The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, May 9, 2011 at 3:30 PM, in the Railroad Depot Room, 2 nd Floor,
City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the Work Session to order at 3:34 PM.
1. Childrens Cabinet of Seminole County — presentation by Lynn Whitcomb
Lynn Whitcomb, Community Co- Chair, the Childrens Cabinet of Seminole
County, introduced Michael Bryant, Principal Investigator with Child Based Care (CBC)
of Central Florida, who gave a powerpoint presentation. Mr. Bryant invited the
Commission to attend their meetings which are held the second Wednesday of each
month, 9:30 a.m. at the Seminole County Sheriff's Office.
2. Update on Sanford Dry Cleaners site @ 121 Palmetto Ave. -

Nick Mcray, Senior Project Manager, briefed the Commission on recent and
planned activities by the Environmental Protection Agency (EPA) for assessment and
clean -up of the former Sanford Dry Cleaners site at 121 Palmetto Ave.

3. Update on Sanford Farmers Market - .[Commission Memo 11 -082]
Mr. Mcray gave an update on the Sanford Farmers Market and proposed
establishing an "evening market' that would: provide an after work -hour market for
community and market patrons to purchase fresh produce and local goods; provide the
opportunity to community and market patrons to avoid summer daytime heat; provide
an additional opportunity to enjoy the downtown area in a family friendly venue; and
would provide an additional opportunity for local merchants, cafes and restaurants to
market themselves. Mr. Mcray will do a "test/pilot" during June and July and will
return in August to present feedback. [Commissioner Mahany temporarily left the
meeting]
4. Mayfair Golf Course Lease Agreement — discussion. [Commission
Memo 11-081]
Interim City Manager Tom George and Mike Kirby, Leisure Services
Director, briefed the Commission. [Commissioner Mahany returned to the meeting]
Mr. Kirby introduced Steve Phillips, President of Maece Taylor, Inc. (Lessee of Mayfair
Golf Course) and Mike Kenovich, Golf Course Superintendent. Mr. George stated that
Mr. Phillips has had some financial difficulties but came in today with a check and is
paid up to date except for reclaimed water charges. Mr. George noted that the golf
course actually uses about half of what the City charges them for reclaimed water and
recommended amending the lease agreement to be fair and accurate. Mr. Kirby noted
the golf course is in excellent shape. Staff will bring back an amended

lease agreement in the near future.
5. Collection of reduced lien funds upon approval by the City Commission as
opposed to being done at the end of the process - discussion.
After discussion, it was the consensus of the Commission that Staff draft
a policy for collection of reduced lien funds that provides (1) if the request is from a
prospective purchaser the reduced lien amount plus costs will be due at closing, with
Satisfaction issued after the property is in compliance and after receipt of payment of
the reduced lien amount and costs; and (2) if the request is from the current owner the
reduced lien amount plus costs will be due up front/within 30 days with Satisfaction
issued after the property is in compliance and after receipt of payment of the reduced
lien amount and costs
6. Placing citizens on the City Commission meeting agenda — discussion.
After discussion, Mr. George stated that he will follow the procedure set
forth by the City Commission, however, if someone is extremely persistent, he will talk to
the Mayor or district Commissioner. Mayor Triplett stated his preference to have the
person appear at a work session rather than be placed on the regular meeting agenda.
7. Charitable Contributions Resolution and Policy — discussion. [Commission

Mr. George stated he has received a request from the Westside Goldsboro
Historical Association for the City to donate the vacant Police Substation on 13

to them for use as a youth and black history museum. There was consensus among the
Commission for this group to give a presentation to the Commission at a future work
session. [Commissioner Jones temporarily left the meeting] Commissioner McCarty
recommended the City Manager check with City departments to see if anyone could
utilize the property.
8) Agenda Items — additional information and /or questions.
Mr. George announced a webinar will be held next Monday (requested
by Commissioner Mahany) [Commissioner Jones rejoined the meeting]
Commissioner Mahany reminded everyone that Police Chief Lee and his
family will join the Commission for dinner this evening and that there will be a reception
downstairs beginning at 6:15 PM.
Mayor Triplett reminded the Commission to be thinking about their
nominations of two citizen participants for the City Manager selection committee and
the redistricting committee. Mayor Triplett asked several questions pertaining to items
on the Consent Agenda.
Commissioner McCarty spoke regarding his voting abstention from the
Tuscany Village agenda item on the April 25, 2011, Agenda.
