03104144(') MINUTES CITY COMMISSION, SANFORD, FLORIDA,- .March 10 7:30 P M 19 41 The City Commission of the City of --anf ord, Florida met in regular session at the City Hall in the City of "anf ord, Florida, at 7:30 o'clock P.M. March 10,1941. Present: W.C.Hill, Commissioner H.James Gut " Edward Higgins " M.J.Lodge If G. E.F.ollins City Attorney Fred R.Wilson City Clerk H N Sayer. Mayor- Commissioner Meeting called to order by the Chairman. Minutes of adjourned meeting of January 30, Special called meeting of February 6, regular meeting of February 10, and adjourned meeting of February 17,1941, next read and approved. Current invoices and payrolls for the month of February 1941, properly audited and vouchered as evidenced by voucher nos. 3112 thru 3219 submitted, examined, approved and payment authorized. Monthly reports of the streets, sanitation, health, water, police , fire, library golf, and recreation departments for the month of February 1941, submitted and examined. Financial statement and statement of revenues and expenditures during the month of February 1941, submitted and examined. aank'statement in ail accounts for the month of February 1941, properly reconciled , submitted and examined. Harry Robson next appeared with reference to his lease with the City of the property upon which he has been operating a. bowling alley, stating that he was inducted into military service on November 25, 1940 for a year's training and had to close his business, and will not be financially able to pay the rental of 15.OU per month in accordance with the terms of the lease. Thereupon Commissioner Higgins moved that the City reduce the rent on the aforesaid property from $15.00 to 1.00 per month during such time the bowling alley is closed, or at the discretion of the City Commission. Seconded by Commissioner Rollins and carried. Mr. Otto Caldwell, I" resident of the Seminole County Baseball Association and a number of baseball fans next appeared and requested some financial assistance from the City toward maintaining and operating a Sanford baseball team in the Florida State League during the coming season. Thereupon after a lengthy discussion, and in view of the fact that a number of tax payers expressed their desire for Sanford to retain its franchise in the State League Commissioner Higgins moved that the City maintain the ball park and furnish the current for lighting the field during the entire season, provided the Seminole County Baseball Asso- ciation is able to organize and maintain a team in the Florida. State League during said season. Seconded by Commissioner Rollins and carried. Communication next read from A.D.Rosier offering to grant the City a permanent easement six feet in width by 253.2 ft. in length for a sewer right -of -way across his property described as the E. 98 ft of the 1.7. 196 ft of Block 3 Tier 12, E R Trafford's Map of Sanford. for and in consideration of a tax credit in amount of $269.63 to be applied toward payment of City taxes against the following described property: Beginning 100 feet east of the Northwest corner of Block 3 Tier 12, run East 40 feet, south 100 feet, west 40 feet , north 100 feet to beginning. Thereupon, after careful consideration particularly as to the vitFl importance of the the City having an easement for the sewer right -of -way across this property, Commissioner Higgins moved that the foregoing off Or . of Mr-Rosier be accepted. Seconded by Commissioner Rollins and carried. Commissioner Gut next introduced Resolution No. 595, and after being read in full by the Clerk, moved its passage a-nd adoption. Seconded by Commissioner Higgins and carried by the f ol"lowing vote of the Commission: Commissioner Hill Aye It Gut Aye if Higgins Aye to Lodge Aye to Rollins Aye said Resolution No. 595 oeing in words and figures as follows: RESOLUTION NO. 595 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, APPROPRIATIG CERTAIN MONIES TO BE USED FOR THE PURCHASE OF LAND AND PREMISES AS A PART OF AN AIR PORT OR LANDING FIELD TO BE ESTABLISHED, CJNSTRUCTED, EgUIPPED, MAINTAINED AND OPERATED FOR SAID CITY. WHEREAS, by Resolution No. 589 passed and adopted by the City Commission of the City of )anford, Florida, on the 10th. day of February , 1941, said City Commission determined to acquire, establish, construct, equip, maintain and operate for said City an air port or landing field for the use of airplanes and other air craft; and, WHEREAS, said City has agreed to purchase portions of the lands and premises described in said Resolution No. 589 to be used for said air port or landing field and said City is temporarily without funds with which to pay the purchase price of said lands and premises agreed to be purchased for the purpose aforesaid; and, WHEREAS, said City of Sanford, Florida, has on hand the sum of $14p837.60 which it has received in partial payment of taxes and /or special assessments due and owing on certain lands and premises in said City and which taxes and /or special assessments said city agreed to allow the owners of such property to pay in installments over a period of seven years but said time of payment has not expired and said monies have not been appropriated: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of - anford, Florida, that the sum of $10,000.00 of the aforesaid sum of $14,837.60 now on hand as aforesaid and received icy said City as hereinbef ore stated be and the same is hereby appropriated for and shall be applied to,the payment of the purchase price of the aforesaid lands and premises agreed to be purchased by said City as a part of the aforesaid air port or landing field for said City; and, BE IT FURTHER RESOLVED that the s »id sum of $10,000.00 herein appropriated as aforesaid shall be repaid as soon as practicable to the aforesaid fund from which the same is appropriated, out of the contingent fund of said City.
