The City Commission of the City of Sanford, Florida met in a.d3ourned see-
sion at the City Hall in the City of Sanford, Florida at 7:30 o'cicok P.M. November

Current invoices and. payrolls for the month of October 1940, properly audited and
vouchered as evidenced by voucher Nos. 2675 thru 2793 , submitted, exenined, approved
and payment authorized.
Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire, Library
Golf and Fecreation De- oartments for the month of October 1940 submitted and examined.
Financial statement and statement of revenues and expenditures during the month
ofOctober 1940, submitted and examined.
Bank statements in all accounts for the month of October 1940, properly reconciled
submitted and examined.
the meeting of October 25th, that a traffic regulation be placed in effect prohibiting
trucks from using Park Avenue.
Thereupon after careful consideration of both petitions received, and in view of
the fact that there are more business establishments on Park Avenue than private
homes, and a diversion of truck traffic from Park Avenue would cause considerable
"through" passenger traffic- to follow along with the truck traffic, Commissioner Gut
moved that no changes be made in traffic regulations which will prohibit trucks from
using Park Avenue.
Seconded by Commissioner Higgins and carried.
Request next received from two Latter Day Saints Evangelists for permission to
hold street services in Sanford, and same was granted.
In response to request for bids for furnishing 300 feet of 2V Fire Hose for the
Fire Deoartmerri, the following bid was next presented, together with samples:

On motion duly adopted , the Commission nest instructed that a rental of 13.00
per year be charged for use of lockers at the Municipal Golf Course, effective
unon the completion of construction of the new locker rooms.
The Clerk next re_oorted that Fred W. Hogan, who has been assisting in the
Recreation Department under the WPA Statewide Recreation Projects, had not been
re- certified after his 3o days lay -off oeriod from such project exoired on
November 3rd, and that the Commission had only authorized the payment of his salary
for one month in amount of X62.40
Thereupon, on motion duly carried, the Commission authorized the payment of
Fred W.Hogan's salary i_n amount of $62.40 for another month, beginning November 4,
1940.
Bill of Coleman's Office Ecuioment Comnany in amount of $88.86 for furnishing three
dozen American flags for street display purposes, next oresented, and on motion
of Commissioner Rollins, seconded by Commissioner Lodge and carried, same was
annroved and nayment ordered..
Bill of Engineer Fred T.Williams in amount of$506.32 covering engineering services
during the month of October 1940, in Drenaring WPA nroject a:oolication for con-
strutting a new aviation field, next presented, and on motion of Commissioner
Rollins, seconded by Commissioner Higgins and carried, same was approved and payment
ordered.
Bill of Architect Elton J.Moughton in amount of $75.00 for preparing preliminary
soecification for an airport administration building to be constructed under the
WPA Aviation Field Project, next oresented, and on motion of Commissioner Higgins
seconded by Commissioner Gut and carried, sane was aooroved and payment ordered.
Bill of A.K.Rossetter, Florist, in amount of $20.00 for flowers furnished the
Police Department for funeral of A.R.Ma.rshall, desk sergeant, next presented_ and
on motion of Commissioner Lodge, seconded by Commissioner Rollins and carried, same
was a- oroved and. payment authorized.
Bill of the Florida League of Municipalities in amount of $70.00 for annual
league dues for year ending June 30,1941 , next presented, and on motion of Com-
missioner Higgins, seconded by Commissioner Rollins and carried, same was approved and
Dayment ordered.
Request next received from Cantain R.E.Rose of the Saltation Army that the
City furnish labor for washing the inside walls of the Salvation Army building.
Request refused.
Request next received from the Clean -un committees of the several civic clubs
that all vacant lots and alleys throughout the City be cleaned off, and same was
referred to Sunt. Moughton and Fire Chief Cleveland.
Recuest next received from J.L.Simms for permission to remove two oak trees
from the parkway'in front of his home at 619 Cyoress Avenue, and unon recommenda-
tion of Sunt. Moughton , same was granted, nrovid.ed the trees are removed at his
expense.
Request next received from L S Harkey for permission to use the City auditorium
for the Railroad Evangelistic Conference to be held in Sanford. on January 18th. thru
26th. 1941.

Chief of PoliceWilliams next recommended the parole of Margie Brewer, convicted
in the Municipal Court under date of November 4, 1940, of drunkenness and disorderly
conduct, case No 27430, and sentenced to 60 days imprisonment , and on motion
duly adopted, same was granted.
Com_11unication next read from the Toledo Trust Company , Toledo, Ohio, requesting
theCity to furnish a legal opinion on five Cit.v of Sanford Refunding Series A bonds
Nos. 4937/41, that were delivered to them by the City on December 20, 1937, in exchange
for five City of Sanford Public Improvement Series G bonds nos. 1,2,3,4 and 26, such
opinion not having been furnished on these bonds at the time the exchange was made.
Thereupon Commissioner Rollins moved that the Clerk be authorized to secure a
lagal :minion on the aforesaid Refunding Bonds from Thomson,Wood & Hoffman, New York,
N.Y. and deliver to Toledo Trust Com-oany.
Seconded by Commissioner Lodge and carried.
Application next received from 19.R.Smitn for homestead exemption for year 1940
on lot 11 block 3, tier 3, aoplication for such exemption having been made at the
prober time but was not allowed by the Tax Assessor , in view of the fact that Mr.
Smith was not a resident of Sanford on January 1, 1940.
Application refused.
Commissioner Gut next moved that Resolution No-587 adonted on the 6th day of
November ,1940, entitled:
" A Resolution authorizing certain officials of the City of Sanford, Florida
to cooperate with the Administrator of Civil Aeronautics of the.United States
Deoartment of Commerce with a view to obtaining Federal Aid in financing
the development of public airport facilities in or near said City of
Sanford. u
be ratified and confirmed by this Body as a whole.

Communication next read from the Automobile Underwriters Detective 3urea.0 re-
Guesting permission to show a movie- talker fire film picture in the Commission room
on December 5, 140.
Recuest granted.
On motion of Commissioner Lodge, seconded by Co- nmissioner Rollins and carried,
the Commission next authorized the employment of W.9.Wallace in the Police Deoartment
at a salary of $90.00 ner month, effective November 16,1940.
On motion of Commissioner Higgins, seconded by Cor.missioner Gut and carried,
the Clerk was next authorized to request the Florida Power & Light Company to move
the 80 CP all night burning street light from the City round at Fifth Street and Ponlar
Avenue, to the munictpal zoo, rear of the American Legion hut. Commissioner Gut moved that
Clerk be instructed to request Fla Power & Light Co to move 80 CP all night light at alley
between Third & Fourth St.,west of Sanford Ave to the corner of Second St. & Scott Ave
Seconded by Commissioner Rollins and carried:
The ClerX next reported_ that the installation cost on the neon celery sign
at corner of Park Aven and First Street, which was recuested by the Lions Club at
the meeting- of October 28th, will amount to a- -)7)rox1.-,.ately I10.00 , also that
it will cost annroxir.-ately $3.00 per month for electricity to light the sign.
Thereupon Commissioner Higgins moved that only the expenditure for installa-
tion of the sign be authorized at this time.

Annual report of the Municipal Library for fiscal year ending June 30,1540
next iesented.
A-o-olication next received from Elmer Grow for hermit to erect a frame restaurant
building on Lots 5 and 6 31ock 7 Tier 8, located at the southeast corner of French
Ave, and Fifth Street.
Anolication aoproved..
Further consideration next given to purchase of a second 'nand. loud sneaker system
for the Fire Denartment from Hoffmann Electric Service Company at a price of $50.00
Thereupon after considerable discussion, as a result of which it was felt that
a loud sneaker system in the Fire Station will increase the efficiency of the Depart-
ment , Commissioner Gut moved that the aforesaid. unit be nur.chased from Hoffmann Elec-
tric Service Com -oany at a cost of $50.00.
Seconded by Commissioner Higgins and carried.
Request next received from Edward Higgins for an adjustment of the assessed
valuation in amount of $4,465.00 for the years 1931 thru 1939, and $3500.00 for the
years 1939 and 1940, against Lots 6 and 7 "Lock 12 Tier 4, claiming this valuation
is too high in Dri orttdn:r? to other assessments in the same neighborhood.
Thereupon after careful comparison of the assessed valuation of this property
with similar properties, Commissioner Gut moved that the assessed valuation be ad-
justed to $2,750.00 for the years 1934 thru 1940.
Seconded by Commissioner Rollins and carried.
Chief of Police Williams next informed the Commission that he a.nd*volice officer
Shaffer will have to attend Federal Court in Miami on November 20th, and requested
permission to use the City police car for trans- oortation to attend said Court
Request granted.
On motion duly adopted, the CommiGfiion next anproved the expenses of City
Attorney Wilson of trip to Tampa. and St.Petersburg on November 1,1940 in connection
with the San kruptcy case.
