The City Commission of the City of Sanford, Florida, met in regular session at
the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M.April 28, 1941.
Present: Commissioner W.C.Hill, Mayor.

Meeting called to order by the Chairman.
Mrs W.A.Patrick next appeared and recuested a permit to erect an automobile
service station of concrete block structure on Lots 9 and 10 Block 14 Tier. 3 „ lo-
Gated at the northeast corner of Park Avenue and Thirteenth Street, submitted plans
and specifications of which the estimated cost of the station 'till amount to
$7,000.00
Thereupon after careful consideration, Commissioner Hig ?ins moved that Mr.
Patrick be granted the aforesaid hermit with the understanding that the service station
will be of the same type and structure as shown in the plane and. specifications submitted
Seconded by Commissioner Gut and carried.
Application next received from Mrs. F.L.Miller for permit to sell beer and
wines at the Palms & Pines Dining Room located at the southwest corner of Oak Ave.
and State Road No. 3, and on recommendation of Chief of Police Williams, same was
approved.
Recuest next received. from Seminole Feed Company for the City to install an
overhead street light at the intersection of Elm Avenue and Commercial Street.
Thereupon after careful consideration, Chief of Police Williams was instructed
to make a survey of the street lights with a view of removing a light from some
other location and having it installed at the intersection of Elm Ave. and Commercial
St.
Application next received from Mrs F.L. Cooledge for the City to remove a palm
tree from the parkway in front of her nropert,y at 1516 Palmetto Avenue , and on
recommendation of Sunt Moughton, same was authorized provided Mrs Colledge nay for the
service.
Commissioner Higgins next introduced Ordinance No. 313, entitled:
ORDINANCE No. 313.
AN ORDINANCE CLOSING, VACATING, AND ABANDONING A PART OF POMEGRANTTE AVENUE
IN THE CITY OF SANFORD, FLORIDA.
and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Higgins moved that the rules be waived and. said Ordinance
No. 313 be placed on its final passage and adoption.
Seconded by Commissioner Gut.
Thereupon the question recurred upon the waivure of the rules. The roll was
called and the vote stands as follows:

Thereupon the Chairman announced that the City Commission of the City of
Sanford, Florida, by unanimous vote, had passed and adopted Ordinance No. 313, entitled:
AN ORDINANCE CLOSING, VACATING , AND ABANDONING A PART OF POMEGRANTTE AVENUE
IN THE CITY OF SANFORD, FLORIDA.
Un motion duly adopted Ordinance No. 313 was next ordered POSTED at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms of
the Charter, as amended.
On motion duly carried the Commission next authorized the purchase for= the Muni-
cipal Library of one Fluorescent light fixture, installed, from Sanford Electric Contract-
ing Company at a cost of 439.00.
The Clerk next reported of funds on hand in the Sinking Fund in amount of $12,704.57
for the retirement of Refunding Series A bonds, and $4,391.69 for the retirement of
Refunding Series B bonds, advising that the lowest quotation on Series A bonds is
$350.00 and $710.00 on the Series B bonds.
Thereupon the Clerk was instructed to withhold the purchase of any of the Refund-
ing Series A and B bonds until there is a considerable decline in the market price of
same.
The Clerk next reported that Mrs C.D.(Roma G.) Tew had sold a house located on

the S.W. 1/4 of Block 4 Tier 21, on which there are several years delinquent taxes,
to Ernest Harrell for $75.00 and that he had the house partly removed when discovered
by Inspector Duncan; stating that Mrs Tew was informed that the house should not
be removed unless the proceeds from such sale were raid to the City to anoly on the
delinquent taxes against this property,and that she returned the money to Ernest
Harrell and he raid it to the City, for which a partial payment receipt was issued
and delivered to and accepted by Mrs Tew, and a hermit granted Harrell to complete
the removal of the house. Also stating that Mrs Tew had refused to allow him to
remove the house,but would not return the said partial payment receipt to the City
and that Harrell had requested a Pefund of his money.
Thereupon after considerable discussion and upon the advice of the City Attor-
ney, the Clerk was authorized to cancel the aforesaid partial payment receipt issued
to lairs. Tew in amount of $75.00, and refund the money for same to Ernest Harrell.
Mr. Harold J. Powers next tendered his resignation as Deputy Tax Collector,
Effective May 1,1941, and on motion of Commissioner Higgins, seconded by Commissioner
Gut and carried, same was accepted.

Request from Mrs Sadye Moses to be allowed to pay $200.00 now, $200.00 more
within 90 days and the balance in full within six months, taxes for years 1932/40
against Lot 52 Pine Heights.
Request granted.
Request from Mrs Katherine S.Dutton to be allowed to pay $66622: °now and balance
three monthly instalments, taxes for .years 1936/40 against lots 3 & 4 Block 12 Tier 3.
Request granted.
Request from J.T.Zarn to be allowed to pay in four monthly instalments the
taxes for years 1927/32 against E. 112 of Lot 3 Block 4, Lots 5 and 6 Block 5, and
Lot 10 Block 6, Rosalind Heights.

On motion of Commissioner Lodge, seconded by Commissioner Gut and carried,
the Commission next authorized the purchase of sixteen nair of summer rants and
forty -eight shirts for the Police Department, and twelve pair of summer rants for the
Fire Dena.rtment.
On motion duly adopted, the Commission next authorized the purchase for the
golf course of 274 feet of 11" used galvanized pipe from Florida Pine & Suoply Company,
Inc., Orlando at a price of $24.66
