CITY COMMISSION, SANFORD, FLORIDA, January 22 at 7 :30 P M 1940
The City Cownission of the City of Lanford, Florida, met in regular session
at the City Hall in the City of %anford, Florida, a.t 7:30 o'clock P.M. January 22, 1940.

Meeting tailed to order by the Chairman.
Minutes of regular annual meeting of January 2, regular meeting of January S and
adjourned meeting of January 10, 1940 , read and approved.
Mr. Karl Nordgren, President of the Sanford Kiwanis Club next presented a check
in the amount of $100.00 in return of the funds donated by the City toward expenses of

the Kiwanis Mid - Winter Conference held in Sanford on January 14th and 15th. , and expressed
the appreciation of the Club for this contribution, stating that the Kiwanis Club had
sufficient funds to pay the expenses of this Conference without using the contribution. from
the City.
Chief of Police vNilliams next reported that due to the curve in ParkAvenue at the
intersection of Geneva Avenue, it will be necessary to install an adjustable traffic signal
light at this intersection instead of the standard traffic signal light purchased from
W.S.Darley & Company for this purpose.
Thereupon, after considerable discussion, Cormissioner Rollins moved that the City
purchase an adjustable Eagle Standard Traffic Signal Light and Controller from Sanford
Electric Contracting Corlpany at a price of "217.50, and install at this intersection,
and that the standard traffic signal light purchased from 4.S.Darley & Company be installed at
the intersection of French Avenue and Twentieth Street.
Seconded by Commissioner Gut and carried.
Mr. Ralph W. Bagwell and Mr. R.A.Goodspeed next appeared with further reference to the
City sponsoring a NYA project for constructing a floating ramp adjacent to the seawall
in Lake Monroe near the Bandshell for the landing of seaplanes and small water craft,
requesting that the City furnish materials in amount of X175.00 for this project, the labor to
be furnished by the NYA.
Matter taken under consideration.
Miss Mary Finnell , Area Supervisor, amd sirs. Carrie L. Smith, Seminole County Project
Supervisor of the 71PA sewing room project, next appeared and requested that the City's
contribution toward sponsoring this project be increased, stating that effective January 1,
1940 the sponsor's requirements had been increased to 25 percent on all such projects.
Thereupon after careful consideration and in view of the number of needy families
receiving employment through this project, Commissioner Hi, »ins moved that the City increase
its contribution toward the YIPA sewing room project $25.00 per month for the next five
months, beginning February 1, 1940
Seconded by Commissioner Rollins and carried.
Mr. H.H.Colema.n, local manager of the Florida Power & Light Cozipany next submitted
schedule of rates for furnishing power for the Municipal Water Pamping Station for con-
siderstion.
Action deferred.

Florida, by unanimous voted, had passed and adopted said Ordinance No. 291, entitled:
AN ORDINANCE REGULATING THE CONSTRUCTION OF PRIVATE DRIVE4tiAYS AND SIDE'W'ALKS ON THE
PUBLIC STREETS AND AVENUES OF THE CITY OF SANFORD, FLORIDA, AND DRIVE�tiAYS AND PAVED
AREAS FOR GASOLINE FILLING STATIONS OR OTHER BUSINESS PURPOSES; TO PROVIDE THEIR MANNER

On motion duly adopted, Ordinance No. 291 was ordered POSTED at the front door of the
City Hall in the City of Sanford, Florida, in accordance with the terns of the Charter,
as amended.
Ordinance No. 292 entitled:
AN ORDINANCE AMENDING SECTION 5 OF ORDINANCE NO. 223 OF THE CITY OF SANFORD, FLORIDA,
REQUIRING LICENSES AND PAYMENT OF LICENSE TAX FOR ENGAGING IN CERTAIN BUSINESSES IN THE
CITY OF SANFORD, FLORIDA, PASSED AND ADOPTED ON THE 13th DAY OF 7OVEMBER 1933, SO FAR
AS SAID SECTION PRESCRIBES THE AMOUNT OF LICENSE TAX TO BE PAID BY CONTRACTORS:

On motion duly adopted, Ordinence ivo. 292 was ordered POSTED at the front door of the
City Hall in the City of Sanford, Florida, in accordance with the terms of the Charter ,
as amended.
Bill of Martin Temple in amount of $199.95 for furnishing all materials and labor in
remodeling the building at shuffleboard courts at Palmetto Avenue and 0econd Street, next
presented, and on ,motion of Commissioner Hi --gins, seconded by Commissioner Gut and carried, sem
was approved and payment ordered.
On motion of Commissioner Higgins, seconded by Commissioner Lodge and carried, the
Commission next authorized access by the City Clerk and City Attorney to safety deposit box
No. 177 at the Sanford Atlantic National Bank for the purposes of securing Refunding Series
"A" bonds nos. 4969 thru 5003 deposited therein, to deliver to the Fiduciary Counsel, Inc.
in the exchange of bonds as authorized under Resolution Sao. 567.

Application next received from ��rs. Frances D. Woodruff to purchase Lot 12 of
Block S of Bel Air Subdivision at a price of 0100.00 and lots 23 and 24 of Block 8
of Bel Air Subdivision at 475.00 each, under the following terms and agreement:
Offering initial payment of 462.50 representing one — fourth of total consideration of
the three lots, and request that the City place the deed of conveyance in escrow in
one of the local banks with instructions for the bank to deliver the deed to her
upon the payment of the balance of the purchase price in amount of :187.50 on or be-
fore July 1, 1;40, and should she fail to complete the purchase of the aforesaid lots
on or before said date, the initial payment to be retained by the City and the deed
withdrawn from the bank.
Thereupon , after careful consideration anuin view of the fact that Mrs Woodruff
was the former owner of the aforesaid lots prior to foreclosure by the City,
Commissioner Higgins moved that the Clerk be authorized to sell Y rs. Frances D.
Xoodruff Lots 12; 23 and 24 of Block S of Bel Air Subdivision at a total price of
$250.00 under the terms outlined above.
Seconded by Commissioner Rollins and carried.

Request next received from the Rose Circle of the Garden Club for the City to furnish
5000 brick for beautifying ti-le grounds at the south side Pri t,ary School, but in view of
the fact that the City has no brick available for this purpose, this request could not
be °ranted.
Application next received from Charlie Dorgan Jr. for permit to sell beer and wines
at 1720 W. 13th St., and same was referred to Chief of Police Williams for investigation.
On motion of Commissioner Gut,•seconded by Commissioner Rollins and carried, the
Commission next authorized and instructed the Clerk to purchase two fire extinguishers for
the club building at the municipal golf course.
Application next received from -rs. C.A.Partin to purchase Lots 1 and 2 of Block 7
of Bel Air Subdivision at a price of 475.00 each, and on motion of Commissioner Gut, seconded
by Commissioner Rollins and carried, same was approved.
Fire Chief Cleveland next presented annual report of the sire Department for year
ending December 31, 1939•
The following recommendations next received fro;n the Advisory Board of the Municipal
Golf Course, as a result of its meeting held on January 20, 1940.
Minor improvements urged for the club dining and living rooms by papering the
ceilings, repairing the plaster, etc so as to make the place more presentable for ladies
to hold parties; purchase a small tractor which will be more economical to operate and more
useful for all around work tha�' the Fordson tractor now in use; install a hot water supply
system adequate for the needs of the golfers.
Thereupon, after considerable discussion, Commissioner Hi - -ins moved that Supt.
Moughton be instructed to obtain prices on re— papering and repairing the plaster in the
dining and living rooms and the installation of a hot water system at the club building
and that he be authorized to hove this work done providing the cost does not exceed $300.00
Seconded by Commissioner Gut and carried.
Application next received from Pat Lorris for permit to erect a frame building
size 10' X 12' to be used for an office, and a frame and metal building size 40, X 15' to be
used for storing cars on Lot 13 Block 4 Tier 2, located on the northeast corner of
Magnolia Avenue and Third Street.
In view oa this location being in the fire zone and the aforesaid specifications not

conforming with the building code, this permit could not be granted.
Request next received from t4rs. Henry gtight at 1600 Park Avenue for the City to
remove two oak trees from tree alley right —of —way in back of her home, and same was
authorized .

supply main from wells to pumping station next received and accepted under the specification

Thereupon, after comparison of the specifications and prices submitted, Commissioner
Hi;�- -.-ins moved that the low bid of Lee Brothers be accepted.
Seconded by Commissioner Lodge ana carried.
The Clerk next presented bill of Central Foundry Company in amount of 429,654.55
covering 16,254 feet fo Class 150 cast iron pipe and fittings furnished for replacing the
water supply main from wells to pumping station in accordance with their contract.
Thereupon Commissioner Rollins moved that the Mayor and Clerk be authorized to
execute e ter Plant Revenue Certificates in amount of $29,600.00 in accordance with
Resolution No. 565 authorizing the issuance of same, and to sell $15,000.00 of said
certificates to the banford Atlantic i \]ational Bank and $5,000.00 to Florida State Bank
of Sanford, and to use the proceeds from said sales in amount of X20,000.00 and additional
funds in amount of 454.86 in payment of the aforesaid bill of the Central Foundry Company,
and to deliver 10,,eter Plant Revenue Certificates in amount of 0`9,000.00 to the Central
Foundry Company as payment in full of the balance of this account.
Seconded by Commissioner Gut and carried.
Request next received from henry "4atson to be allowed to pay delinquent taxes for
the years 1929 thru 1935 amounting to .$365.90, end p2ving assessment and interest amount-
ing to :$360.74 under the adjusted basis, amounting to $111.62 against Lot 9 Aoodruff's
Subdivision.

Request next received from J A Doyle to be allowed to pay delinquent taxes for the yearE
