Minutes of adjourned meeting of January lb, and regular meeting of January 27, 1941 read and approved. Current invoices and payrolls for the month of January 1941, properly audited and vouchered as evidenced by voucher nos. 3011 thru 3111, submitted, examined, approved and payment authorized. Monthly reports of the streets, sanitation, health, water, police, fire, library golf, and recreation departments for the month of January , 1941 submitted and examined. Financial statement and statement of revenues and expenditures during the month of January 1941, submitted and examined. Bank statements in all accounts for the month of January 1941, properly reconciled submitted and examined. Mr R R Deas next appeared on behalf of the Junior Chamber of Commerce and requested permission to use the City riall Auditorium for a series of weekly dances, the proceeds b be used to continue the services of the information booth during the reaminder of the tourist season. Request granted. On motion of Commissioner Gut, seconded by Commissioner Higgins and carried, the Commission next approved the purchase of one Refunding Series "Be bond No. 275, with coupon due March 1, 1941, and subsequent coupons attached, from Miss Nellie Dooling of Taylorville, Ill. at a price of $550.00 and interest. Consideration next given to the matter of POSTING or ADVERTISING the 1940 delinquent Real Estate Tax List. Thereupon, on motion duly adopted the 1940 delinquent real estate list was ordered POSTED in accordance with the terms of the Charter, as amended. Consideration next given to purchasing a rebuilt simplex induction motor — driven signal light controller from Sanford Elect»,tc Contracting Company at a price of $45.75 to replace the controller operating the traiiic signal at the intersection of First Street and Park Avenue, which is worn to such extent that it is beyond repairs. Thereupon after considerable discussion, and in view of the fact that Park Avenue has been designated as a State Highway and the clock and traffic signal tower at the aforesaid intersection is very confusing to foreign traffic and creates congestion at this intersection, it was felt that the signal tower has become a traffic hazard instead of a safety device, and on motion duly adopted, the Commission ordered that same be removed and replaced with a suspension type traffic signal. The Clerk was then instructed to notify the heirs of A.H.Moses Estate of the above action of the Commission in ZOgard to removal of this clock which was donated by Mr Moses. 41-71 14 Is- R MINUTES CITY COMMISSION, SANFORD, FLORIDA,- February 10, at 7:30 P 19 41 _ On motion of Commissioner Higgins, seconded by Commissioner Lodge and carried, the Clerk was instructed to communicate with 14r J M Goggans, District Manager of the i1ork P10- jects Administration at Orlando, and request that the recently approved WPA project for improving Fort Mellon Park be open immediately to permit the construction of a. recreation building proposed under the project. The annual fire report of the Fire Department for year ending December 31,1940, was next read and ordered filed. Commissioner Higgins next introduced Ordinance No. 310, entitled: AN ORDINANCE AMENDING SECTION TWO OF ORDINANCE No. 261, PASSED AND ADOPTED BY THE CITY MAMISSION OF THE CITY OF SANFORD, FLORIDA, on THE Sth. DAY OF NOVEMBER, 1937, SAID ORDINANCE BEING ENTITLED AS FOLLOWS: It AN ORDINANCE REQUIRING LICENSES TO BE OBTAINED ANNUALLY FOR CERTAIN BUSINESSES AND THE PAYMENT OF ANNUAL LICENSE TAXES THEREFOR TO THE CITY OF SANFORD, FLORIDA: PROVIDING FOR THE ISSUANCE OF SAID LICENSES, PRESCRIBING A LICENSE YEAR FOR SUCH BUSINESSES, AND PROVIDING A PENALTY FOR THE VIOLATION OF THIS ORDINANCE.° and same was placed on its first reading and read in full by the Clerk. Commissioner Gut next introduced Resolution 1d3. 588, and after being read in full by the Clerk , moved its passage and adoption. Seconded by Commissioner Lodge and carried by the following vote of the Commission: Commissioner Hill Aye " Gut Aye If Higgins Aye if Lodge Aye said resolution No. 568 being in words and figures as follows: RESOLUTION NO. 588 A RESOLUTION REQUESTING THE STATE ROAD DEPARTMENT OF FLORIDA TO ASSUME THE REPAIR AND MAINTENANCE OF PARK AVENUE IN THE CITY OF SANFORD, FLORIDA, AS A PART OF STATE ROAD NO. 3 AND TO WIDEN SAID PARK AVENUE FROM TENTH STREET SOUTH TO POINT OF PRESENT MAINTENANCE ON SAID ROAD BY SAID STATE ROAD DEPARTMENT. WHEREAS, Park Avenue in the City of Sanford, Florida, from Seminole Boulevard on the North, South to a point near Twenty -fifth Street or Geneva Avenue, has been,designated as a part of State Road No. 3 of the State of Florida, and the Travel Flow Map of 1940 c the State Road Department of Florida shows that approximately twenty -five hundred motor vehicles use said Park Avenue each day of the year, and in order to better accomodate traff on said Park Avenue, the City of Sanford widened said Park Avenue from Commercial Street in said City south to Tenth Street and said Park Avenue from said Tenth Street south to the point of present maintenance of said State Road No. 3 by the said State Road Depart- ment, is in need of repair and is deteriorating by reason of constant use thereof, and said Park Avenue is not of sufficient width, from said Tenth Street in said City south to said point of maintenance, which is a distance of approximately nine - tenths of a mile, and the City of i�anf ord is not financially able to properly repair and maintain said Park Avenue or to widen the same between the points above mentioned: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the State Road Department of Florida., be, and it is hereby requested to assume the repair and maintenance of said Park Avenue in the City of oanf ord, from Tenth Street south to the beginning of maintenance of said State Road No. 3 by said State Road Department; and; BE IT FURTHER RESOLVED that said State Road Department of Florida, be, and it is hereby requested to widen said Park Avenue from Tenth Street south to the point of said maintenance of said State Road No. 3 by said State Road Department, to such extent as may be necessary to properly accomodate travel thereon. ( Seal) Request next received from Celery City Motor Company to be allowed to pay only one -half year license tax for operating a. business as agency for new automobiles and repair shop from October 1, 1940 to February S, 1941, in view of the fact that they are now out of business. Thereupon after careful consideration, Commissioner Higgins moved that the Tax Collector be authorized to accept one -half gear's license tax in amount of $17.50 from Celery City Motor Company for operating a business of new automobile agency and repair shop from October 1, 1940 to February 8, 1941. Seconded by Commissioner Lodge and carried. Commissioner Higgins next advised the Board that Mrs Abbott Low Dow, daughter of General Henry S.Sanf ord, has offered the City the library and other personal effects of General Sanford, provided arrangements can be made for the construction of a fire- proof building to house them, also , that she will lend the Sanford Library a number of 4 1 90 books, furnishings and portrait from her personal library, if the City will re- decorate the interior well of the library building. Thereupon_ after considerable discussion, the Chairman requested that a meeting be called by the Chamber of Commerce inviting members of the civic and fraternal organ- izations for the purpose of organizing a memorial library association and endeavor to raise funds to provide suitable housing facilities for the library end other personal effects of General Sanford. On motion duly adopted, Commissioner Gut, Inspector Duncan and Architect Elton. J. Moughton were then appointed as a committee to make an inspection.of the library building and prepare the necessary specifications for repairs and re- decorating the interior. Bill of Title Guaranty & Abstract Company in amount of $10.00 for revising abstract on Lot 27 Robinson Survey, next presented, and on motion duly adopted, same was approved and payment authorized. On motion duly adopted, the Commission next accepted the proposal of Title Guaranty & Abstract Company to furnish abstract information on all properties in the foreclosure suits for delinquent taxes and special assessments, at a price of $400.00 On motion duly carried the Commission next authorized the employment of City Attorney Fred R.Wilson to handle the foreclosure suits of delinquent taxes and special assessments, at a fee of two per cent of the total taxes and /or special assessments and interest and penalties thereon, said total to be calculated under the adjusted basis authorized by Resolution No. 574. On motion duly adopted, the City Attorney was next authorized to employ Mrs. W E Varn to assist with the foreclosure suits of delinquent taxes and special assessments, at a salary of $3.00 per day. Application next received from W. Herbert Messer for position as municipal Judge, and same was ordered filed.
