0414414 5 0 MINUTES CITY COMMISSION, SANFORD, FLORIDA, April 14, at 7:30 P M 19 41 The City Commission of the City of oanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P M April 14, 1941. Minutes of regular meeting of February 24th. adjaurned meetings of February 26th and 28th. , regular meeting of March 10th. , adjourned meeting of March 12th. and regular meeting of March 24th. 1941, next read and approved. Current invoices and payrolls for the month of March 1941, properly audited and voachered as evidenced by Vouchers Nos. 3220 thru 3323, submitted, examined„ approved and payment authorized. Monthly reports of streets, sanitation, health, water, police, fire, library, golf and recreation departments for the month of March 1941, submitted and examined. Financial statement and statement of revenues and expenditures during the month of March 1941, submitted and examined. On motion duly adopted the Commission next granted the Naf�.onal Youth Administratiorr permission to use two rooms in the Recreation Building in connection with the Art and Craft Project. In order to expedite the construction of the new aviation field, Commissioner Gut movei that an expenditure be authorized for the rental of a bulldozer machine from McLeod Construction Company at a price of $5.00 per hour, including operator and fuel, to be used on the WPA airport project for clearing the stumps and trees from the land. Seconded by Commissioner Lodge and carried. On motion duly carried, the Commission next authorized the purchase from Joe Herring the following described tract of land containing nine acres at a price of $,150.00, which comprises a portion of the land and premises described in Resolution No. 599 providing for the purchase and establishment of an airport. The East 140 yards of the North 340 yards of S.W. 1/4 of N.W. 1/4 of Section 5, Township 20 South, Range 31 East. A• I. A? S.S. coRUE) On motion of Commissioner Gut, seconded by Commissioner Higgins end carried, the Commission next authorized the acquisition of options to purchase the following tract of lands for the proposed aviation field which is needed in addition to the land and premises described in Resolution No. 589 providing for the purchase and establishment of an airport. A twelve month's option from O.J.Pope at a cost of $50.00 to purchase the following described property containing 67 acres at a price of $25.00 per acre. The E. 112 of N.E. 1/4 of Section S Townsip 20 South, Range 31 East. ( Less the south 150 yards) A twelve month's option from Mrs Bradford Byrd at a cost of $50.00 to purchase the following described property containing 90 acres at a price of $25.00 per acre. Application next received from Dorothy Rutledge for permit to sell beer and wines at 1010 W. 13th St. , end same was approved subject to investigation and approval of Chief of Police Williams. On motion duly adopted Tax Collector Elln Hoy-was next instructed to hold the 1940 Tax Sale on the first Monday in July, 1941. On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the Commission next approved the purchase of three Refunding Series B bonds Nos. 537 53� and 539, with coupons due Sept 1, 1941, and subsequequent coupons attached, from Cohu & Torrey of New York City, at a price of $720.00 per bond and interest. On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the Commission next authorized the purchase of twenty Refunding Series A bonds Nos. 1547 to 1566 inclusive, with coupons due Sept 1, 1941 and subsequent coupons attached, from Baynard Brothers Realty & insurance Company of St. Petersburg, at a price of $350.00 per bond and interest. Application next received from M.B.Smith to purchase Lots 12 and 14 of Block 13 San Lanta Second Section, these lots having been acquired by the City through foreclosure of tax and street paving liens. Thereupon after careful consideration, the Commission authorized the sale of the aforesaid lots to Mr. Smith at a price of $100.00 each, subject to any unpaid State & County taxes. Bill of Mayfair Hotel in amount of $12.00 for two rooms furnished the Officers of the 167th. Infantry of the U.S.Army from Camp Blanding on April 4, 1941, next presented, and on motion duly carried, same was approved and payment ordered. Bill of Engineer Fred T. Williams in amount of $165.55 covering engineering ser- vices on the airport project during the month of March 1941, next presented, and on motion duly carried same was approved and payment authorized. The Clerk next reported of the robbery of the Municipal Library on the night of April 42 1941, stating that the robber entered the building through a window and stole $24.32 from the desk drawer of the librarian, which included all cash on hand of the rental end fines accounts. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Commission next authorized the purchase of 300 feet of 2jo' Active 2 -ply Multiple Woven Eureka Fire Hose from Hill Hardware Company at a price of $1.10 per foot, less allow- ance of .OS per foot for old couplings. On motion duly carried, the Commission next authorized the purchase of 6 tons Of 5 -5 -5- fertilizer for the Municipal Golf Course from Chase & Company at a price of $23.90 per ton. Commissioner Higgins next introduced Resolution No. 600 , and after being read in full by the Clerk moved its passage and adoption. Seconded by Commissioner Gut and carried by the following vote Commissioner Hill Aye " Gut Aye " Higgins Aye " Lodge Aye Rollins Aye Said resolution No. 600 being in words and figures as foll6ws: RESOLUTION NO. 600. of the Commission: A RESOLUTION OF THE CITY COMMISSION OF SANFORD, FLORIDA, PROVIDING FOR CONDEMNATION AND DEMOLITION OF THAT CERTAIN BUILDING LOCATED ON LOT 27 OF COTTAGE HILL ACCORDING TO PLAT THEREOF OF RECORD IN THE PUBLIC RECORDS OF SEMIN DLE COUNTY, FLORIDA. WHEREAS, the City Building Inspector has reported to the City Commission of the 1458 MINUTES CITY COMMISSION, SANFORD, FLORIDA,— April 14 7: 30 P 4 9 41 City of 6anf ord, Florida, that that certain building located on Lot 27 of Cottage Hill according to plat thereof of record in the Public Records of Seminole County, Florida, is a dilapidated, unsanitary, unsafe building which cannot be put in a. state of sound repair and the City Commission deems it advisable, expedient and for the best interest of the City that said building be condemned and demolished and removed: NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the building located on Lot 27 of Cottage Hill according to Plat thereof of record in the public records of Seminole County, Florida, be and the same is hereby condemned and that said building be demolished and removed unless the parties interested therein shall show before the City Commission at its regular meeting on the 25th. day of April 1941, at 7:30 o'clock P.M. on said date at the City Hall of said City why said building should not be condemned, demolsihed and removed. Be IT FURTHER RESOLVED that a copy of this resolution shall be sent to each and every party shown by the Public Records to be interested in said property. Application approved. Application next received from J.I.Stevens for homestead exemption for the year 1940 on Lots 56 and 57, Pinehurst Addition, claiming that he was unable to make such application at the proper time because of his illness. Application approved. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Commission next approved the payment of expenses incurred by Inspector Duncan in attend ing the Florida Society of plumbing Inspector's meeting held in Jacksonville on April 12 & 13 th. On motion duly adopted Fire Chief Cleveland was next authorized to attend the State Firemen's Association Convention to be held in Jacksonville, on April 20/22,1941, the expenses incurred to be borne by the City. The Clerk next reported that the State & County Tax Certificates for the year 1927 including years thru 1935, against Lots 10 thru 13 of Block 7 -A Dreamwold Secon a section!, were purchased by C.R. Mason under the "Murphy Act" which are now subject to foreclosure by him, and that same can be redeemed at a cost of $60.11. These lots having been acquired by the City through foreclosure of City taxes and street paving liens. Thereupon Commissioner Higgins moved that the Clerk be authorized to redeem the of oresp id State & County tax certificates from C.R. Langley requesting that the Commission suspend the sentence of $75.00 or 90 days imposed on Lessie Martin, colored, case No. 27736, convicted in Municipal Court under date of Jan. 25,1941 of selling intoxicating liquor without a permit , and same was referred to the Chief of Police and Municipal Judge. Request next received from E.N.Scott to be allowed to sell the old dilapidated building located on the S. 43 ft. of Lot 9 and N. 7 ft. of Lot 10, Block 11 Tier 9, Martin's Addition and apply the proceeds from such sale toward the payment of delinquent taxes agsinst this property. This house having been condemned by the City Commission at the meeting of February 10 ,19 41. Request granted. On motion duly adopted the Clerk was next instructed to have the Southern Analytical Laboratories of Jacksonville make a. chemical analysis of the City's water supply, the last such analysis having been made in 1934. City Attorney Wilson next presented Master's Deed to Lot 27 Robinson Survey, acquired by the City through foreclosure of tax liens. Bill of City Attorney Wilson in amount of $99.95 covering legal expenses in connection with the foregoing foreclosure proceedings next presented, and on motion of Commissioner Higgins, seconded by Commissioner Gut and carried, same was approved and payment authorized. Application next received from J.C.Phillips for employment as a. patrolman in the Police Department. Thereupon after careful consideration and on recommendation of Chief of Police Williams, the Commission approved the employment of J C Phillips as an extra patrolman, when needed. On motion duly carried, the Commission next authorized the payment of electric light bills for the grandstand and club house at the Municipal Athletic Field during the entire baseball season, which is in addition to furnishing current for lighting the field that was authorized at the meeting of March 10, 1941. Communication next read from Attorney E.F. Housholder, representing the local retail liquor dealers, requesting the Commission to withdraw Ordinance No. 312, limiting the number of permits and licenses that may be granted to vendors of beverages except beer and wines, which was placed on its first reading at the meeting of march 24, 1941, and to adopt a similar ordinance omitting the provisions in regard to distance between locations. Action deferred. On motion duly carried the Commission next authorized the following cancellation of personal taxes that was recommended by Deputy Tax Collector Harold J Powers: Name Year Amount Complaint Adjustment : W M Haynes 1939 3.00 Total valuation not over 500.00 Canceled. Weinstein had not made the payments on the balance of delinquent personal taxes against his store at 102 East First Street in accordance with his agreement with the Commission at the meeting of February 24, 1941. No action taken.
