WORK SESSION
The City Commission of the City of Sanford, Florida, met in Work Session on
Monday, September 26, 201, at 5:00 PM, in the Railroad Depot Room, 2nd Floor, City Hall, 300
North Park Avenue, Sanford, Florida.

Vice Mayor Mahany called the Work Session to order at 5:09 PM.
1. Water and Wastewater Financial Forecast Report — presentation. (Regular Meeting
Item 7.11)[Commission Memo 11- 169.Hj
Tony Hairston, Public Resources Management Group, Inc., gave a powerpoint
presentation reviewing past and proposed water, wastewater and reclaimed water usage
and rate structures.
2. Celery Lakes Homeowners Association request to install gate —
discussion. [Commission Memo 11 -1701
Russ Gibson, Director of Planning and Development Services, introduced John
Schultheis, Planning Engineer; and Tim New, President, and Cathy Connelly of the
• Celery Lakes Homeowners Association. The Homeowners Association has surveyed
their property owners in regards to gating the subdivision entrance at

Pinefield Drive and Brisson Avenue to mitigate vandalism and cut - through traffic and
received three "no" votes.
After discussion, there was consensus among the Commission for Mr. Gibson to
proceed with scheduling the public hearing and working with the Homeowner's
Association towards gating the Brisson Avenue / Pinefield Drive entrance to Celery Lakes.
Mr. Bonaparte clarified this closure would be paid for solely by the Homeowners
Association.

Commissioner Williams noted the Goldsboro Westside Community Historical
Association will be having their Grand Opening at the end of October and were unaware
they needed to apply sixty days prior for the Special Event application to close the street
(block) and that Ms. Oliver has met with the City departments regarding the event and
there were no "red flags ". There was consensus among the Commission for staff to
waive the sixty day requirement for the Goldsboro Westside Community Historical
Association grand opening event with street closures.
Vice Mayor Mahany spoke regarding Don Eslinger, Jr., Seminole County
Sheriff's son, being injured in Afghanistan and asked for everyone to keep him in their
prayers.
