The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida., at 7:30 o'clock P.M. November 25, 1940.

Meeting called to order by the Chairman.
Minutes of adjourned meeting of November 15, 1940 next read and aooroved.

Mr. M.M.Lord next a-ooeared and offered to decorate all the wniteway lamp hosts in the
business section with evergreen trees for the Christmas Holidays at a price of 50d tier host.
Matter taken under advisement.
Mr J.E.Jackson next aoneared and recuested nermission to tear down and remove a garage
ana.rtment house located on Lot 16 dock 3 Bel Air Subdivision on which there are unpaid
City taxes for the years 1930 thru 1940.
Recuest refused.
Dr. G.H.Starke and ,11ontez Harris next anneared and recuested theCommission to rescind it
action of October 28th, authorizing the amolnt of $40.00 that will be collected from Silas
Green's 'instrel for license to show in Sanford on December 28th, to be donated to
the colored. World War Veterans Legion toward providing Christmas gifts for colored under-
privileged children of Sanford, and recuested that said amount be donated toward sponsoring t
WPA colored nursery nroject instead..
Thereupon after careful consideration and in

Mr H H Coleman , local manager of the Florida Power & Light Corn-

Christmas holidays, beginning the night of December 4th. and burning each night thru
January 1,1941.

Mr Coleman next recuested an adjustment of the assessed valuation in amount of $165,000.0
placed on the personal oroperty of the Florida Power & Light Comoany for 1940 , claiming
that this assessment should be reduced to $153,380.00 , which is the amount of their
1940 tax return.
Thereupon after considerable discussion, as a result of which it was felt that
the assessed valuation placed on the ocrsonal n.roperty of the Florida Power & Light
Company is well in line with the assessed valuations ola.ced on similar .oroperties and
no adjustment could be made.
Aoolication next received from Carl Gotschalk for hermit to sell beer and wines at
the Triangle Service Station located at the corner of State Road No.3 and south French

Thereu-oon after considerable discussion, the Tax Collector was authorized to
issue a license to Carl Gotschalk to sell beer and 0 nes at the aforesaid location upon
the a:nnroval and instructions of the Chief of Police.
The Chairman next apnointed Commissioner Gut and Commissioner Hier "7ins as a committee
of two to assiet the Recreation Director ir.: reorganizing the Shuffleboard Club.
Commissioner Gut next introduced Resolution No. 584 and ..after being read in full
by the Clerk, moved its massage and adontion.

RESOLUTION N0, 584.
A RESOLUTION by the City Commission of the City of Sanford, Florida, declaring
the facilities of a Community Building to be erected as a Work's Progress Administration
Project in Fort Mellon Park in said City tc be for the use and benefit of the public,
subject to the right of the City of Sanford to overate said building and control,
regulate and prescribe charges fob the use thereof.
WHEREAS: The City of Sanford, Florida has anplied to the Work's Progress Adminis-
tration for the erection of a community building in Fort Mellon Park in said City for the
use and benefit of the inhabitants of said City and the public generally, subject to
the right of the City of Sanford to overate said building and control, regulate, and
prescribe charges for the use thereof and the City Commission of said City desires to
declare the facilities of said community building to be for public use and benefit, sub-
ject to the reservation aforesaid;
NOW THEREFORE BE IT RESOLVED by the
City Commission of the City of Sanford, Florida,
that the facilities of the community building
to be constructed in Fort Mellon Park in
tine City of Sanford, Florida., as a Work's
Progress Administration Project sha_1 be for
the use and benefit of the inhabitants of
said City and. the public generally, subject to
the right of the City of Sanford to operate
said building and control, regulate, and

BE IT FURTHER RESOLVED that the City
of Sanford., Florida, will not dispose of the

Request next received from fir. John Sehirard for theCity to remove another oak tree
from the parkway in front of his home at 107 W. 10th St, in addition to the tree
authorized. at the meeting of October 28,1940.
Request refused.
The Clerk next reported that the tr;PA sewing project had moved its quarters from the
second floor of the Cameron - Woodruff building on the corner of Park Ave and First St.
to the store building at southwest corner of Sanford Ave and Fifth St. on November 1st,
and that the rental on the new location will amount to $30.00 per month instead. of
$15.00, which was raid one -half each by the Cit-T and County.
Thereunon Commissioner Gut moved that the City's donation toward nayment of the
rent of the WPA sewing project be increased from $7.50 to $15.00 per month.
Seconded by Commissioner Rollins and carried.

Thereupon after consideration of the various makes of heaters bid unon and comnar9_-
son of the prices submitted, Co-missioner Gut moved that the bid of H.B.Pope Comnany Inc.
for furnishing 1 Quaker Heater with 13,000 cu. ft. heating capacity, installed with
circulating fan at a price of $115.00 be accented.
Seconded by Commissioner Lodge and carried.
On motion of Commissioner Higgins, seconded by Commissioner Lodge and carried,
the Coy mission next authorized an expenditure for payment of the monthly light bill
for lighting the neon celery sign installed at the northeast corner of Park Ave.
and First St.
On motion of Commissioner Higgins, seconded by Commissioner Gut and carried,
the Commission next authorized the employment of Lewis A.Barbleri in the Police
Department at a salary of $90.00 ner month.
In resnonse to the request received. from merchants and business men on Sanford
Ave, that strings of colored lights be suspended. over Sanford Avenue from First Street
south to Sixth Street, the Clerk next submitted an estimate in amount of $260.00 for the
cost of installing two cross strings of colored lights over the intersections of
Sanford Ave. and First, Second., Third and Fourth Streets.
Thereunon after careful consideration, Commissioner Higgins moved that the Clerk
be authorized to have colored lights installed on Sanford. Avenue in accordance with
the aforecaid estimate.
Seconded by Commissioner Gut and. carried.
Communication next read. fro T, Chase & Company offering $2,000.00 in cash for the
purchase of 130 lots in San La.nta. Secoftd °.Section that the City is acquiring thru fore-
closure of taxes and street navi.ng liens.
Thereupon after careful consideration, it was the opinion of the Board that the
City would not be justified in seling the aforesaid property at a orice of $2,000.00
and instructed the Clerk to advise Chase & Comnany that the Commission will consider a
orice of p2,500.00.plus the foreclosure cost at such time the City acquires title to
the property.

Recuest next received. from Seminole County Chamber of Commerce for nayment in
advance of their annronriation for month of December in amount of $250.00
and on motion of Commissioner Gut', seconded by Commissioner Lodge and carried, same
was authorized.
Attorney Wilson next advised that Attorney J.A..Shands of the law firm of
L'Engle & Shands, Jacksonville, Florida, had offered to come to Sanford to confer with
the•Co- .mission with resnect to the City's Bankruptcy matter.
Thereupon Attorney Wilson was instructed to invite Mr. Shands to meet with the
Board. at 2:00 o'clock P.M.Nove:nber 29th.
Denut,y Tax Collector Harold J.Powers next submitted the following recommendations
for adjustment of personal taxes of nersons who had made anolication for adjustment
and whicr, he had investigated and made annraisals of the value of the property assessed.

Meeting called to order by the ChairmAn who announced that the - ournose of
the meeting was to confer with Mr. J.A.Shands, Attorney of L'Engle & Shands,
Jac',,sonville, Florida, with respect to further proceedings of the City's netition
in 3Fnkruntcy filed on January 28,1939, under the Bankruptcy Act, as amended,
in an endeavor to complete the refunding of its bonded indebtedness.
The Board then proceeded to a lengthy discussion of the matter with "ir.
Shands, after which the meeting adjourned until 7:30 o'clock P.M.December 2,
194o.
