The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Hall in the City of Sanford, Florida at 2:00 o'clock P.M. May 1, 1940.
Present: Walter S. Coleman, MayorT Commissioner.

Meeting called to order by the Chairman.
Request next received from the Seminole County Democratic Committee that Magnolia
Avenue be blocked off from First Street south to Second Street and benches placed there
on the night of May 4th. for the final political rally that will be held in Sanford
before the May Primaries , and same was authorized.
Mr. H J Lehman, Manager of Sanford State Farmers Wholesale Market next appeared with
reference to the PrPA project for constructing facilities for marketing livestock at
the aforesaid market, which is being sponsored by the State, advising that the State
will not be able to finance all of the Spnonsor's share of this project and requested
that the City furnish trucks for twelve hundred truck hours of hauling in connection
with preparing the grounds.
Thereupon , after careful consideration, Commissioner Higgins moved that the City
f urnish trucks for twelve hundred truck hours of hauling towards the sponsor's share
of the WPA livestock project at the Sanford State Farmers 'Xholesale Market, provided
the City has trucks available for this purpose at the time such hauling is required.
Seconded by Commissioner Lodge and carried.
The Chairman next announced that in view of the fact that the car now being
used by the Police Department for night patrol duty is worn to such an extent as to

seriously hinder the efficiency of the Department , the Clerk had been instructed to obtain
bids for the purchase of a new car for the Police Department for consideration of the
Commission at this meeting.
Thereupon the bids for furnishing a new car for the Police Department were next pre—
rented , as follows:

Thereupon, after
comparison of the bids submitted, Commissioner
Higgins moved that the
lowest bid , that of
Altman Chevrolet Company for $629.75 less credit of `289,75 on the
1937 Plymouth Sedan
now used by the Police Department, be accepted.
Seconded by Commissioner
Rollins and carried.
On motion of Commissioner Lodge, seconded by Commissioner Higgins and carried, the

The Commission next authorized the purchase of a Police Siren to be installed on the new
car purchased for the Police Department.
Engineer Fred T. Williams next presented an amended INPA project application covering the
construction of a boat basin adjacent to the municipal pier at the foot of Park Avenue,
the new application contemplating the expenditure of $52,553.00 of which the City's share
will be 420,275.00
Thereupon Commissioner Higgins moved that the application be approved and the Mayor and
Clerk be authorized to execute same on behalf of the City.
Seconded by Commissioner Lodge and carried.
Further request next received from J W Rhodes that homestead exemption be allowed for
year 1939 on Lot 1 Block 5 Chapman & Tucker's Addition in accordance with application for
such exemption filed with the Tax Assessor under date of March 23, 1939•
Thereupon, after being informed by the Clerk that J.N.Rhodes was a legal resident of
Hillsboro County, Florida, on January 1, 1939, and not a resident of Sanford and Seminole Count,
it was the decision of the Commission that he was not entitled to homestead exemption on the
aforesaid property for year 1939, under the provisions of Chapter 17060, Laws of Florida.,
Act of 1935.
On motion of Commissioner Higgins, seconded by Commissioner Lodge and carried, the Com-
mission next authorized an expenditure not to exceed $25.00 for the enlargement of the
concession room in the grandstand building at the Municipal Athletic Field.
Commissioner Higgins next introduced Resolution No. 574 and after being read in full
by the Clerk, moved its passage and adoption.

RESOLUTION No. 574.
A RESOLUTION OF THE CITY COvMISSION OF THE CITY OF SANFORD, FLORIDA, PROVIDING FOR THE
ADJUSTMENT OF CERTAIN DELINQUENT TAXES AND /OR SPECIAL ASSESSMENTS AGAINST IMPROVED REAL
PROPERTY IN THE CITY OF SANFORD, FLORIDA.
WHEREAS, theCity Commission of the City of 6a.nford, Florida, pursuant to the provisions
of Chapter Laws of Florida, Acts of 1939, has adjusted certain delinquent taxes
and / or special assessments against real property situate in the City of 6anf ord, Florida,
but there are many improved lots, pieces and parcels of land in said City against which
delinquent taxes and /or special assessments exist and are subject to adjustment, and
which delinquent taxes and /or special assessments have not been adjusted, and such property
is burdened with delinquent taxes and /or special assessments to such extent that it is not
probable that such delinquent taxes and /or special assessments would be redeemed for the full
amount thereof within any reasonable time, and the City Commission deems it advisable , ex-
pedient, and for the best interests of said City that such delinquent taxes and /or special
assessments be adjusted under the terms and provisions hereof:
NOW , THEREFORE, BE IT RESOLVED by the City Commission of the City of 6anford, Florida,
that delinquent taxes and /or special assessments held by the City of 'Janford, Florida,
against improved real property in said City, and which delinquent taxes and /or special assess
ments are subject to adjustment, but have not been adjusted or paid, as heretofore adjusted,
shall, until further order of the City Commission be considered as having been adjusted
in accordance with the plan of adjustment now in operation by said City, but the total amount dL

on said delinquent taxes and /or special assessments, as adjusted, shall be paid in full,

prior to the institution of suit for foreclosure by the City for such delinquent taxes and
or special assessments, or before the right herein granted is rescinded ; and provided, however
that such adjustment of delinquent taxes and /or special assessments shall not become effective
until said delinquent taxes and /or special assessments, as adjusted, are actually paid in
full, and nothing herein contained shall prevent the City from instituting suit to foreclose
any of said delinquent tax liens and /or special assessment liens, at any time it desires,
for the full amount of said delinquent taxes and /or special assessments, including interest
and penalties.
BE IT FURTHER RESOLVED that the City Tax Collector be, and she is hereby authorized to
accept payment in full of said adjusted taxes and /or special assessment liens, in accordance
with this resolution, until further order of the City Commission.
BE IT FURTHER RESOLVED that this resolution shall become effective immediately upon
its passage and adoption.
