The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida at 7:30 o'clock P.m. February 12, 1940.

read and approved.
Current invoices and payrolls for the month of January , 1940, properly audited
and vouchered as evidenced by vouchers Nos. 11506 thru 1901, submitted, examined , approve(
and payment ordered.
Monthly reports of the streets, sanitation, health, water, police, fire, library
golf course and recreation departments for the month of January 1940, submitted and
examined.
Bank statements in ell accounts for the month of January 1940 properly reconciled
submitted and examined.
Financial statement and statement of revenues and expenditures during the month of
January 1940 submitted and examined.
Mrs Elizabeth Vaughn, ForEwomen of the Housekeeping Aide Project, next appeared and.
requester that the City's contribution toward sponsoring thio project be increased from
$6.00 to 15.00 per month, out in view of the fact that no funds are available for this
purpose, this request could not be granted.
&r. R.A. Lord next appeared and requested permission for Beck Brothers, Nazarene
Evangelists, to erect a tent and conduct evangelistic services on City owned property
located on East First Street, and same was referred to the banford ivinisterial
Association for approval.
On :notion duly adopted, the Commission next ;ranted a.r. Otto VanSchaiek the
privilege of using the hangar at the bunicipal Airport for the purpose of repairing
and storing airplanes, it being understood that the City will not be responsible
for accidents or liable for damages of any kind arising out of or in connection therewitY�,
and that Mr. VanSchaiek will vacate the hangar at any time upon the request of'the City.
Application next received from Heywood Johnson for permit to sell beer and wines
at 1106 W. 13th St.
Thereupon the Commission authorized the issuance of license to Heywood Johnson to
sell beer and wines , upon the approval and instructions of the Chief of Police.
On ,notion duly adopted, the Mayor was next authorized to proclaim February 12th.

Application next received from mrs. Frances D. tiood.ruff to ourchase Lot 10
Block 6 Bel —Air Subdivision at a price of J100.00, under the following terms and
agreement: Offering initial payment of = x;25.00 and request that the City place deed
of conveyance in escrow in the Sanford Atlentic National Bank with instruction to
deliver the deed to her upon the payment of balance of purchase price in amount of
475.00 on or oefore July 1, 1940, and should she fail to complete the :purchase of

the eforeaid lot on or before said date, the initial payment to be retained by the City
and deed withdrawn from the bank.
Thereupon, on motion duly carried, the Commission authorized the sale of this lot to
A,rs Frances D. 000druff under the terms as outlined above.
Application next received from virs ivi L Futch to purchase Lots 14 and 15 Mock 5
Bel -Air, and on :motion duly adopted, the Commission authorized the sale of these lots

at $100.00 each, under some terms for payment as authorized for lots sold to Mrs. Woodruff.
Bill of Geo. A.DeCottes, Attorney in amount of $150.00, covering opinion approving
the validity of the 4130,000.00 5% deter Plant Revenue Certificates issue: February 1,
1940, next submitted, and on motion. of Commissioner Lodge seconded by Commissioner Gut and
carried, same was approved and payment ordered.
In connection with interest due March 1, 1940, on Series A and B Refunding Bonds
dated March 1, 193 7, a.nd on advice from the Clerk that sufficient funds are on hind for the
purpose, Commissioner Higgins moved that the Clerk be authorized to transmit to the CentrPl
henover rank & Trust Company, New York City, funds in amount sufficient to pay interest
coupons due March 1, 1940 on the outstanding Series A and B Refunding bonds.
Seconded by Commissioner Rollins and carried.
On :notion duly adopted, the Commission next authorized the delivery of Refunding
Series A bonds numbers 5006 to 5015, inclusive, with coupons due September 1, 1937,
March 1, 1935, Sept. 1, 1936, Mar. 1, 1939, Sept. 1, 1939 and Mar 1, 1940, detached,
to John J Flynn through the Sanford Atlantic National Bank in exchange for Series A -BBc
bonds numbers 245 to 254, inclusive, dated January 1, 1926, due July 1, 1931, with coupons
due July 1, 1929 and subsequent coupons attached; also the payment to air. Flynn of $1,160.00
in settlement of pest due unpaid interest on said Series A -BBc bonds, and payment of $300.00
for the coupons detached from Refunding Series A bonds numbers 5006 to 5015 , inclusive.
On motion duly adopted, the Commission next authorized P_ccess by the Glerk and City
Attorney to safety deposit box no. 177 at the Sanford Atlantic National Bank for the
purpose of securing Refunding Series A bonds numbers 5006 to 5015, inclusive, deposited
therein, to deliver to Mr. John J. Flynn in the exchange of bonds as authorized above.
The Clerk next reported the need of fertilizer for the Municipal Golf Course and that
only 22 tons of castor pomace were purchased from Chase & Company under the contract for
40 tons at $22.50 per ton authorized at the meeting of July 3, 1939.
Thereupon, after considerable discussion, Commissioner Gut moved that the balance of
16 tons of castor pomace fertilizer be purchased from Chase & Co.;peny under the contract
price of $22.50 per ton, and that to tons of this fertilizer be used on the golf course and
2 tons on the athletic field.
Seconded by Commissioner Rollins and carried.
Consideration next given to the matter of POSTII'� or ADVERTISING the 1939 Delinquent
Repl Estate Tax List.
Upon motion duly adopted the 1939 Delinquent Reel Estate Tex List was ordered POSTED
in accordance with the terms of the Charter, as amended.
On motion duly adopted, the Commission next authorized the payment of ;250.00 to City
Attorney '�ilson on account for legal services to complete refunding City's bonded indebted-
ness under the provisions of the ;'Iilcox iunicipal Bankruptcy Act, as amended by 1935 Congress.
Commissioner Higgins next introdueed Ordinance No. 293, entitled:

Thereupon Commissioner Higgins moved that the rules be weived and said Drdinance

On motion duly adopted Ordinance No. 293 was next order =�d POSTED at the front
door of the City Hall in the City of 'Sanford, Florida, in accordance with the terms
of the Charter, as amended.
City Attorney ' Nilson next reported thet a meeting of City Attorneys will be held
in Jacksonville on February 15 with reference to municipal liens on properties upon which
titleshave been reverted to the Stpte under the provisions of the aiurphy Act.
Thereupon, on motion duly adopted, City Attorney `Nilson was authorized to attend
this meeting, the expenses in connection therewith to be 'borne by the City.
Request next received from C.B.Cole for the City to repair the sidewalk in front
of his home at 1010 Laurel Avenue.

the necessary repairs to the sidewalk abutting his property at 1010 Laurel Avenue.
Inspector Duncan was next instructed to notify the manager of the ikeyfair Hotel
to have the neon sign located at the corner of Park Ave and Geneva Ave. repaired or
removed from the parkway.
The Clerk was next instructed to obtain bids for furnishing fuel distillate
for the diesel engines at the iviunicipal '+rater Plant for the ensuing year.
Request next received from G.A.Sheehy for the City to place a park bench
in f rout of his office on Sanford Avenue and same was authorized.
Bill of the Florida municipal Record in amount of �2 .00 covering art work
and cut on the photograph of Sanford on cover of the January issue, next presented

There being no further business the meeting then adjourned, until 10:00 A. 1. February
