041340I MINUTES CITY COMMISSION, SANFORD, FLORIDA, -APri.l 13, at 2:30-P M19 40 The City Commission of the City of Sanford, Florida., met in adjourned session at the City Hall in the City of Sanford, Florida, at 2:30 o'clock P.M. Filson City Clerk H N Spyer 27o'l Meeting called to order by the Chairman who announced that the purpose of the meeting was to interview Miss Eleanor Morrison with respect to her application for position as Recreation Director, and to c3nsider any other applications that have been received for this position, also to handle any other matters that may come before the Board. Miss Morrision then informed the Commission of),') qualifications as Recreational Director by outlining her experience in this work for the pa.st four years as Supervisor of Playgrounds, Physical Education Teacher and Social Recreation Leader for the City of Tampa. The Clerk then presented application of Richard L. Gillespie, Assistant Coach of Athletics of Seminole High School, for the position as Recreation Director. Thereupon, after careful consideration of the applications received, Commissioner Higgins moved that the application of Miss Eleanor Morrison be accepted, and that she be employed as Recreation Director at a salary of $120.00 per month and $15.00 per month for car expenses, effective May 16, 1940. Seconded by Commissioner Lodge and carried. Further consideration next given to the proposition of Industrial Engineering Location Company of Tampa, Florida, for making an industrial survey of the City of Sanford at a cost of $250.00 , payable on the following terms: Payment of $125.00 upon the execution o contract for such survey, and the balance payable upon their locating an industry employing twenty -five or more persons within the City or within one mile of its corporate limits. Thereupon, after considerabweoufiscussion, as a result of which it was felt that the information from such a survey /be very valuable to the City, Commissioner Higgins moved that the Mayor and Clerk be authorized to enter into a contract on behalf of the City with the Industrial Engineering Location Company for making an industrial survey of the City at a cost of $250.00, payable on the following terms: Payment of $125.00 upon the completion and delivery of copy of survey to the City, such copy to be subject to the approval of the Industrial Committee of Seminole County Chamber of Commerce, and the balance of $125.00 payable upon their locating an industry employing twenty -five or more persons within the City or within one mile of its corporate limits. Seconded by Commissioner Lodge and carried. Application next received from the Central Broadcasting Corporation requesting a twenty year lease on a small space of ground in Fort Mellon Park for the purpose of erecting an antenna to be used in connection with the broadcasting station that will be operated in the Mayfair Hotel. Thereupon, Commissioner Higgins moved that the aforesaid property be leased to the Central Broadcasting Station for a period of twenty years, to be used only for the purpose of erecting a broadcasting antenna, and that the Mayor and Clerk be authorized to execute same on behalf of the City. Seconded by Commissioner Gut and carried. Further consideration next given to the proposition of Ed C.Wright & Company submitted at the meeting of April 10, with reference to refunding the $152,000.00 old bonds and accrued interest thereon in amount of $45,952.50. 2`74 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Apr 13, at 2:30 PM 19 4o Thereupon, after considerable discussion, it was the decision of the Commission that inasmuch as the refunding of the aforesaid bonds were provided in the refunding agreement approved and adopted on November 25, 1936, the City is not in a position to agree to any refunding settlement that does not conform to this agreement. There being; no further business the meeting adjourned until 7:30 o'clock P.M. April 15, 1940. Attest: City C rk. Mr. J M Gogga.ns, District Manager for the Works Projects Administration next appeared with refernece to the City submitting applications for sponsoring more CPA projects, stat- ing that the City projects now in operat=ion will be completed within a few weeks and a number of men will be without employment unless new projects are sponsored by the City. Consideration was then given toward a 17PA project for constructing a swimming pool in Fort Mellon Park. Thereupon, after considerable discussion, Commissioner Higgins moved that Engineer Fred T. Williams be authorized to prepare a WPA project proposal for constructing a swimming pool, size 56' X 1644' in Fort Mellon Park, the cost for preparing this project not to exceed $125.00 Seconded by Commissioner Lodge and carried. Mr. Ed. C.Wright and Mr. Roberts, representatives of Ed.C.Wright & Company , next appeared with further reference to their proposal for refunding the $152,000.00 old bonds represented by them. The Board then proceeded to a lengthy discussion and study of the several proposals offered by-them , action being deferred, pending further consideration of the matter. On motion duly adopted the City Clerk was next authorized to attend a meeting of Finance Municipal/Vfficers and City Managers to be held in Orlando on April 21st, the expenses incurred to be borne by the City.
