The City Commission of the City of Sanford., Florida, met in regular session at the
City Hall in the City of Sanford., Florida, at 7:30 o'clock P.M. May 12, 1941.

Meeting called to order by the Chairman.
Minutes of regular meting of April 14th, adjourned meeting of Anril 15th, and
Special Called meeting of Anril 24th. 1941 next read and apnroved.
Current invoices and payrolls for the month of April 1941, properly audited and
vouchered as evidenced by voucher nos. 3324 thru 3424, submitted, examined, approved and
payment authorized.
Monthly reports of the streets, sanitation, health, water, police, fire , library
golf, and recreation departments for the month of Anril 1941, submitted and examined.
Financial statement and statement of revenues and ex-oenditures during the month
of April 1941, submitted and examined.
%an'i statements in all accounts for the month of Anrit:l 2541 , properly reconciled,
submitted and examined.
Mr. George Weinstein next appeared and requested an adjustemnt of the Personal Tax
assessment in amount of $1500.00 for the year 1940 against his store at 102 East First
Street, claiming that he had reduced his stock of merchandise considerably on January 1,
1940, and that there should have been a reduction in the assessed valuation over the
-previous year.
Thereupon after considerable discussion , Commissioner Gut moved that the 1940 Perso
Tax assessment in amount of $1500.00 against Mr. Weinstetn's Store be reduced to $1000.00
Seconded by Commissioner Rollins and. carried.
Ordinance No. 312, entitled:

AN ORDINANCE LIMITING THE NUMBER OF TERMITS AND LICENSES THAT MAY BE GRANTED TO VENDORS OF T1
BEVERAGES, EXCEPT WINES AND BEERS, DESCRIBED IN ORDINANCE NO. 256,PASSED AND ADOPTED BY THE
CITY COMMISSION OF THE CITY_ OF SANFORD, FLORIDA, on THE 29th. DAY OF JUNE 1937, AND
PRESCRIBING A MINIMUM DISTANCE WHICH THE PLACES OF BUSINESS OF SUCH VENDOR SHALL BE
FROM EACH OTHER BUT EXCEPTING FROM THE OPERATION OF TTIS ORDINANCE HOTELS HAVING
TWENTY -FIVE (25� OR MORE ROOMS, AND PERMITS AND LICENSES HERETOFORE GRANIIED.
introduced and rlaced. on its first reading at the regular meeting of the City Commission
of March 24) 1941, was next placed on its second reading and read in full by the Clerk.
Thereupon the roll was called on the passage and adoption of said Ordinance No. 312, t

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 312, entitled:

On motion duly adopted Ordinance No. 312 was next ordered POSTED at the front door of the
City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter, as
amended..
Application next received from Lizzie Wright for permit to sell beer and wines at
1114 W. Thirteenth St., and same was ann.roved. subject to investigation and approval of the
Chief of Police.
Petition next received from residents of Goldsboro that a street light be installed at
the intersection of Olive Ave. and T,(�relfth St.
Thereupon in view of the fact that no funds are available at this time for the installa-
tion of the street light covered by this petition, same was ordered filed for future
consideration.
Fire Chief Cleveland next reported of the need of four new tires for Fire Truck No.l,
stating that the tires on this truck have been in service for seven years.
Thereupon on motion duly adopted the Fire Chief was authorized. to obtain bids for
furnishing the aforesaid tires, for consideration at the next regular meeting.
On motion duly adopted. , the Commission next anproved the purchase for the Water
Department of 741 feet of used galvanized water nine and fittings from F.W.jender at a price
of $25.00.
Offer next received from Charlie Kanner to �)urchase Lot 27 Robinson's Survey at a
price of $400.00, this nronerty having been acquired by the City thru foreclosure of tax
liens.

Thereupon, on motion duly carried, the Commission granted °ir. Stewart this leave of
absnnce, and alwroved the arrangements made by him of employing Raymond Lundquist to manage
the golf course during his absence.
The following recommendations were next received from the Advisory Board of the
Municipal Golf Course:
1. That the daily green fee rate of 75¢ be reduced to 50¢ for the summer season,
May 15th, thru Sentember 15th.
2. That a special non - resident member.shio be created which will apply to all legal
year around residents of Florida who reside outside of Seminole County.
Proposed rate of $12.00 ner year, payable 1.00 per month.
3. That all employees of the City be given the privilege of free golf at the Sanford
Country Club.
4. That all members of the Sanford Baseball Team be given a special nine hole rate
of 25¢.
Thereupon after careful consideration, Commissioner Gut moved that the foregoing
recommendations of the Advisory Board as to Nos. 1, 3 and 4 only, be anoroved and authorized.
Seconded by Commissioner Rollins and carried.
Bill of Hubbard Construction Comnany in amount of $347.50 covering 69J hours rental of
the bulldozer machine used on the WPA airport project for the period April 14th, thru 30th.
next presented, and on motion duly carried , same was annroved and payment ordered.
On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the Com-
mission next annroved the payment of •$200.00 to H.M.Watson to a reply on account for services
rendered in acquiring property for the new aviation field, and examining titles and

a leave of absence
from May 18th,
thru Sentember 18th. 1941, advising that he had arranged
with Raymond Lundquist

rendereing legal opinions thereon.
Further consideration next given to annlication of Chase & Company to purchase
the City's concrete pipe plant property described as follows:
All south of railroad ( LessR /W) of Block 94 M M Smith's Subdivision of parts of Sections
26,27,34 and 35 Township 1.9 South, Range 31 East, containing building and 4 J acres of land.
Thereupon, after considerable discussion, the Commission authorized the sale of the
aforesaid property at a price of $p10,000.00
On motion duly adopted, the Commission next authorized the Mayor and Clerk to execute a
letter agreement with the Atlantic Coast Line Railroad Company covering tmaintenance of the
sidetrack serving the warehouse property now owned by the City and formerly owned by the
Cooledge Realty & Trust Company.
City Attorney `.ilson next reported, that in connection with securing title to the prone
and S.Puleston for the new aviation field the City obtained a ouit -claim deed
purchased by the City from Miss Nona Wylly and Lou Bryant Pulestoh7from Albert Wylly heirs,
which also included the following tract of land on which Dr. & Mrs Pulestons home is lo-
cated and which was excepted. from the purchase:
Beginning 280 feet north of the center of 1/4 section host of section 6, township 20,
South, Range 31 East, run North 871.2 feet , thence east 500 feet, thence south 971.2 feet,
thence West 500 .feet to beginning. Containing 10 Acres. Also that certain strip of land
lying between the above described property and the east line of Mellonville Avenue.
Thereupon in order to satisfy this quitclaim deed on the foregoing described property
of Dr. and Airs Puleston and clear the records of title to same, Commissioner Gut moved
that the Mayor and Clerk be authorized to execute on behalf of the City a quit -claim
deed on said. property to Lou Bryant Puleston and S. Puleston.
Seconded by Commissioner Lodge and carried.
The following request next received for an ext+ention of time in which to nay delinquer
taxes against properties on which foreclosure proceedings are being instituted by the City
for collection of such taxes.
Request of Mrs Ruth Swinney to oe allowed an extension of 90 days to pay the delinquent
taxes for the years 1936,1937 and 1940 against Lot 3 Franklin Terrace.
Request granted.
Request from C.J.Smith to be allowed to pay in quarterly installments of $24.30
each, the taxes for year 1934 thru 1940 against Lot 5 3lock 10 Tier G, Sanford.
Request Granted.
Rec,uest from Walter S. Coleman to be allowed to nay in four monthly instalments the
taxes for years 1936, 1939 and 1940 against Lot 3 Block 4 Tier 9
Request granted..
