The City Commission of the City of Sanford, Florida., met in regular session at
the City Hall in the City of 6snf ord, Florida, at 7:30 o'clock P.M.March 24, 1941.
Present: Commissioner W.C.Hill, Mayor.

Meeting called to order by the Chairman.
Bids next received to furnish fuel distillate for the diesel engines at the Municipal
Water Plant during the ensuing year as follows:
Gulf Oil Corporation. Current price per Gal. F.O.B,.Sanf ord Maximum price per Gal

Thereupon after a comparison of the prices submitted, Commissioner Gut moved that
the contract be awarded to the lowest bidder on the maximum price per gallon, which was the
Standard Oil Company.
Seconded by Commissioner Higgins and carried.
The following bids next received for furnishing lubricating oil for the diesel engines
at the Municipal Water Plant during the ensuing year:
Sinclair Refining Company .25¢ per gallon for Garnet CC Oil.
Gulf Oil Corporation .25 per gallon for No. 535 Oil
American Oil Company .24 Per gallon for Artex Oil.
Thereupon Commissioner Gut moved that the foregoing bids for furnishing lubricating
oil be referred to Water Plant Engineer Abrahams, and the contract awarded according to
his recommendations.
Seconded by Commissioner Higgins and carried.
Mr. E.F.Housholder, Attorney, representing the local retail liquor dealers, next pre-
seated a proposed ordinance limiting the number of permits and license that may be granted
to vendors of beverages, except beers and wines , described in Ordinance No. 256,
and requested that same be adopted by the City Commission.
Thereupon Commissioner Higgins introduced Ordinance No. 312 , entitled:
AN ORDINANCE LIMITING THE NUMBER OF PERMITS AND LICENSES THAT MAY BE GRANTED TO VENDORS
OF BEVERAGES, EXCEPT WINES AND BEERS, DESCRIBED IN ORDINANCE NO. 256, PASSED AND ADOPTED BY
THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, on THE 29th. DAY OF JUNE, 1937, and
PRESCRIBING A MINIMUM DISTANCE WHICH THE PLACES OF BUSINESS OF SUCH VENDOR SHALL BE FROM
EACH OTHER, BUT EXCEPTING FROM THE OPERATION 07 THIS ORDINANCE HOTELS HAVING TWENTY -FIVE
(25) OR MORE ROOMS, AND PERMITS AND LICENES HERETOFORE GRANTED.
and same was placed on its first reading and read in full by the Clerk.
On motion of Commissioner Rollins , seconded by Commissioner Gut and carried, the
Commission next authorized the purchase of a ladder for the Fire Department from
American -La- France Foamite Corporation at a price of $75.00.
Bill of J.R.Henderson, State Chemist, in amount of $17.50 for travel expenses in
connection with making soil survey of the City's airport property, next presented, and
on motion duly carried, same was approved and payment authorized.

Thereupon in view of the fact that the City has sold the concrete pipe machinery and
will not be using the plant in connection with the operations of the City, and the
aforesaid track connects the track of the sexas Oil Company and the Oinclair Refin:6ng
Company, the Clerk was instructed to offer them the use of its provided they will make
the necessary repairs requested by the Rairoad Company.

On motion of Commissioner Gut, seconded by Commissioner Rollins and carried,
the Commission next approved the purchase of one Refunding Series A bond No. 2991, with
coupon due September 1, 1941, and subsequent coupons attached, from Mrs Gladys P. McAllister
Beverly Hill@ `calif ornia, at a price of $275.00 and interest.
On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the
Commission next authorized the renewal of purchase) for months at a cost of $50.00
from C.W.Goodrich and wife for the of the following described
purchase property containing
approximately 35.35 acres at a price of $25.00 per acre.
The N.W 1/4 of N.E. 1/4 ( Less E. 270 ft.) and N.E. 1/4 of N.W. 1/4 lying east of
Mellonville Ave. ( Less beginning at the intersection of Mellonville Avenue with the center
of Geneva Avenue in Section 6, Township 20 South, range 31 East, and run S. 325.16 ft-,
thence E. 325.16 ft. thence N. to a point 328.16 ft. E. of Beg. thence W. to Beg.)
On motion duly carried, the Commission
next authorized the purchase of the following
described property from Maude S.Jackson and husband J.E. Jackson, at a price of $35.00
which comprises a portion of the land and premises described in Resolution No. 559 providing
for the purchase end establishing of an airport.
The North 70 yards of the West 140 yards of S. 112 of S.W. 1/4 of S.E. 1/4 of
Section 6, Township 20 South, range 31 East.
The Clerk next reported that application had been made to the County Clerk to purchase,
the following lots in the subdivision of Danford Crove and Grove Park from the Trustees of
the Internal Improvement Fund of the State of Florida at a cost of $100.00, which was
authorized by the City Commission at the meeting of January 14, 1941, and that the fees
and advertising cost in connection with the purchase will amount to $544.00
Lots 1/6 , 5120 , and 22 of Block A; Lots 1122 of Block B; Lots 1 /15,
21/22 of Block C; Lots 1122 of Block D; Lots 1/4, 6 /8, 10/18, 21, 22 of

Thereupon Commissioner Higgins moved that the additional cost in amount of $544.00
covering fees and advertising cost in connection with the purchase of the aforesaid lots
from Trustees of the Internal Improvement Fund of State of Florida be authorized.
Seconded by Commissioner Gut and carried.
On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the
Commission next approved the acceptance from the Florida State Bank of %anf ord, of
Florida National Bank of Jacksonville Safe - keeping Receipt No. 6617, covering $16,000.00
U.S. 2� Treasury bonds dated October 7, 1940 , payable June 15, 1944, in exchange for Florida
National Bank of Jacksonville Safe- keeping Receipt No. 6456 covering $16,000.00 U.S.Tressury
3/4% National Defense Notes dated Dec. 18, 1940, payable Dec. 15, 1945, these securities
being deposited to protect City of �anf ord funds deposited in said bank.
Communication next read from the Atlantic Coast Line Railroad Company advising that the
700 feet of track owned by the City and serving the concrete pipe plant is in need of

repairs, requiring 125 crossties, and that these repairs will have to be made within the
next 30 days, also advising thet the ties can be purchased at a cost of.35 or .40
each and the im tallation cost will amount to $30.00, making the total cost of -repairs
approximately x$75.00
Thereupon in view of the fact that the City has sold the concrete pipe machinery and

Consideration next given to the proposal of the State Welfare Board to move their
District Office to 6a.nford, provided the City and County will pay the rent on the
off ices.
Thereupon Commissioner Higgins moved that an expenditure not to exceed $15.00
per month be authorized for payment of one -half of the rental of offices in Sanford
for the State tiielfare Board, provided the county pay the balance of such rental.
Seconded by Commissioner Rollins and carried.
Consideration next given to the matter of Deputy Tax Collector Powers working
four half -days a. week for the U.S.Post Office in connection with his work with the
City, he having made application several years ago for a position in the Post Office
and has recently been called for part time duty with the anticipation of full time
employment in the near future.
Thereupon after careful consideration the Commission authorized the continuance of
Mr Powers' services as Deputy Tax Collector for the City on a part time basis until
May 1, 1941.
Application next received from H.C.Moore for an adjustment of the assessed valuati
in amount of $100.00 against his personal property for the year 1931, claiming that the
actual value of his personal property for that year did not exceed $500.00 and that
it should have been exempted from taxation under the Constitutional Exemption.of
$500.00 valuation on homesteads.
Thereupon on recommendation of Deputy Tax Collector Powers, Commissioner Higgins
moved that the personal taxes of H.C. Moore for the year 1931 in amount of $3.00 be
canceled.
Seconded by Commissioner Gut and carried.
Consideration-next given to the offer of E.V.Byrd to purchase the estimated
seventy -five or eighty thousand board feet of pine timber suitable for sawmill
purposes on the City's airport property at a. price of $3.00 per thousand feet on the
stump, payable after it has been cut, sawed and delivered to Brown Lumber Company at
Mount Dora, Florida.
Thereupon on motion duly carried the Commission accepted the aforesaid offer of
Ar. Byrd to purchase the timber on the City's airport property, under the provisions
that the City reserves the right to purchase such part of the lumber as it desires at
a price of $15.00 per thousand board feet delivered.
Application next received from R.A.Newmen for permit to construct a concrete
driveway on the south side of First Street into his building located on Lots 15 and 16
block 3 tier 1, at the southeast corner of First Street and Palmetto Avenue.
Application approved.
Commissioner Higgins next introduced Resolution No. 599 and after being read in
full by the Clerk , moved its passage and adoption.

Gentlemen:
This relates to that certain Municipal Street Lighting Agreement now in effect
between us dated the 29th. day of November, 1939•
We hereby agree, at your request, as of the 16th. day of January , 1941, to
discontinue one (1) 100 Candle Power White Way, City owned, Street Light located at
the northeast corner of First Street and Holly Avenue, Sanford, Florida, and, after
such discontinuance, we will not bill you and you will not be required to pay for the
operation of said street light.
At any time or from time to time, upon your written request evidenced by a
letter from your City Clerk, under your corporate seal , we will restore said street
light to service and after such restoration, you will pay for the operation of said
street light in accordance with the terms and conditions of the said Municipal Street
Lighting Agreement.
It is further understood and agreed that except as expressly proviced herein, the

If you agree to the foregoing, kindly so indicate by causing this letter and the
attached copies to be executed by your duly authorized officials, under your corporate

DISCONTINUING THE OPERATION OF ONE ( 1) 100 candle POWER, WHITE WAY, CITY OWNED
STREET LIGHT HERETOFORE SERVED UNDER THAT CERTAIN MUNICIPAL STREET LIGHTING AGREEMENT
NOW IN EFFECT BETWEEN THE CITY AND SAID COMPANY DATED THE 29th. DAY OF NOVEMBER
1939, AND SETTING OUT THE TERMS AND CONDITIONS UNDER WHICH THE FOREGOING SHALL BE
EFFECTED; AUTHORIZING AND DIRECTING THE MAYOR AND THE CITY CLERK OF AND ON
BEHALF OF THE CITY OF SANFORD, FLORIDA TO EXECUTE AND ENTER INTO SAID PROPOSED
LETTER AGREEMENT WITH FLORIDA PO`fiER & LIGHT COMPANY.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANIDRD, FLORIDA:
1. That the proposed Letter Agreement with Florida Power & Light Company, which
is hereinafter set forth in form in Section 2 hereof, be and the same is hereby
approved as to form and substance.
