice presence
2. Assisting the SHA in planning and executing initiatives aimed at enhancing security and
safety in the public housing developments,
3. Recommending to the SHA practical management and physical improvements that can
enhance safety and security of the properties and the residents, and
4. Assisting the SHA in soliciting and evaluating potential community partners to share the
Police Sub-Station facility to ensure ks full and appropriate utilization. With approval of
the SHA on a case-by-case basis, the SPD is authorized to provide space in the Sub-
Station to Community Partners for the purpose of providing related services to community
residents.
Roles and Duties of the SHA, include but are not necessarily limited to:
1. Making the above identified facility available to the SPD twenty-four (24) hours a day,
seven (7) days a week for use as a Police Sub-Station. The SHA further agrees to provide
f~ee of charge to 'the SPD the following in connection with this facility:
· All reasonable uti~dties (electricity, gas, water, sewer)
· Range and P,e~-igerator
· Single-line telephone with basic local service
· Fax machine
· Copy Machine
· Stand~d office furnishings and equipment
· Routine janitorial services on a weekly basis
· Maintenance services on an as-needed basis
2. Working cooperatively with the SPD in soliciting evaluating and approving potential
community partners to share the Police Sub-Station faci~ty to ensure its full and

3. Working cooperafively with the SPD in planning and executing initiatives aimed at more
fully involving neighborhood residents in preventing and reporting crime.
4. Providing necessary support and cooperation requisite to establishing and maintaining
effective communications between the SHA, SPD and Public Housing Residents;
5. Providing timdy access to information that impacts the goals and objectives of the
partnership;
6. Identifying and pursuing funcling sources which will benefit/augment the
resources of the 8F,_A, SPD and other partner agencies reIative to the
objectives of thi.~ MOU;
7. Periodieal/y assessing the effectiveness of the efforts undertaken pursuant to
this MOLT and S0lieiHn g l~artne~d resident feedback on ways to mar~raiT. e
program results.
