051340l_J 1 LJ 1 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, MaY 13 at 7!30 P 19 40 The City Commission of the City of 6a.nford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. May 13, 1940. Present: Commissioner Walter S. Coleman, Mayor. " H.James Gut " Edward Higgins " M.J.Lodge " G E Rollins City Attorney Fred R. Wilson City Clerk H.N. Sayer Chief of Police R.G.Williams Meeting called to order by the Chairman. Minutes of regular meeting of April S. adjourned meetings of April 9,10,11,13,15; 2R7 regular meeting of April 22nd. and adjourned meeting of April 23, 1940 next read and approved. Current invoices and payrolls for the month of April 1940, properly audited and vouchered as evidenced by vouchers Nos. 2096 thru 2156, submitted, examined, aoproved and payment authorized. Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire, Library, Golf and Recreation Departments for the month of April 1940, submitted and examined. Bank Statements in all accounts for the month of April 1940, properly reconciled, submitted and examined. Financial statement and statement of revenues and expenditures during the month of April 1940, submitted and examined. Montez Harris next appeared and outlined the community week program of the colored professional and service division of the Works Projects Administration to be held in Sanford during the week of .obey 20th. and requested some financial assistance from the City toward defraying the expenses of this program. Thereupon, after careful consideration, Commissioner Lodge moved that the City donate $10.00 toward defraying the expenses of this program. Seconded by Commissioner Hijgins and carried. Further consideration next given to the request of the First Methodist Church for some financial assistance toward defraying expenses of the Annual State methodist Conference to be held in Sanford on June 12th. thru 17th. Thereupon, Commissioner Higgins moved that $100.00 be appropriated to the Seminole County Chamber of Commerce for the purpose of helping defray the expenses of the Annual State ;bethodist Conference to be held in Sanford on June 12th. thru 17th. 1940. Seconded by Commissioner Rollins and carried. A group of young men , with William Stemper as spokesman next appeared and requested that the City sponsor softball games during the summer months so as to provide recreation for the young men and boys of Sanf ord, Stating that they would like to organize !teg= and play softball on the nights when there are no baseball games being played in the City. Thereupon, the Commission informed them that there are no.f unds available in the appro- priation of the Recreation Department for operating softball games, but that the field is available to them for playing softball, provided they organize a club and sponsor the games themselves. Mrs Carrie Smith, Supervisor of the iVPA sewing room project, next appeared and requested that $5.00 of the City's contribution toward the WPA sewing room project be used to help defray the expenses of the Community week program of the white Professional & Service Division of the Viork,Projects Administration, and same was authorized. 1 2R.9 MINUTES CITY COMMISSION, SANFORD, FLORIDA, —13 7 :30 P M 19 40 Mr h B Pope next requested that the Florida Motor Lines Corporation be allowed to park their buses on the driveway parallel with the street at his service station for the load- ing and unloading of passengers, instead of driving in at the station for the loading and unloading of passengers as ordered by the Commission at the meeting of April 23,1940. Thereupon, after careful consideration and upon recommendation of Chief of Police Williams, the above request was granted. Application next received from Harry E. Robson for permit to construct an out —door concrete finish dance floor, size 30' X 30' on a part of the City owned property leased to him for operating a bowling alley, located at the southeast corner of First Street and Cypress Avenue. Thereupon, after considerable discussion, Commissioner Higgins moved that the City grant Mr. Robson a permit to construct a 30' X 30' out —door concrete finish dance floor on the aforesaid property. Seconded by Commissioner Gut and carried over the dissenting vote of Commissioner Rollins. Engineer Fred T. Williams next presented the "yPA project application covering the con- struction of a swimming pool and development of the balance of property in Fort Mellon Park, the total cost of the project being $51,432.00, of which the City's share is $15P335.00- Thereupon Commissioner Higgins moved that the application be approved and the 'ayor and Clerk be authorized to execute same on behalf of the City. Seconded by Commissioner Lodge and carried. Communication next read from sir. Thomas Ratliff requesting the City not to remove the old 16" redwood water pipe from under his driveway in front of his home located on State Highway No. 3, offering to assume all responsibilities for any damages which might occur as a result of leaving this pipe under his driveway. Thereupon, in view of the fact that in granting the City a permit to construct the new pipe line on the right —of —way of the State Highway No. 3 the State Road Department required the City to remove the old pipe line from said right —of —way , it was the opinion of the Commission that the City will have to remove this pipe from under fir. Ratliff's driveway. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Commission next approved the purchase of bonds, as follows: 5 Refunding Series A bonds Nos. 3722/3726, with coupons due Sept 1, 1940 and subsequent coupons attached, from Baynard Realty & Insurance Company at a price of .262.50 per bond and interest. 11 Refunding Series A bonds Nos. 258/262, 1561, 3979/3983, with coupons due Sept 1, 1940 and subsequent coupons attached f roan Field, Richards & Sheppard at a price of $280.00 per bond and interest. 5 Refunding Series A bonds Nos. 713/717 with coupons due Sept. 1, 1940 and subsequent coupons attached, from Rogers, Torrey & Cohu at a price of $275.00 per bond and interest. 5 Ref undino Series A bonds Nos. 4913/4917 , with coupons due Sept 1, 1940, and subsequent coupons attached f rim A.B.Morrison & Company at a price of $277.50 per bond and interest. The Clerk next reported that the WPA had received bids on the two water meters to be furnished by them under the Water Works Project for installation at the -water pumping station, and that they have sufficient funds with which to purchase two electrically operated venturi tube meters in accordance with specifications pre-parted by Engineer 7. ".Gillespie. MINUTES CITY COMMISSION, SANFORD, FLORIDA, ny 1-3 at 7 -30 p 1V 19-40 Thereupon the Commission instructed that a request be made to the "1PA for the purchase of two electrically operated venturi tube water meters for the City. Application next received from J E Jones for permit to sell beer and wines at 4222 Last Fourth Street, and upon recommendation of Chief of Police Williams, same was approved. On motion duly carried, the Cc aimission next approved the transfer to R. Tietjens , 1144 Park Avenue, of the license issued to Frank Tyler to sell liquors at this location. Further consideration next given to request of R.S. Miller representing the Florida 'National Lxhibits for a contribution towards financing its activities at the "+orld's Fair in New York City during the coming season. Thereupon., Commissioner Higgins moved that $100.00 be appropriated for this purpose, to be included in the budget for the fiscal yea r 1940 -1941. Seconded by Commissioner Lodge and carried. The Clerk next reported that a number of long distance telephone calls are being made on the telephone in the ►PA office, which is being furnished by the City , and that there is no one to assume the responsibility of this telephone since the NPA dispensed with the office personnel. Thereupon Commissioner Rollins moved that the City discontinue furnishing telephone service for the INPA office in the City Hall building. Seconded by Commissioner Lodge and carried. 289. Request next received from Dr. `,'I.T.Langley that the overhead street light at the intersection of Second Street and Scott Avenue be placed back in service, and same was filed for consideration when preparing budget for fiscal year 1940 -1941. Request next received from Lyman Phillips for an adjustment of the assessed valuation in amount of 41,700.00 placed on Lot 5 Block 4 Tier 7 for the years 1934 thru 1939, claiming this assessment to be in excess of the value of the property. Thereupon, after comparison of the assessed valuation of this property with the assessed valuation of similar properties similarly located, Commissioner Higgins moved that the assessed valuation in the amount of $1700.00 for the years 1934 thru 1939 be adjusted to $1500.00. Seconded by Commissioner Gut and carried. The Clerk next reported that for the year 1938 Lot 1 Block 12 Tier B had been assessed as improved property, whereas the house on this property was torn down and removed by the City in 1935. Thereupon in or -er to correct this error in assessment, Commissioner Gut moved that the taxes for the year 1935 be adjusted to '$5.10 said Resolution No. 575 being in words and figures as follows: RESOLUTION No. 575 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, releasing and discharging paving lien against lot 1, Block 8 Tier 4, Seconded by Commissioner Lodge and carried. On motion of Commissioner Gut, seconded by Commissioner Rollins and carried, the Commission next authorized John D. Abrahams, grater Plant Engineer to attend the Water Wroks Convention to be held at Jacksonville on May 15th. and 16th. , the expenses incurred to be borne by the City. Commissioner Gut next introduced Resolution No. 575 and after being read in full by the Clerk , moved its passage and adoption. YNHEREAS, there appears in Lien Book K, at page 36 of the public records of Orange County, Florida, of which County Seminole County was formerly a part, the record of a paving lien dated -uarch 10, 1910, in favor of the City of Sanford, Florida, and against Lot 1 of Block S of Tier 4 of E.R.Trafford's chap of the City of Sanford, Florida, in the amount of $106.93, and, WHIREAS, the City of Sanford has no record on its books of the aforesaid lien as being outstanding and unpaid, and in order that the aforesaid lot, piece or parcel of land may be cleared of the record of said lien as aforesaid, the City Commission deems it proper that any apparent claim of lien on the part of the City against the aforesaid lot, piece or parcel of land, by virtue of the record aforesaid, should be released and discharged and the record thereof cancelled; NOIt, THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the aforesaid recorded paving lien against the aforesaid lot, piece or parcel of land described as Lot 1 of Block S of Tier 4 of E.R.Trafford's kap of the City of Sanford, Florida, be, and the same is hereby released and discharged, and the Clerk of the Circuit Court of Seminole County, Florida, is hereby authorized to enter this satisfaction of record. ( Seal) On motion duly carried, the Commission next authorized and instructed the water department to install a 3/4" water main on Clark Ave. from Thirteenth Street south to Fourteenth Street so as to provide water service for the residence of Mattie Bolin located at the northwest corner of Clark Ave. and Fourteenth St. Communication next read from the Sallie Harrison Chapter of the National Society of the Daughters of the American Revolution requesting the City not to display torn, soiled or faded flags. Thereupon, on motion duly adopted, the Commission ordered all torn and faded flags that are being used by the City for display purposes destroyed. Request next received from airs. E.H.Camp for the City to remove a sweetgum tree from the parkway in front of her home at 306 Elm Avenue, and upon recommendation of Supt. Moughton, same was authorized. Deputy Tax Collector H J Powers next submitted the following recommendation for adjustment of personal taxes of G.R.McCpll, which he ha.d investigated and made an appraisal of the value of the property assessed.
