END THE MEETING 2011 -483 CITY COMMISSION MINUTES April 25, 2011 WORK SESSION The City Commission of the City of Sanford, Florida, met in Work Session on Monday, April 25, 2011 at 4:30 PM, in the Railroad Depot Room, 2 " Floor, City Hall, 300 North Park Avenue, Sanford, Florida. Present: Mayor Jeff Triplett Vice Mayor Patty Mahany Commissioner Mark M'Carty Commissioner Velma Williams Commissioner Randy Jones Interim City Manager Tom George Assistant City Attorney Lonnie Groot City Clerk Janet Dougherty Administrative Specialist Pat Lee Mayor Triplett called the Work Session to order at 4:34 PM. Nutrient Removal Modifications at Treatment Facilities - discussion. (Regular Item 6.C)[Commission Memo 11- 069.C] Interim City Manager Tom George briefed the Commission regarding an Administrative Order issued by the Florida Department of Environmental Protection (FDEP) noting this item is time sensitive with exigent circumstances. Mr. George recommended the Commission take the necessary actions which are included on this evening's regular meeting consent agenda. 2. Proposed amenity for RiverWalk Phase II — discussion. [Requested by Commissioner Mahany] Commissioner Patty Mahany stated that fishing on Lake Monroe was also recreational and asked the Commission consider adding a fishing pier as an amenity for RiverWalk Phase II. 1 pill 9Qf:11! CITY COMMISSION MINUTES April 25, 2011 WORK SESSION David Geirach, President of Conklin, Porter & Holmes, Engineers (CPH), stated that parking is an issue and this would require refining the design Bellamo- Herbert prepared, noting permitting and a lease over the water would be required. Former Mayor Brady Lessard (CPH) recalled that the City had plans for a fishing pier when Phase 1 was constructed. After discussion, there was consensus among the Commission for CPH to implement a fishing pier into the plans for RiverWalk Phase II. 3. Commission redistricting — discussion. [Commission Memo 11 -074] Mr. George asked Russ Gibson, Director of Planning & Development, and Jan Dougherty, City Clerk, to come forward and speak on this issue. Mr. Gibson stated that the state legislature will make the software available for our use, and if it is similar to what they provided for the 2000 census, the City will utilize the software. Mr. Gibson distributed a map depicting all four commission district boundaries and noted District Four increased the most with a 71.4% increase. Commissioner Williams stated her desire to have a citizens advisory committee formed with each Commissioner appointing two persons to serve on the committee. (Commissioner Mahany temporarily left the meeting) It was the consensus of the Commission for Mr. George to bring this item back the first of June so that a citizens committee can be appointed. 4. Agenda Items — additional information and/or questions. 2 2011 -485 CITY COMMISSION MINUTES April 25, 2011 WORK SESSION Mr. Gibson noted that the Sanford Historic Trust would like to appear during the May 9 th City Commission meeting in recognition of National Preservation Month. (Commissioner Mahany returned to the meeting) Regarding Work Session Item 1, Mayor Triplett stated he wanted to go on record that the improvements the City is doing now at the Treatment Facilities would still have to be done at a later date if we were not under an Administrative Order. Commissioner Mahany asked for clarification of the lien waiver amount for regular meeting agenda item 8.A. to which Mr. George said he would provide at the meeting later this date. 5) End the meeting.
