P.M. June 23, 1941. Minutes of adjourned meeting of May 28, and special called meeting of June 3, 1941 next read and annroved. A committee next ap- neared on behalf of the General Sanford Memorial Library Association with reference to a collection of furniture and art that i -irs Carola Sanford Dow, daughter of General Sanford, has agreed to donate to the General Sanford 111emortal Library, and nre- rented a telegram received from ors Dow, in which she stated that she would ship this collection now to be stored in the Sanford Atlantic National Hank building until a fire- proof building is erected for the library, provided the, City will nay the freight on same to Sanford which will amount to $22.3.00 Thereunon after careful consideration, and in view of the very indefinite arrangements as to how and when such a fireproof buildi.nv can be erected for the General Sanford ''`emorta.l Library, the Commission de6lined to nay the freight cost on ti -is collection of Airs Dow; and accent the _responsibility of the gift, until plans have been formulated for ways and means of financing the construction of the building.. Messrs H.B. Pone and Fred T.Williams next anneared on behalf of the County Defense Counsel and requested the City to have a new mar orenared showing all the water mains and valves of the City'' water distribution system, with a view of re- locating old valves and insta "_li.ng the number of new valves necessary for adequate fire protection. Thereunon after considerable discussion, the Clerk. was authorized to have such a man made of tae water utilities distribution system. Recuest next received from Hal Wight for an adjustement of the water bill on the Wela.ka building for the month of May, amo,znting to $30.07, the excessive size of the bill being due to a burst pine under the building, but due to the long established policy .followed by the City that the .responsibility after the water passes the meter rests upon the consumer, request could not be granted. An- )lication next received from D.P.Anderson for the transfer to him of the license issued to Glen 3rown to sell beer and w1nes at southwest corner of Seminole Boulevard and H'rench Avenue, and. on recommendation of Chief of Police Williams, same was an-oroved. On motion of Commissioner Higgins, seconded by Cbramissioner Gut and carried, the Commission next a.nnroved the purchase from Cohu & Torrey, `ew York City of five Refund- ing Series A bonds with coupons due September 1, 1941, and subsequent coupons attached, at a Brice of -'$385.00 per bond and interest, and five Refunding Series A bonds with coupons due Seotember 1, 1941, and subsequent coupons attached at a price of 0382.50 On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Commtssion next authorized t.-.e nurchase from R.H.Cook, Inc., Miami of five Refunding Series H, bonds with coupons due September 1, 1941, and subsequent coupons attached, at a price of $725.00 ner bond and interest. 1 �II u 1 1 1 �1 1 MINUTES 501 CITY COMMISSION, SANFORD, FLORIDA,_ `rune 23 at 7:30 P M19 41 Bill of Hubbard Construction Company in amount of $442.50 covering 881 hours rental of the bulldozer machine used on the WPA airport project for period May 9th. thru 29th. next presented, and on motion duly carried, came was anproved and payment authorized. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried , the Clerk next authorized to transfer $3,107.75 to the Certificates of Indebtedness Redemption Account at the Sanford Atlantic National Bank to be sued to retire the Certificates of Indebtedness due July 1, 1941, the bank to be authorized to nay such certificates of indebtedness as they are presented for payment and charge to this account. The Clerk next presented tentative budge of revenues and expenditures for the fiscal year 1941 -1942, and same was taken under consideration and study. Application next received from Henry Hodges for Homestead exemption for the year 1939 on Lot 2 Rand Addition, application having been filed for such exemption at the proper time but failed to be recorded on the tax roll. Application approved. On motion duly carried, the Commission next authorized the oayment of state & County taxes for the year 1940 against Block 30 Mellonville, in amount of $32.64 , this property having been acquired by the City from Mrs. W.M.Co111ns. The Clerk next reported that the option to purchase from D.W.Venters the 105 acre tract of land adjoining the old municipal airport on the north at a price of $2,500.00, expires on June 27,1941, and that under the terms of the purchase agreement a cash payment of $900.00 Is due Mr. Venters on said date if the option is exercised by the City. Thereupon after careful consideration, and in view of the fact that the aforesaid tract of land was anticipated to be used for the -purpose of enlarging the old airport to meet the requirements of the National Defense Program, and whereas, the air -port could not be enlarged sufficiently to meet such requirements because of the adjacent railroad track 4 on the east end of the field, and a new site has since been acquired for National Defense purposes, it was the opinion of the Commission that the City weld have no further need for this property and ordered the $100.00 payment for such option forfeited. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Mayor and Clerk was next authorized to execute a five year lease with the Florida Agricultural Exneriment Station covering use of the following City -owned property for experitental purposes from July 1, 1941 to June 30,1946: The west 220 feet of the east 334 feet of the south 629 feet of Lot 23 Pace Acres, as recorded in Plat book 3 Page 21 Seminole County Records. Communication next read from Mrs Alice F. Harvey offering to deed the City the North 165 feet of Lot 14 of Block Y St. Gertrude Addition , in consideration of tax credit in amount of $364.59, to be used in payment of delinquent taxes and special assessments against the south 165 feet of Lot 14 of Block Y St. Gertrude's Addition, on which Is located Mrs Harvey's home. Offer rejected. In response to the request of J.F.McClelland for an adjustment of the assessed valuation against the following described properties, Commissioners Gut and Lodge next reootted on the annraisal and comparison of the assessed valuations with similar properties, and recommended that the assessed valuation.in amount of $730.00 for years 1936 thru 1940 be adjusted to $640.00 on Lot 1 Block G Buena Vista , and the amount of $680.00 for years 1935 thru 1940 be adjusted to $600.00 on Lot 2 Block G, Buena Vista , and that no adjustment be allowed on the assessed valuation in amount of 502 MINUTES CITY COMMISSION, SANFORD, FLORIDA, 19 41 1700.00 for years 1934 thru 1937 on Lot 11 Block A, Celery Avenue Addition. Thereupon Commissioner Higgins moved that the aforesaid recommendations be accepted and approved. Seconded by Commissioner Lodge and carried. The following request next received for an extension of time in which to pay delin- quent taxes against properties on which foreclosure proceedings have been instituted by the City for collection of such taxes. Request of N.O.Garner to be allowed an extension of time in which to nay the delinquent taxes for years 1931 thru 1940 and having assessments against Lot 2 and N. 15 ft. of Lot 3 Block 7 Tier 2 , Claiming that anplication has been made for a loan to nay these taxes. Extension of 60 days granted. Request from Heen.G.Thompson to be allowed to pay 20.00 now, $25.00 on July 7th. and balance in full by August 7th,1941 of the delinquent taxes for years 1927 thru 1940 against Lot 4 Block 11 Tier 15 Clark Subdiv. Request granted. Request from Albert Hall to be allowed to Day $100.00 now, and balance in monthly instalments of $5.00 each of the delinquent taxes for years 1933 thru 1940 against Lot 1 Block 13 Tier 1. Thereupon after careful consideration the Commission agreed to allow Mr Hall to pay #100.00 now, and balance in monthly instalmnets of $10.00 each. Request next received from Mrs Annabel Lee to be allowed to pay the 1940 taxes now, and balance in 12 monthly instalments, of the delinquent taxes for years 1932 thru 1939, and 1940 , against W 112 of N W 1/4 of Block 4 Tier 20. Request granted. Request next received from Mrs Christina M Meil to be allowed to nay in monthly Instalments of $25.00 each, the delinquent taxes for years 1932 thru 1940 against Lot 7 Block 6 Tier 2. Application next received from Eugene LaFair for permit to sell beer and wines at 1114 W. 13th St., and same was approved subject to investigation and approval of the Chief of Police. Report of fourth and final analysis of milk being furnished by dairies operating in the City of Sanford, as vrepared by Dr. J L Ruble's Laboratories at Orlando, next presented such report showing all such milk well within the requirements of grade "A" Milk. Bill of Dr. Ruble in amount of $50.00 for furnishing the four wring analysis of milk from dairies operating in Sanford, next presented, and on motion duly carried, same was approved. and payment ordered. In resnonse to the request of A.V.French for an adjustment of the assessed valuation in amount of x$7500.00 for years 1936 thru 1940 against Lot 5 French's Subdiv. , Commissioners Gut and Lodge next renorted of the anoraisal and comparison of the assessed valuation of this property with similar properties, and recommended that the assessed valuation be adjusted to 42120.00 for years 1936 thru 1940. Thereupon, on motion duly adopted the aforesaid recommendations were accepted and the adjustment authorized. Request next received from A.G.Clause for an adjustment of the assessed valuation in amount of $410.00 for years 1934 thru 1940 against Lot 114 Oak Hill, claiming that the assessments are too high.
