The City Commission of the City of Sanford, Florida met in regular session at the
City Hall in the City of Sanford, Florida at 7:30 o'clock P.M. June 9, 1941.
Present: Commissioner W.C.Hill, Mayor.

Meeting called to order by the Chairman.
Current invoices and na.yrolls for the month of May 1941, nronerly audited and vouchered
as evidenced by voucher Nos 3425 thru 357.9, submitted, examined, annroved and payment
authorized.
Monthly reports of the streets, sanitation, health, water, police, fire, library, golf
and recreation departments for the month of May 1941, submitted and examined.
Financial statement and statement of revenues and exnend.itures during the month of May
1941, submitted and examined.
Bank statements in all accounts for the month of May 1941, pronerly reconciled, sub-
mitted and examined.
Minutes of regular meeting of May 26, 1941, next read and apnroved.
Request next received from A.B.Stevens for an adjustment of the personal tax assessment
in amount of $2,5500.00 for the year 1939 against the Red Front Grocery store that was
located at 329 Sanford Ave, claiming that the actual inventory of stock and fixtures did not
exceed $1,000.00 on January 1, 1938.
Thereupon after careful consideration, and in vidw of the fact that the merchandise and
fixtures have been removed. from this store and there is no way to determine whether or not
this assessment was excessive, Commissioner Gut moved that the assessed valuation of the
Red Front Grocery Store be adjusted to $1,000.00 for 1938.
Seconded by Commissioner Lodge and carried.
Mr J F McClelland next a.nneared and. requested an adjustment of the assessed valuation
against the following described property for the years the taxes have not been paid,
claiming that the assessments are too high.
Lot 1 Block G, Buena Vista , Assessed at $730.00 for years 1936 thru 1940.
Lot 2 Block G, Buena Vista, Assessed at $680.00 for years 19355 thru 1940.
Lot 11 Block A Celery Avenue Addition, assessed at $1,700.00 for years 1934 thru 1937.
Action deferred pending inspection of the nronerty by the Commission.
On motion of Commissioner Rollins, seconded by Commissioner Lodge and carried., the
Commission next authorized Fire Chief Cleveland to employ an extra fireman during the summe
vacation period, at a salary of $2.75 per day.
Consideration next given to the rmtter of employing S.C.Gardner in the Police Department
to fill the vacancy created by Policeman Roy Tillis working one -half of his time as
Deputy Tax Collector, also the employment of an extra policeman during the summer
vacation, period.
Thereupon after considerable discussion, Commissioner Gut moved that S.C.Ga.rdner be
employed in the Police Department at a salary of $90.00 per month and Carolyn McKenney at a
salary of $12.00 per week, both to be employed on a month to month basis and. that Chief of Police
Williams be required to report to the Commission each month ofthe arrangements of the

Commissioner Gut next introduced Resolution No. 60 and after being read in full
by the Clerk, moved. its passage and adoption.

RESOLUTION NO. 605.
BE IT RESOLVED by the City Commission of the City of Sanford, Florida, in regular
session assembled, that the Mayor and Clerk be, and are hereby authorized to execute
an agreement with the Atlantic Coast Line Railroad Comnany, on behalf of said City
Commissioners, covering the maintenance, ownershin, use and operation of a sidetrack
350 feet in length , at Sanford, Florida, to serve warehouse of the City, at the lo-
cation and under conditions more particularly described in said agreement, dated
May 21, 1941 , and shown in RED and GREEN on blueprint attached to the said agreement.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately upon
its passage and adoption.

The Clerk next reported that the authorization by the Commission to pay one-half of t
caretaker's salary of the Armory property for a neriod of six months, which amounts to $37.
The Clerk next reported that in accordance with the authorization and instructions of
the City Commission at the meeting of Anril 24, 1941, annlication had been made to the
Trustees of the Internal Improvement Fund of the State of Florida to -purchase the follow-
ing described property at a cost of $28.50, which will be sold to the City on June 10th.,
and that Mrs H.C.M.Edwards, original owner of this property, had agreed to convey a, quit -clat
deed to the City on same for the sum of $15.00

Thereupon Commissioner Gut moved the nayment of $15.00 to Mrs H C 14 Edwards for a
cult -claim deed to the foregoing property.
Seconded by Commissioner Lodge and carried..
On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the
Commission next authorized the purchase of the following described tract of land contain-
ing 29 acres from H 0 Crionen, Jr. at a price of $50.00 ner acre, payable on the following
terms: Cash payment of $500.00 and balance within ninety days, deed to be placed in
e$crow at the Sanford Atlantic National Sank to be delivered to the City upon receipt of
payment of such balance; said nronerty comprising a portion of the land and r_remises descril
in Resolution No. 589, massed. and adopted by the City Commission under date of February 10,
1941, providing for the ?purchase, establishment and construction of an airport or landing
field for Sanford.

Communication next read from the Prudential Insurance Comnany of America, insurer of ti
group life insurance on City Emnloyees, advising that such insurance may be continued on
emnloyees who are drafted into military service during peacetime, upon a request from the
City.
No action taken.
Communication next read from Earl W.Brown, I'llanager of the Florida State Exhibit,
requesting the City cancel all the.outstanding tax indebtedness against the home of
"Whistling Willie" Williams located at 702 East Fifth Street and described as Lot 2 31ock
6 Tier D, stating that "Whistling Willie" is now incapacitated and without means of sup -
port, and that the City should contribute this much to him in consideration of the free
publicity he has given Sanford on his Whistling programs.
Action deferred.
Communication next read from Mrs J L Hurt, recuesting the Commission to reconsider her
request for an adjustment of the assessed valuation In amount of $2.260.0^ for the years 19
thru 1940 against lot 9 31ock 12 Tier 4,
Commissioner Gut then advised the Board that he had made a nersonal insnection of this
property and found the house in a bad state of repairs, and. moved that the assessed valuati
be adjusted to $2,000.00 for the years 1934 thru 1940.
Seconded by Commissioner Lodge and carried.
Application next received from F.R.Mitchell for an adjustment of the assessed va.lusti
in amount of $2,040.00 for the years 1934 thru 1939 against Lot 1 Block 29, uellonville,
claiming that the assessments are too high and should be reduced to the amount of the 1940
valuation..
Thereupon after careful comnarison of the assessed valuation of this property with
similar nroperties, Commissioner Rollins moved that the assessed valuations be adjusted
to $1540.00 for the years 1934 thru 1939, which is the amount of assessed valuation
placed on this property for 1940..
Seconded by Commissioner Lodge and carried.
Application next received from Willie Green for an adjustment of the assessed
valuation in amount of $560.00 for the years 1936 thru 1940 against the S. 112 of Lot 6
Block 13 Tier B., claiming that the assessments are too high in comparison with the
assessments on other properties in the neighborhood.
Thereupon after careful comparison of the assessed valution of this property

with similar properties, Commissioner Gut moved that the assessed valuation be
adjusted to $400.00 for the years 1936 thru 1940.

Request next received. from Eliza Pertee to be allowed to nay in monthly instalments
of $5.00 each, the delincuent taxes for years 1934 thru 1938 against Lot 10 Block 12 Tier
D, of which foreclosure proceedings have been instituted by the City for collection of
such taxes.
Request granted.
On motion duly carried, Sunt. Boughton was next authorized to remove the
galva.ni_ zed tool house from the City's old nursery field at the water Plant, and use
It as a blacksmith shop in connection with the City's garage.
-V Consideration.next given to the matter of a special adjustment of the out-
standing tax liens against properties that hsve been excluded from the corporate limits
of the City.
Thereupon after considerable discussion, Commissioner Gut moved that as an adjustment
of dudh taxee on Inoroved nronerty, the City waive all interest and cancel 50 per cent of
the taxes that were levied for the last year such properties were assessed, and cancel
