(FS 286.0105) Special Meeting Historic Preservation Board December 8, 2010 — 5:00 PM City Commission Chambers City Hall, Sanford, Florida Members Present Delton Chen (Chairman) Hank Dieckhaus (Vice - Chairman) Mike Yebba Steve Chusmir Robert Kinney Others Present Christine Dalton, Community Planner/Historic Preservation Officer Mr. Chen called the Work Session to order at 5:06 PM. Items discussed were: Planning and Zoning Commission proposed revisions to the draft of Schedule S that is pending review by City Commission. P &Z proposed the following: Add to Section 9.0, C, Exterior Walls /Materials: • Deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, synthetic materials may be considered on a case by case basis if they match the old in design, color, texture, and other visual qualities. Mr. Dieckhaus made a motion to approve P &Z's proposed change as presented. Mr. Yebba seconded. Mr. Kinney dissenting. All in favor. Motion carried 4 -1. Staff proposed changes to the definitions for contributing and non - contributing: Remove current definition: Contributing Structure or Property - Buildings, structures, or sites that add to the historical association, architectural quality, or archaeological value of a property or district because (1) they were present during the period of significance and possess historical integrity reflecting their character at the time or potential for yielding historical information; (2) their potential to qualify independently for the National Register of Historic Places; and (3) are fifty (50) years or older. Replace with new definition: Contributing Resource or Property - Contributing resource or property means a building, structure, or site which is at least 50 years old and contributes to the overall historic significance of a designated historic district and possesses historic integrity reflecting the character of a time; or is capable of yielding important information about an historically significant period; or independently meets the criteria for designation as a local historic landmark and/or district. Remove current definition: Non - Contributing Resource or Property - Buildings, structures, or sites that do not add to the historical association, architectural quality, or archaeological value of a district because (1) it is not fifty (50) years or older, (2) it was not present during the period of significance of the district, or (3) due to alterations, disturbances, additions, or other changes, it no longer possesses historic integrity. Replace with new definition: Non - Contributing Resource or Property - Means any building, structure, or site which does not contribute to the overall historic significance of a designated historic district due to alterations, disturbances or other changes and therefore no longer possesses historic integrity, or was not present during the period of historic significance or is incapable of yielding important information about that period, or has been so altered or deteriorated that overall integrity of the building has been irretrievably lost. Mr. Dieckhaus made a motion to approve staff's proposed changes to the definitions as presented. Mr. Kinney seconded. All in favor. Motion carried 5 -0. Adjournment The Special Meeting adjourned at 7:46 PM
