The City Commission of the City of Sanford, Florida, met in Work
Session on Monday, October 24, 2011, at 4 PM, in the Railroad Depot Room, Second
Floor, City Hall, 300 North Park Avenue, Sanford, Florida.

Mayor Triplett called the Work Session to order at 4:09 PM.
1. Sanford Redistricting Advisory Committee 2011 recommendations —
discussion. [Commission Memo 11 -190]
The Commission discussed Plan D as presented by the 2011 Redistricting
Advisory Committee. Vice Mayor Mahany distributed a handout provided by Seminole
County Property Appraiser David Johnson regarding the evaluation of commercial
property in each district. Commissioner Jones suggested using Sanford Avenue as the
east - west dividing line wherever possible. The Commission requested that a map be
prepared for the next work session showing three areas as discussed: on south Sanford
Avenue bring District 3 over to Sanford Avenue (using Sanford Avenue as the dividing
line); bring the southwest corner of 25 Street and Hwy. 17 -92 (Dreamwold) into District
4; and bring District 1 just to the east of Sanford Avenue and just south of Celery Avenue
over to Sanford Avenue and one block west of Sanford Avenue. [Vice Mayor Mahany

Assistant City Attorney Groot acknowledged that the work of the
Redistricting Advisory Committee and GIS Technician Mike Jones saved the City about
$25,000.
Mayor Triplett thanked all who were involved in the redistricting process.
2. Sanford Housing Authority — discussion.
Economic Development Senior Project Manager Andrew Thomas
distributed and reviewed a handout of the summary of activities that have taken place at
the Sanford Housing Authority including background, administrative history, and current
status. [Vice Mayor Mahany returned to the meeting.]
Mr. Thomas said that the City's future commitment to affordable housing
and fair housing needs to be addressed. Mayor Triplett said that he really wants to see
some sort of action plan on this and would like to hear a report from the Orlando Housing
Authority on what is being done. Mr. Bonaparte said that he will meet with Ms. Bryant
and get up to speed on the SHA; he and Mr. Thomas will work on putting together a
group of individuals to come up with a plan; and arrange for Ms. Bryant to give a
presentation to the Commission. Commissioner Williams suggested that a work shop on
affordable housing be held. Mr. Thomas said that he will provide the Commission
information on affordable housing.
3. Old Police Department Building and Property — discussion.
Assistant City Attorney Groot briefed the Commission on the old Police

Department Building and property located at 815 French Avenue. A title search was
done and it was discovered that as a matter of title it appears to be vested in the Florida
Land and Colonization Company which was responsible for platting the Town of
Sanford. The parcel is shown as a park on the plat but since the late 1940's has been used
as a police department. In order to get the title in a condition that would allow the City
alternatives, it is prudent to file a quiet title action, establish title in the City, and clear
some title issues relative to what the property could be used for. The quiet title action
should be filed this week.
4. Proposed Bonus Holiday- discussion. (Regular Meeting Item 6.J) [Commission
Memo 11- 187.J]
Mr. Bonaparte proposed a bonus holiday to non IAFF and FOP employees
that would be used between December 12, 2011 and January 6, 2012. The financial
impact is already budgeted for as a work day so it is not an additional budget cost to the
City. Shift employees may have to be covered by someone in an overtime status and as
such, a budget impact could occur (mainly in utilities). However, the Directors involved
with shift personnel will work diligently to negate this cost. City Hall would officially
remain open for the three work days during the week between Christmas and New Years.
The bonus holiday is proposed in recognition of recent furloughs, newly imposed FRS
contributions and the lack of a pay increase. He asked that the Commission approve a
bonus holiday to non IAFF and FOP employees. The Commission had no objection and
will take action on this item tonight.

5. 2012 Proposed City Commission Regular Meeting Schedule — discussion.

The Commission concurred with the proposed schedule and that a
resolution be prepared for adoption on November 14, 2011.
6. City Manager update.
Mr. Bonaparte gave an update on some things he has been doing during
his first six weeks as the City Manager.
