The City Commission of the City of Sanford, Florida met in regular session
at tine City Hall in fht City of Sanford, Florida, at 7:30 o'clock ?'.M. May 26, 1941.
Present: Commissioner W.C. Hill, Mayor.

Meeting called to order by the Chairman.
Minutes of regular meetings of April 29th and May 12th. and special meeting of
May 20, 1941, next read and apnroved.
Mr. Osborn, salesman for the Medlock Tractor Company of Orlando, next anneared
with reference to a Case 24" Disc. plow that the City had agreed to purchase
from them for the WPA airport project at a price of $245.00
The Clerk then advised the Commission that Medlock Tractor Company had guaran-
teed the plow to be satisfactory, and that the City had tried to use it for about ten
days and that it had broken down four times during that time.
Thereupon, after considerable discussion, the Commission refused to purchase
the aforesaid plow and instructed the Clerk to bay Medlock Tractor Company for the time
the City used it, on a basis of fifty cents-per acre plowed
Commissioner Higgins next moved that Resolution No. 602 adopted at the special
meeting held on the 20th, day of May 1941, entitled:
A RESOLUTION DECLARING THE NEED FOR A HOUSING AUTHORITY IN THE CITY OF SANFORD,
FLORIDA:
be ratified and confirmed by this Body as a. whole.
Seconded by Commissioner Rollins and carried by the following vote of the Com-

Mayor Hill next reported that pursuant to the adoption of said Resolution No.
602 and the provision of Section 5 of the " Housing Authorities Law" of the State of
Florida, as amended, he had aopointed the following persons to serve as Commissioners
of the Housing Authority of the City of Sanford, Florida, and to serve for the number
of years appearing after their names respectively from the 20th. day of May,1941:

RESOLUTION NO. 603
WHEREAS, the Sanford Housing Authority r. ►as duly organized on the 20th. day of
May, 1941, and is now authorized to transact business and exercise its powers in said
City, and the 1-hairman of said Authority has rer_uested this Commission to make an
estimate of the amount of money necessary for the administrative expenses and over-
head of said Housing Authority during the first year of its operation, and to appro-
priate such amount to the Authority out of any moneys in the City treasury not appro-
priated for other purposes:
NOW, THEREFORE, BE IT RESOLVED Br THE CI'T'Y COi�rMISSION OF THE CITY OF SANFORD, FLORIDA:
SECTION 1. That it is hereby estimated that the amount of money necessary for the
administrative expenses and overhead of the Sanford Housing Authority during the first
year of its operation is $1,000.00
SECTION 2. That there is hereby appropriated the sum of $1,000.00 to said Housing
Authority out of any moneys in the City Treasury not appropriated to other purposes.

SECTION 3. That the fiscal officer is hereby authorized and directed to pay the said
sum to the said Housing Authority at one time or from time to time as requested by
the duly authorized officers of said Authority.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately
upon its passage and adoption.

As the City Commission of the
City of Sanford, Florida.
On motion duly adopted, the Commission next authorized a contribution in amount
of $37.50 to the State Housing Authority toward defraying expenses of Mr. Ammon McClelland,
coordinator, of trip to Sanford on May 20th, to assist in establishing the Sanford
Housing Authority..
Messrs. Geo.D.Bishop and W.A.Leffler, residents of Rose Court Subdivision next
anneared and requested the City to furnish water for beautifying the nark at intersection
of Grandview Ave. and Hibiscus Court.
Thereupon, after considerable discussion and on motion duly carried, the Commission
authorized and instructed the Water Department to furnish water for the aforesaid park
in Rose Court Subdivision.
On motion duly carried the Commission next authorized an expenditure for screening the
doors and windows in the new pro shop at the Municipal Golf Course.
In accordance with instructions of the City Commission, the following bids next
presented for furnishing 4 new tires for Fire Truck No. 1 of the Fire Denartment,
which includes trade -in

Thereupon after comparison of the prices submitted, Commissioner Higgins moved that
the two lowest bids be referred to Fire Chief Cleveland, and the contract awarded accord-
ing to his recommendations.
Seconded by Commissioner Gut and carried.
Request next received from Roby Laing that a street light be installed at the
intersection of Elliott Avenue and Eighth Street, and same was ordered filed. for
future consideration.
Communication next read from the deacons of the Mount Moriah Primitive Baptist Church
with reference to John Henry Smith , colored, who is sick and without means of support,
and same was referred to the Seminole County Welfare Board.
Renort of the first spring analysis of milk being furnished by dairies operating
In the City of Sanford, as prenared by J L Rubles' Laboratories or Orlando, next nre-
sented, sucri report showing all such milk well within the requirements of Grade "A"
Milk.
On motion of Commissioner Higgins, seconded by Commissioner Rollins and carried,
the Commission next authorized and instructed that Patrolman Roy Tillis be employed as
Deputy Tax Collector on a half time basis, to work half days collecting personal taxes
and the remainder of his time in the Police Denartment, effective June 1st, 1941, his
regular salary of $125.00 per month to be charged one -half to Finance,Records and
Taxation and the balance to the Police Denartipent.
Commissioner Gut next introduced Resolution No. 604 and after being read in full
by the Clerk, moved its passage and adoption.

RESOLUTION NO. 604.
A RESOLUTION OF THE CITY %COMMISSION OF THE CITY OF SANFORD, FLORIDA PROVIDING
FOR THE PURCHASE BY SAID CITY OF A TRACTOR AND FOR THE PAYMENT OF THE PURCHASE PRICE
THEREOF AND EXECUTION OF CONTRACT FOR SUCH PURPOSE BY THE MAYOR AND CITY CLERK.
WHEREAS, the City of Sanford, Florida, is in need of a. tractor for work to be
done by or for the City and M C Britt Produce Comnany of Winter Garden, Florida, has
offered to sell to the City a Ford tractor , serial Number 9N -61005 for the basic time
price of $868.00 to be paid. as follows: $346.60 in cash upon delivery of said tractor
and the balance of $549.48, including interest, in six installments of $91.58 each,
payable as follows: August 18, 1941,: November 18, 1941; February 18, 1942; May
18, 1942; August 18, 1942; and November 18, 1942; and
WHEREAS, the city Commission of the City of Sanford deems it expedient, advisable
and for the best interest of the City to purchase said tractor and pay therefor the
sum of $868.00 to be raid as above stated:
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD,
FLORIDA, that said City do purchase from M.C.Britt Produce Comr_any of Winter
Garden , Florida, the aforesaid Ford tractor, Serial number 9N -61005 for the sum
of $869.00 to be nald as follows: $346.00 cash and the balance of $549.49, including
interest, in six quarterly installments of $91.59 as hereinabove stated, and

BE IT FURTHER RESOLVED that the Mayor and the City Clerk be and they are hereby
authorized to enter into a conditional sales contract with the said M.C.Britt Produce
Company for the purchase of said tractor.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately
upon its passage and adoption.

On motion of Commissioner Gut, seconded by Commissioner Lodge and carried, the
Commission next authorized the purchase of one Athens 24" disc plow for the WPA airport
project from M.C.Britt Produce Comoany of hinter Garden, at a price of $180.00) payable
$90.00 now and balance within ninety days. This plow being purchased under agreement
that it will be traded back to M.C.Britt Produce Company when the airnort -project is com-
pleted, and a $90.00 credit allowed. for same on the purchase of a mower for the Ford
tractor.
