The City Commission of the City of Sanford, Florida, met in Retreat on
Wednesday, April 13, 2011, at 1 PM, in the Railroad Depot Room, 2 " Floor, City Hall,
300 North Park Avenue, Sanford, Florida.
Present: Mayor Jeff Triplett
Vice Mayor Patty Mahany
Commissioner Mark M ° Carty
Commissioner Velma Williams
Commissioner Randy Jones (present at 1:37 PM)
Interim City Manager Tom George
Assistant City Attorney Lonnie Groot
City Clerk Janet Dougherty
Deputy City Clerk Cynthia Porter
1) Meeting call to order by Mayor Triplett.
Mayor Triplett called the meeting to order at 1:23 PM.
2) Discussion regarding Sanford's Public Officials Ethics Ordinance/Public Civility.
Herb Marlowe, a member of the consultant team, distributed and reviewed
a draft of Civility Code Options, Alternative One and Alternative Two. [Commissioner
Jones present.]
Mayor Triplett recessed the meeting at 2:24 PM and reconvened at 2:35
PM.
3) Discussion of the process for selecting a City Manager.
Interim City Manager George said that he received a second draft of the
brochure regarding the City Manager search. It needs some correction and will be sent to
The Waters Consulting Group to handle. He expects it will be on the street by this Friday

and will advertise for thirty days.
The majority of the Commission decided they want to receive a copy of all
of the applications at the end of each week. The Commission discussed and determined
a series of steps for the process of selecting a City Manager.
Mayor Triplett recessed the meeting at 3:37 PM and reconvened at 3:55

4) Budget discussion.
Mr. George gave a power point presentation on the budget projections
synopsis for FY 2012 and an overview of the zero based budget process, pensions,
furloughs, reserves, economic development, and special events. The initial intent is for
each department to stay within their current budgeted amount.
5) End the meeting.
