The City Commission of the City of ``anford, Florida, met in regular session at
the City Hall in the City cf Sanford, Florida at 7:30 o'clock P.qT. September 23, 1940.
Present: Commissioner Walter S. Coleman, ``ayor.

A number of livestock producers and retail meat dealers of Sanford and Seminole
County next appeared with reference to Ordinance No. 301, prohibiting the sale of meats
within the City without such meats first having been inspected and approved by a State
Veterinarian representing the State Livestock Sanitary Board, which was introduced and
placed on its first reading at the meeting of September 13th.
Thereupon, after a lengthy discussion in which several protested the passage of
Ordinance No. 301, claiming it would create a hardship upon both the producers and
retail dealers, Commissioner Higgins moved that Ordinance No. 301 be tabled.
Seconded by Commissioner Gut and carried.
A delegation of golf players and others interested in the 'Junicipal Golf Course
next outlined the need of a new club building so as to provide the proper facilities for
social activities in connection with a country club, stating that the revenue of the
golf course could be increased considerably from the sales of social memberships if a
new club building were erected.
Thereupon, after considerable discussion, the Co;_mission agreed to inspect the present
club building with a view to obtaining an estimate of the cost of having it repaired,
or its salvage value for use in erecting a new building, for further consideration.
G.W.Spencer, Attorney, representing some residents of Sanford next appeared
and registered a protest against the adoption of Ordinance No. 299, establishing
and imposing a fee for the service of garbage collection rendered by the City, which
was introduced and placed on its first reading at the meeting of September 13th.
claiming that there are no provisions in the Charter of the City of Sanford to grant
the Commission legal authority to levy such a tax for revenue purposes.
Thereupon, the Commission ordered the reeding of Ordinance No. 299 for its final
passage and adoption deferred, pending advice as to its legality from the City Attorney.
George A. Speer, Attorney, next appeared on behalf of 'Mr. Harris E.Anderson & Mr.
J. Charles Griffith and requested a permit to establish a funeral home at the northwest
corner of Oak Avenue and Fifth Street, stating that they had purchased this property
for this purpose, without being advised that there would be objections filed with
the City Commission against granting a permit for the operation of a funeral home at
this location.
A letter signed by four residents on Oak Avenue was then read, requesting the
Commission to defer action on this permit until they can be represented by their attorney,
who is absent from the City at this time.
Thereupon, in view of the aforesaid request, the Commission deferred action until
a later date.

Consideration next given to a proposition of Loew's , Inc. Culvert City, Calif.
offering to deliver and assign to the City one male buck deer for breeding purposes,
in consideration of the assignment to them of all fawns born in the City's Zoo during
the year 1941.
Thereupon on motion duly carried, the Commission approved the aforesaid proposition
and authorized the Mayor to execute a letter of agreement with Loew's, Inc. covering this
assignment.
In accordance with the regulations governing the holding of Primary Elections, and
on motion of Commissioner Higgins, seconded by Commissioner Rollins and carried, the
Mayor was next authorized to issue an election proclamation calling a Primary Election
to be held on November 5,1940 for the purpose of selecting one nominee for the position
of City Commissioner to fill the vacancy to be created by the expiration of the term of of-
fice of City Commissioner Walter S. Coleman ; the following being designated as Clerk and
Inspectors of said Election:

Ordinance No. 300 entitled:
AN ORDINANCE OF THE CITY OF SANFORD,FLORIDA, DEFINING "MILK" AND CERTAIN "MILK .PRODUCTS"
"MILK PRODUCER ", "PASTEURIZATION; ETC. PROHIBITING THE SALE OF ADULTERATED AND LIISBRANDED
MILK AND MILK PRODUCTS, REQUIRING PERMITS FOR THE SALE. OF MILK AND MILK PRODUCTS,
REGULATING THE INSPECTION OF DAIRY FARMS AND MILK PLANTS, THE TESTING, GRADING, LABELING,
PLACARDING, PASTEURIZATION, REGRADING, DISTRIBUTION, SALE, AND DENATURING OF MILK AND
MILK PRODUCTS, PROVIDING FOR THE PUBLISHING OF 14ILK GRADES, THE CONSTRUCTION OF DAIRIES
AND MILK PLANTS, THE ENFORCE'-:ENT OF THIS ORDINANCE, A?D THE FIXING OF PENALTIES.
introduced'and placed on its first reading at the adjourned regular meeting of the City
Commission of September 13th. 1940, was next placed on its second reading and read in full
by the Clerk.
Thereupon the roll was called on the passage and adoption of said Ordinance No. 3n0,
the vote being as follows:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 300 entitled:
An Ordinance of the City of Sanford, Florida, defininS " Milk" and Certain
"Milk Products" " �slilk Producer ", " Pasteurization," Etc., Prohibiting the sale
of adulterated and mis- branded milk and milk products, requiring permits for the
sale of milk and milk products, regulating the inspection of dairy farms and
milk plants, the testing, grading, labeling, placarding, pasteurization, re-
grading, distribution, sale, and denaturing of milk and milk products, providing
for the publishing of milk grades, the construction of dairies and milk plants,
the enforcement of. this ordinance, and the fixing of penalties.
On motion duly adopted Ordinance No. 300 was next ordered POSTED at the front door
of the City Hall in the City of Sanford, Florida, in accordance with the terms of the
Charter , as amended.
On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the
Commission next authorized payment to the Barnett National BEnk of Jacksonville, the
third annual premium in amount of $445.78 due October 1, 1940, on the five year
Insurance premium contract covering fire insurance on City property as provided in the
Schedule Policy.
On motion duly carried, the Commission next ordered all insurance policies renewed
with the same companies nor carrying such insurance.
Applicatiop next received from TArs J.A.Brigham for homestead exemption for the

year 1939 on Lot 9 Block 8 Tier 3, claiming that application for such exemption at
the proper tine having been neglected through an oversight.
Application approved.
