The City Commission of the City of Sanford, Florida, met in adjourre d session
at the City Hall in the City of Sanford, Florida, at 3:30 o'clock P.M. January 16,1941.
Present: Commissioner W.C.Hill, Mayor.

Meeting called to order by the Chairman.
Application next received from Mrs Amelia B.Noble for the City to remove an oak
tree from the parkway in front of her home at 615 Myrtle Avenue, and on recommendation
of Supt. Moughton, same was authorized.
Application next received from the Southern Bell Telephone Company for permit to
install an underground cable forty -two inches in depth under the parkway on east
side of Palmetto Avenue from Third Street south to Fifteenth Stree& and on the
west side of Sanford Avenue from Fifteenth Street south to the City limits.
Thereupon, after considerable discussion and on motion duly carried, the Commission
granted the aforesaid permit subject to Southern Bell Telephone Company furnishing the

City with a written agreement to remove the cables from these parkways at their expense
upon request of the City at such time it becomes necessary to widen Palmetto Ave and
Sanford Avenue.
Commissioner Higgins next introduced Ordinance No 307, entitled:
ORDINANCE NO. 307
AN ORDINANCE REGULATING TRAFFIC':, UPON THE STREETS AND AVENUES OF THE CITY OF
SANFORD, FLORIDA, DESIGNATING CLRI'AIN STREETS AND AVENUES AS THROUGH OR ARTERIAL
STREETS OR AVENUES AND REGULATING TRAFFIC THEREON; PROVIDING FOR THE INSTALLATION
OF TRAFFIC DEVICES, REQUIRING PERSONS AND DRIVERS OF VEHICLES USING THE STREETS AND
AVENUES OF THE CITY TO CONFORM TO TRAFFIC DEVICES HERETOFORE OR HEREAFTER INSTALLED
OR PROVIDED, FORBIDDING DIAGONAL CROSSING OF STREETS BY PEDESTRIANS; FORBIDDING
THE OPERATION OF ANY MOTOR VEHICLE UPON THE STREETS, AVENUES OR ALLEYS OF THE
CITY OF SANFORD, FLORIDA, BY ANY PERSON WHO DOES NOT HAVE THE DRIVERS LICENSE
PRESCRIBED BY THE LAWS OF THE STATE OF FLORIDA; REPEALING CERTAIN ORDINANCES OF
THE CITY OF SANFORD REGULATING TRAFFIC, AND PROVIDING A PENALTY FOR THE VIOLATION
OF THE PROVISIONS OF THIS ORDINANCE.
and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Higgins moved that the rules be waived and said Ordinance
No. 307 be placed on its final passage and adoption.

OPERATION, MAINTENANCE AND REPAIR OJT' HOUSE PIPING APPLICANCES AND OTHER EQUIPMENT IN
CONNECTION WITH THE USE OF LIQUEFIED PETROLEUM GAS: REQUIRING PERMITS FOR THE INSTALLATION
OF LIQUEFIED PETROLEUM GAS SYSTEMS; REGULATING THE USE, HANDLING, TRANSPORTAION AND STORAGE
OF LIQUEFIED PETROLEUM GAS; REQUIRING THE PAYMENT OF A LICENSE TAX AND INSPECTION FEE;
AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF.

Florida, by unanimous vote, had passed and adopted Ordinance No. 305, entitled:

On motion duly adopted ordinance No. 305 was then ordered POSTED at the front door of
the City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter,
as amended.
Consideration next Liven to the matter of acquiring that portion of the tract of land
for the proposed aviation field which the City has not been able to acquire from the owners
by purchase.
Thereupom Commissioner Higgins moved that the City Attorney be instructed to pre-
pare for passage at the next meeting, a resolution providing for the acquisition, estab-
lishment, construction and maintenance of the aviation field, and the authorization for
condemnation proceedings to acquire portions of said tract of land.
Seconded by Commissioner Lodge andcarried.
On motion duly carried, the Commission next authorized and instructed the Clerk
and City Attorney to make application to the 6aniord Atlantic National Bank and the
Florida, State Bank of Sanford for a loan in amount of $12,000.00 as needed to be used
for the purchase of land and development of an airport or landing field thereon, said

loan to be repaid at the rate of $350.00 per month, with interest at the rate of
four per cent per annum out of the operating or general fund of the City.
Commissioner Higgins next introduced Ordinance No. 309 , entitled:
ORDINANCE NO. 309
AN ORDINANCE OF THE CITY OF SANFORD FLORIDA, DEDICATING THE LOTS, PIECES AND
PARCELS OF LAND HEREIN DESCRIBED AS A PUBLIC PARK TO BE KNOWN AS If SPEER GROVE PARK,"
FOR THE USE, BENEFIT AND ENJOYMENT OF THE INHABITANTS OF THE CITY OF SANFORD, FLORIDA,
AND THE PUBLIC GNNERALLY, RESERVING THE RIGHT UNTO SAID CITY TO USE ANY OR ALL OF
SAID PROPERTY FOR ANY MUNICIPAL OR OTHER PUBLIC PURPOSE.
and same was placed on its first reading and read in full by the Clerk.
