The City Commission of the City of Sanford, Florida, met in adjourned sessirn
at the City Hall in the City of Sanford, Florida at 4:00 o'clock P.11. September 30
1944.

Meeting called to order by the Chairman.
Application next received from Tony Singleton for permit to sell beer and wines
at 1219 W. 13th St. , and upon reco<zmendation of Chief of Police Williams, same was
approved.
Application next received from Carl Miller for permit to sell beer and wines
at the Triangle Service Station located at the corner of State Road No. 3 and South
French Ave., and upon the request of Chief of Police Williams, same was refused.

of arsenate of lead and 2000 pounds of milorganite fertilizer for the "Iunicipal Golf

Thereupon after comparison of the prices submitted, Commissioner Gut mcv ed that
the low bids be accepted.
Seconded by Commissioner Lodge and carried.
Bill of A.P.Connelly & Sons in amount of $77.50 covering services rendered in con-
nection with acquiring options for the City on property north of the present aviation field
and on property in Sections 5 and 6, Township 20 S. Range 31 E. , for the proposed
aviation field, next presented, and on motion of Commissioner Rollins, seconded by
Commissioner Higgins and carried, same was approved and payment authorized.
Communication next read from E.P.Owen Jr. , Secretary of the Florida League
of 11unicipalities requesting the City to carry a full page advertisement at a cost of
$200.00 in the November issue of the Florida 14unicipal Record which will be a special
edition featuring the Annual Convention of the Florida League of municipalities to
be held at West Palm Beach.
Thereupon the Clerk wV:.s instructed to advise !,gr. Owens that no provisions have
been made in the 1940 -41 budget appropriations for the expenditure for an advertisement
in this year's Convention Issue of the,Iunicipal Record.

Co ..munication next read from Lieutenant Colonel Geo.A. DeCottes, 124th. Infantry Post
Commander of the Florida National Guard, requesting; the City to pay one -half of the
salary of the caretaker of the Armory property, which will amount to $37.50 per month,
during the period of active service of the local troops of the National Guard, stating
that after the troops have been inducted into Federal Service there will be no Federal
funds available for payment of a caretaker of the Armory property.
Thereupon after careful consideration, the Clerk was instructed to advise Lieutenant
Colonel DeCottes that the City will not have funds available to defray bne -half of the
cost of the salary of a caretaker of the Armory property during this period.
Consideration next given to the final passage and adoption of Ordinance No.298
entitled:
AN ORDINANCE ESTABLISHING A PUBLIC UTILITY FOR THE CITY OF SANFORD, FLORIDA,
CONSISTING OF THE SANITARY SEWERAGE SYSTEIr2 AS NO "I IN EXISTENCE AND ALL
EXTENSIONS OR RE- PLACE,. 'ENTS THEREOF; ESTABLISHING AND PROVIDING RATES AND
CHARGES FOR THE USE AND PRIVILEGE OF USE OF SUCH UTILITY; PROVIDING FOR THE
COLLECTION AND DISPOSITION OF SUCH CHARGES, !. AKING IT UNLAWFUL TO TAP OR USE
SUCH SYSTEM WITHOUT A PFR 'IT AND THE PAYMENT OF ALL CHARGES ANTD FEES CHARGED
THEREFOR, AND PROVIDING A PENALTY THEREFOR.

entitled:
AN ORDINANCE REGULATING THE COLLECTION AND DISPOSITION OF GARBAGE, DEFINING THE WORD
"GARBAGE" AS USED HEREIN; ESTABLISHL14G AND I.POSING A CHARGE OR FEE FOR THE SERVICE OF
GARBAGE COLLECTION RENDERED BY THE CITY OF SANFORD; PROVIDING FOR THE COLLECTION OF SUCH
CHARGE OR FEE AND ITS DISPOSITION; DECLARrNG CERTAIN ACTS OR PRACTICES AS HEREIN DESCRIBED
RELATING TO THE ACCUMULATION, DISPOSITION, STORAGE AND HANDLING OF GARBAGE TO BE UNLAWFUL
AND A VIOLATION OF THIS ORDINANCE AND PRESCRIBING PENALTIES FOR THE VIOLATION OF THE
PROVISIONS OF THIS ORDINANCE.

AN ORDINANCE PRESCRIBING RATES TO BE CHARGED FOR WATER FURNISHED BY THE CITY
OF SANFORD, FLORIDA, AND THE TIME THAT SAID RATES SHALL BE PAID.
On raotion duly adopted Ordinance No. 302 was next ordered PUBLISHED in the Sanford
Herald.
On motion of Commissioner HiF2;ins, seconded by Commissioner Rollins and carried,
the Clerk was next authorized and instructed to transfer $1,000.00 from the Divisi on
of Insurance, to the Insurance Fund Account in the Sanford Atlantic National Bank, this
amount to supplement funds already on deposit in this account and carried as a reserve to
pay claims for which the City may be liable as a Self Insurer under the Workmen's Compen-
Bait ion Act.
On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Clerk
was next authorized and instructed to transfer $1,570.00 from current Debt Service col-
lections to the Sinking Fund for interest on unexchanged Series "A" Refunding bonds;
$$300.00 from the Department of Water Utility revenues to the Sinking Fund for interest
on unexchanged Series "B" Refunding bonds; and $2,584.96 from the Sinking Fund to the
Ordinary Fund to reimburse the Ordinary Fund for Debt Service expenses paid by the
Ordinary Fund for the Sinking Fund.

ANY UNEXPENDED CASH SURPLUS ON HAND AT TFE E1D OF T17 FISCAL YEAR 1939 -1940 TO THE
DEPARTMENT OF THE GENERAL GOVERNMENT OF SAID CITY, FOR THE FISCAL YEAR 1940 -1941,
FOR USE FOR THE ORDINARY PURPOSES ATV °D OPERATING EXPM, SES OF SAID CITY.
WHEREAS, the City Commission of the City of Sanford, Florida, deems it necessary,
expedient and for the best interest of said City that any unexpended cash surplus as
of September 30,1940, of the operating revenues of said City for the fiscal year 1939 -1940
be appropriated for the ordinary purposes and operating expenses of said City in the
budget for the fiscal year 1940 -1941.
NOW,THEREFORE,BE IT RESOLVED by the City Co» mission of the City;:- of Sanford, Florida
that any unexpended cash surplus as of September 30, 1940, of the operating revenues of
said City for the fiscal year 1939 -1940 be and the same is hereby appropriated to the
Department of General Government of said City for the ordinary purposes and operating expensE
of said City for the fiscal year 1940 -1941, and said cash surplus shall be incorporated
in the budget of revenues and expenditures of said City for said fiscal year 1948 -1941 for
the ordinary purposes and operating expenses of said City
BE IT FUP.THER RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.

BE IT FURTHER RESOLVED, that upon the collection of any revenues of said
City the City Clerk shall allocate from each dollar collected and received the
several amounts to the respective funds or purposes for which the same are hereby
authorized and appropriated.
BE IT FURTHER RESOLVED, that this Resolution shall become effective as
of the lst. day of October 1940.

and same was placed on its first reading and read in full by the Clerk .
Thereupon Commissioner Rollins moved that the rules be waived and said
Ordinance No. 303 be placed on its final passage and adoption. Seconded by Commissioner
Gut.
Thereupon the question recurred upon the waivure of the rules. The roll was

door of the City Hall in the City of Sanford, Florida, in accordance with the terms of
the Charter, as amended.
Application next received from A B Stevens for permit to erect a sheet iron
metal warehouse building, size 40' X 90' on Lot 7 Block 14 Tier 8,
located on the east side of French Avenue between Twelfth Street and Thirteenth Street.
Application approved.
Consideration next given to the purchase of the following described property
containing 25 acres from E.D.Giles and wife, Eddye Lee Giles, at a price of 9250.00
said land lying between Mellonville Avenue and Sipes Avenue and Geneva Street and
Thirtieth Street, and being a part of the site for the proposed aviation field.
Beginning at the southwest corner of the N.W 1/4 of N '-v 1/4 of Section 5,
Township 20 South, Range 31 East, run North 1134.8 ft. to a point 511.2 ft.
south of the northwest corner of said Sections , run thence East 511.2 ft.,
thence south 311.8 ft. thence east 664 ft. more or less to the east line of
the N, W 1/4 of N W 1/4 of said Section 5, thence South 594 ft more or less
to the center of ditch, run thence southwesterly along the center of said
ditch to the south line of said N.,'.! 1/4 of N ",.'1/4 of said Section 5,
run thence 'hest along the South line of the N "d 1/4 of N W 1/4 of said
Section 5, to the point of beginning.
Thereupon Commissioner Higgins moved that H.M.Watson , who is acting as agent for
the City in acquiring property for the proposed aviation field, be authorized to purchase
the above described property from E.D. Giles and wife at a price of $250.00 ,
Seconded by Commissioner Gut and carried.
