Williams Meeting called to order by the Chairman. Mrs. H.J Powers next appeared on behalf of the Seminole County Agricultural Fair to be held in Sanford on February 12th. to 17th., and requested that the City place an advertisement in the program book. 23:i After careful consideration, Conaiissioner Higgins moved that a 1 page advertisement CD be placed in this program book at a cost of $10.00 Seconded by Commissioner Gut and carried. • Application next received from L.A. Johnson for permit to remodel the existing building located at the southwest corner of French Ave. and Seminole Boulevard for the purposes of operating an automobile service station, restaurant and sleeping quarters for truck drivers in lieu of the permit granted by the Commission underdate of October 2f- 1939, for the removal of this building and construction of a new service station building at this location. Thereupon after a careful study of the plans and specifications submitted, and upon the assurance )f tar. Johnson thet the paving and driveways will conform with the requirements of the City, Commissioner Gut moved that the aforesaid permit be grented in lieu of the permit authorized at the meeting of October 23, 1939. Seconded by Coaanissioner Lodge end carried. Commissioner Higgins next introduced Ordinance No. 291 , entitled: AN ORDINANCE REGULATING THE CONSTRUCTION OF PRIVATE DRIVE, " "AYS AND SIDEWALKS ON THE PUBLIC STREETS AND AVENUES OF ThE CITY OF SANF ORD, FLORIDA, AND DRIVEWAYS AND PAVED AREAS FOR GASOLINE FILLING STATIONS OR OTHER BUSINESS PURPOSES; TO PROVIDE THEIR MANPI -R OF CJvSTRUCTION AND TO PROVIDE: A PENALTY FOR THE VIOLATION OF TH� PROVISIONS HEREOF. and same was placed on its first reading and read in full by the Clerk. The Roll was called end the vote stands as follows: 236 MINUTES CITY COMMISSION, SANFORD, FLORIDA, —Jan 10� at 7:30 P M 19 40 Commissioner Coleman Aye " Gut Nay If Higgins Aye It Lodge Aye It Rollins Aye Communication next read from municipal Judge Miller recommending that the sentence of John Bentley, colored, convicted in the iv:unicipal Court under date of January 2, 1940 for carrying a concealed weapon, Case No. 26411, and sentenced to 450.00 or 90 days imprisonment, be reduced to .25.00. Thereupon Commissioner Lodoe moved that the sentence of John Bentley be reduced to 425.00 as recommended by Municipal Judge Miiler. Seconded by Commissioner Higgins, and carried. Request next received from 71.E.Kirchhoff Jr. for an adjustment of the assessed valuation in the amount of $790.00 placed on Lot 2 Block 9 Tier B for the years 1936 thru 1939 , and also the assessed valuation in the amount of $510.00, placed on Lot 9 Block 9 Tier C, for the years 1936 thru 1939, claiming the assessment to be far in excess of the value of the property. Thereupon, after ceing informed by the Clerk as to the condition of the improvements on this property, Commissioner Gut moved thet the assessed valuation of $790.00 on Lot 2 mock 9 Tier B be adjusted to 4250.00 for the years 1936 thru 1939, and that no adjustment be allowed on the assessed valuation of $10.00 on Lot 9 Block 9 Tier C. Seconded by Commissioner Higgins and carried. Communication next recd from L n Harvey requesting an adjustment of the taxes for the years 1934 thru 1y3y against the 100 ft of the 1/2 of Lot 7 Lying 'ir'est of Oak Ave of Keeley's Addition, but in view of the assessed valuation on this; property being in line with similar properties in this vicinity, no adjustment was allowed. Application next received from Drs. rN.W. Potter for homestead exemption for 1939 on Lot 127 Senfo Park, claiming that application for such exemption at the proper time having been neglected through an oversight. Thereupon after considerable discussion, Commissioner Rollins moved that this application be approved. Seconded by Commissioner Lodge and carried. Request next received from the oeaninole County Agricultural Fair for permission to place a banner across First Street, and same was °ranted. Consideration next given to the need of iin:nediate repairs to the roof of the Club building at the lviunicipal Golf Course. Thereupon, after consiaerable discussion ana on :Lotion duly carried, the Comriission autnorized Supt. Miou -1ton to make such temporary repairs as necessary in order to stop the leaks in the roof of the aforesaid building. Petition next received from merchants and business men in the vicinity of Bast First Street and Sanford Ave. that a traffic signal light be installed at this inter- section. Thereupon, in view of the fact that no funds are available at tris time for the installation of the traffic signal covered by this petition, same was ordered filed. Request next received from Mrs. Elsie &enendez to be allowed to pay delinquent tax6 for the years 193011936 Inclusive, amounting to 190.55, under the adjusted basis, amounting to X63.90 against Lot 7 Block 13 Tier F, Sanford. Moughton was next instructed to remove several of the citrus trees from the City owned property in Bel -Air Subdivision and plant them in and around the Zoo. On motion of Commissioner Gut , seconded by Commissioner Rollins and carried, the Cori ission next authorized and instructed the Clerk to redeem the State and County tax certificates that were purchased under the " &urphy Act" by individuals on City owned property in Bel -Air Subdivision. Consideration next given to a remunerption f or Mr. G.P.Paxton, former building inspector for the City, who retired from service on December 31, 1939. 2 �,3 7 Thereupon, after considerable discussion and in view of the long and faithful ser- vice of Mr. Paxton as an employee of the City, Commissioner Higgins moved that the City pay him a pension of 453.00 per month providing he will continue to keep his life in- surance policy in force, which the City has been carrying for him under the group life insurance policy on employees, by converting it into a straight life insurance.policy. Seconded by Commissioner Rollins and carried. The Clerk next reported that ten more tons of asphalt paving filler are needed for the =NPA paving project. Thereupon, Commissioner Higgins moved that the Clerk be authorized to purchase ten tons of asphalt paving filler for the WPA paving project at a cost of `21.40 per ton. Seconded by Commissioner Gut and carried. Consideration next tiiven to the matter of hauling trees for property owners who will set them out on the parkway in front of their property for beautification purposes. Thereupon, Supt. Mouohton was autr�orized to haul such trees and charge for the services on a cost basis, providing it does not interfere with his regular work or dama -e to City equipment. Request next received from E.M.Armitage to be allowed the beautification rate on the water used for his tourist cabin camp, claiming that most of the water consumed is being used for beautification purposes. Thereupon, after careful consideration and in view of the fact that Mr. Armitage is cjnsuming a large quantity of water in beautif yin- the -rounds in tnis camp, Commissioner Higgins moved that his water bills be calculated on the beautification rate during the year 1940. Seconded by Coax issioner Lodge and carried. Communication next read from A.D.Hoffmann offering to maintain. the radio equipment in the police department at a service cost of _�25.)O per month, and allow a discount of 25w on all parts furnished for repairs from nis stock room. Thereupon after careful consideration, the Conmission authorized the service and maintenance of the radio equipment in the police department by i,�r. Hoffmann under the terms set forth in his letter. In response to the advertisement for applications for employment in the police department , the following applications in accordance with the qualifications specified, next received. James F. Byrd. 2 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Jan lU at 7 :3o P 9 19 40 Thereupon, after a. lengthy discussion and careful study of the applications re- ceived, Commissioner hi—ins moved that Chief of Police " iliisms be authorized 1 to select two men from the applications that are residents of Sanford and within the age limits specified and employ them temporarily at a salary of 490.00 per month, subject to the approval of the Commission at the next meeting. Seconded by Commissioner Lodge and carried. On motion duly adopted, Chief of Police v7iiiiams was next autnorized to sell T.O.Tyner Jr. the uniform that was worn by him while employed in the police department at the purchase price of ;$39.00 On motion of Commissioner Gut, seconded by Commissioner hiogins, and carried, the Commission next authorized the following adjustment of personal taxes. Thereupon, after being advised that tnis ditch drains First Street and Second Stteets in this area as well as the railroad property, the Commission instructed Supt, sioughton to install an ei6hteen -inch sewer pipe in this ditch, it being under- stood that the Atlantic Coast Line Railroad Company will haul in dirt and cover this pipe when completed.
