CITY COMMISSION, SANFORD, FLORIDA, September 16h, 7:30 P M1940
The City Commission of the City of Sanford, Florida, met in adjourned session at the
City Hall in the City of Sanford, Florida, at 7:30 o'clock P.VI. September 16, 1940.
Present: Commissioner Walter S. Coleman, Mayor.

Meeting called to order by the Chairman.
j Mr. J.E.Preston next appeared on behalf of Mrs. J.A.Brigham and requested an adjustment
of the assessed valuation in amount of X2,000.00 for the year 1932 and $1,700.00 for the
years 1933 thru 1939 against Lot 3 Block 8 Tier 7, claiming the assessments are too high.
Thereupon, after careful comparison with the assessed valuations of similar properties
similarly located, the Commission felt that the assessments against this property are
1 well in line and no adjustment could be allowed.
Communication next read from the Executive Committee of the Fernald - Laughton Memorial
Hospital Association requesting the Commission not to grant a permit for the operation of
a funeral home at the Northwest comer of Oak Avenue and Fifth Street because of the
adverse effect of such an institution adjoining a hospital.
Action deferred.
On motion duly adopted Chief of Police Williams was next authorized to purchase
one Mobile Dynamotor Power Unit from T.O.Tyner Jr. at a price of $20.00
Consideration next given the matter of moving the information booth of the Junior
Chamber of Cormerce from its present location at southeast corner of Park Avenue and
Seminole Boulevard to the south side of Seminole Boulevard between the Municipal Zoo
and the Legion Hut, the Atlantic Coast Line Railroad Company having signified its
willingness to lease the City a portion of its property at this location for this purpose.
Thereupon Commissioner Higgins introduced the following; Resolution and moved its passage
and adoption:
BE IT RESOLVED BY THE CITY COT.,UJISSION of the City of Sanford, Florida, in, .
adjourned regular meeting assembled, that the h4ayor- Commissioner of said City,be,
and he hereby is authorized to enter into an agreement with the Atlantic Coast Line
Railroad Company, and to sign same on behalf of said City, whereby the said Railroad
Company demises and leases unto the said City the right and privilege of occupying and
using for the purpose of constructing and maintaining an information booth all that
certain space of land , property of said Railroad Company at Sanford, Florida, described
as follows to -wit:
Beginning at a point on the southwest line of Seminole Boulevard 131 feet southeastward -
ly from its intersection with the east line of TTyrtle Avenue, running thence southeastwardly
along said Boulevard line 10 feet, thence southwardly parallel with said Avenue line 10
feet, thence northwestwardly parallel with the first described course 10 feet, thence
northwardly 10 feet to the point of beginning;
as described in said agreement, which agreement is dated September 9, 1940.
Seconded by Commissioner Lodge and carried by the following vote of the Commission:

The Board then proceeded to a further study of the estimate of revenues and
expenditures for the fiscal year 1940 -1941, after which the meeting adjourned
until 1:00 o'clock P.1,1. September 19th. 1940.
