Citizen Participation Staff Reports Nick McRay, Economic Development Director will provide information on Electric Vehicle Charging Stations to be installed in 3 locations in the Commercial Historic District. Staff will provide information on the Citizen Serve website, maintained by the Community Improvement Department, which allows the public to view Code Enforcement within the City. Chairman and Board Items for Discussion The Historic Preservation Board will meet with board members of the Sanford Historic Trust to choose topics for the upcoming Sanford Historic Preservation Lecture Series. Minutes Mr. Kinney moved to approve the August 17, 2011 meeting minutes. Mr. Chusmir seconded. Motion carried 5 -0. Mr. Dieckhaus moved to approve the September 21, 2011 regular meeting minutes. Mr. Yebba seconded. Motion carried 5 -0. Mr. Chen read the following into the public record: "Applicants are advised that any person aggrieved by a determination of the Board may appeal such determination to the City Commission by filing a written appeal and paying associated fees through the City Clerk's Office within thirty (30) calendar days of the Board action. Additionally, a permit may be required for any Certificate of Appropriateness approved this evening. It is the applicant's responsibility to inquire with the Building Department as to whether or not a permit is required for the approved Certificate of Appropriateness." Minor Reviews Review of Certificate of Appropriateness approvals issued administratively September 1, 2011 through September 31, 2011. Mr. Kinney moved to approve the minor review applications. Mr. Chusmir seconded. Motion carried 5 -0. 6 Month Reviews (April 2011 Meeting) The board did not meet in April 2011. Citizen Participation None. Staff Reports Ms. Dalton provided information on Electric Vehicle Charging Stations to be installed in three locations (Park Avenue at the Northeast corner of First Street; East First Street at the Welcome Center; Northeast Corner of Palmetto Avenue and East Fist Street) in the Commercial Historic District. Ms. Dalton provided information on the Citizen Serve website, maintained by the Community Improvement Department, which allows the public to view Code Enforcement within the City. Mr. Chen stated the community should be informed this is available. Chairman and Board Items for Discussion Ms. Dalton stated per the Preserve America grant, the Historic Preservation Board and the Sanford Historic Trust need to select four lecture series, which are to be held at the Historic Sanford Welcome Center no later than June 2012. Present from the Sanford Historic Trust were Frank Loose, Anna Yebba, Cira Mathis, Jay McPhee, Lou Jobin, Kathy Hull. After voting, the four lecture series topics will be: (1) Environmental Sustainability - Energy Efficiency and Historic Buildings (2) The Forces That Destroy Historic Structures - Understanding and Developing a Cyclical Maintenance Plan (3) Downtown Revitalization — Case Studies (4) Researching a Historic Property. Minutes — October 19, 2011 Historic Preservation Board Page 3 Ms. Dalton informed the Historic Preservation Board the Department of State is soliciting applications for the 2013 Small Matching Historic Preservation Grant, which awards matching grant assistance up to $50,000. The grant funding is contingent upon appropriation by the Florida legislature and will become available after July 1, 2012. Mr. Dieckhaus made a motion to support the Small Matching Historic Preservation Grant. Mr. Yebba seconded. Motion carried 5 -0. Mr. Dieckhaus asked for a status on the code violation at 9 th and Elm. Ms. Dalton reported this property is currently under code enforcement violations and going through the process. Mr. Kinney asked for a status on 305 Park Avenue. Ms. Dalton reported fines are running against the property and the City is trying to obtain approval through the Circuit Court to secure the property. Mr. Chen asked for a status on properties located at 7 th & Magnolia and the Student Museum. Ms. Dalton reported the Student Museum received approval for a hardscape feature (post and swag chain - 48 black plastic) by the former Development Services Manager. The vinyl fence at 7 th & Magnolia enclosing the backyard was approved in 2001 before vinyl fences were prohibited. Mr. Dieckhaus acknowledged the owners of the yellow house on French Avenue did a great job Adjournment There being no further business, the meeting adjourned at 6:58 PM.
