120940MINUTES CITY COMMISSION, SANFORD, FLORIDA, Dec ember 9 at 7:30 P M-19 40 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 7:30 o'clock P.M. December 9,1940. Present: Commissioner Walter S.Coleman, Mayor. " H.James Gut " Edward Higgins " M.J.Lodge City Attorney Fred R Wilson City Clerk H N Sayer Chief of Police, R.G.Williams Absent: Commissioner G.E.Rollins. Meeting called to order by the Chairman. Current invoices and payrolls for the month of November 1940, properly audited and vouchered as evidenced by voucher Nos 2793 thru 2595, submitted, examined, approved and payment authorized. Monthly reports of the Streets, Sanitation, Health, Water, Police, Fire, Library, Golf and Recreation Departments for the month of November 1940 submitted and examined. Financial statement and statement of revenues and expenditures during the month of November 190, submitted and examined. �R5 Bank statements in all accounts for the month of November 1940 properly reconciled, submitted and examined. Mr. George Weinstein next appeard on behalf of the local American Legion Post and requested the Commission to institute an ordinance making it unlawful for any person to engage in unAmerican activities within the City of Sanford which will tend to lessen respect for the American flag or flag of the United States or which will tend to or encourage anyone to refuse to salute the American Flag. Thereupon after careful consideration, Commissioner Lodge introduced Ordinance No. 306, entitled: ORDINANCE NO. 306 AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA , MAKING IT UNLAWFUL WITHIN THE CITY OF SANFORD , FLORIDA, FOR ANY PARSON OR PERSONS TO ENGAGE IN UNAMERICAN ACTIVITIES AS IN THIS ORDINANCE MORE PARTICULARLY DESCRIBED AND PROVIDING A PENALTY FOR THE VIOLATION HEREOF. and same was placed on its first reading and read in full by the Clerk. Thereupon Commissioner Lodge moved that the rules be waived and said Ordinance No. 306 be placed on its final passage and adoption. n. by Commissioner Gut. Thereupon the question recurred upon the waivure of the rules. Mr. Weinstein next requested the Commission to reconsider its action at the meeti of November 25th. rescinding the authorization for donating the funds to be received from Silas Green's Minstrel for license to show in Sanford on December 28th. to the Colored World Char Veterans Legion for providing Christmas gifts for colored underprivilege children. No action taken. Captain Rose of the Salvation Army next requested a donation from.the City toward the Empty Stocking Christmas Fund, but in view of the fact that no funds are available for this purpose, this request could not be granted. Bill of Steward - Mellon in amount of $472.20 covering contract for constructing, three terrazzo shuffleboard courts at corner of Palmetto Ave. and Second Street next presented , and on motion of Commissioner Gut, seconded by Commissioner Lodge and carried, same was approved and payment authorized. Bill of Engineer Fred T.Williams in amount of $123.00 covering engineering services during month of November 1940, in completing WPA project application for construct ing the new aviation field, next presented, and on motion duly carried, same was approved and payment ordered. Consideration next given to the proposition of the County Commission offering to pay the City $50.00 per month to furnish one laborer and the supervision of maintenance of the County park located between the Courthouse and Seminole Boulevard. Thereupon Commissioner Higgins moved the acceptance of the aforesaid offer of the County Commission and that Supt. Moughton be authorized to take over the supervision of the County park. Seconded by Commissioner Gut and carried. OF SANFORD, FLORIDA, PROVIDING FOR THE CONDEMNATION, DEMOLISHMENT AND REMOVAL OF THAT CERTAIN BUILDING ON LOT 16 BLOCK 3 OF BEL -AIR SUBDIVISION AS RECORDED IN PLAT BOOK 3, PAGE 79 OF THE PUBILC RECORDS OF SEMIN OLE COUNTY,FLORIDA. WHEREAS, there is located on that certain lot tituate in the City of Sanford, Florida, and described as Lot 16 of Block 3 of Bel Air Subdivision as recorded in Plat book 3, Page 79 of the Public Records of Seminole County, Florida, a certain dilapidated, unsanitary and unsafe building end the City Commission of the City of Sanford, Florida, deems it proper and expedient to condemn said building and to have the same demolished and removed. The Clerk next reported that the cost of constructing the new pro shop and shower building at the municipal golf course will amount to approximately $.1,500.00 instead of the estimated amount of $1,050.00, which was authorized at the meeting of October 23rd., and on motion duly carried the additional expenditure was authorized. On motion of Commissioner Higgins, seconded by Commissioner Gut and carried, the Commission nextr;euthorized the renewal of purchase options for additional 90 days on the following described properties that are being acquired as part of the site for the new aviation field. The Clerk next read a report on the meeting of the Board of Directors of 1. the Sanford Country Club held December 6, 1940, at which the new officers were elected for the coming year , plans made for conducting a membership drive, and a. discussion of other anticipated activities for the year 1941. On motion of Commissioner Gut, seconded by Commissioner Lodge and carried the Commission next approved recommendation of the Chiefs of Police and Fire Departments that the bid of Yowell & Company to furnish uniforms at $40.20 each, and that of W.E. Watson at 438.50 each be accepted, the business the be divided as follows: Yowell & Company to furnish seven uniforms for the Police Department and I .E.Wetson to furnish j Six uniforms for the Fire Department. Also that forty -eight shirts be purchased from Yowell & Company for the Police Department at $2.00 each, and Thirty -six shirts from W.E.1atson for the Fire Department at $2.00 each. Ordinance No. 305, entitled: AN ORDINANCE REGULATING THE USE, HANDLING, STORAGE AND SALE OF FLAMMABLE LIQUIDS AND THE PRODUCTS THEREOF IN THE CITY OF SANFORD, FLORIDA, AND PROVIDING A PENALTY FOR THE VIOLATION OF THE PROVISIONS OF THIS ORDINANCE. introduced and placed on its first reading at the adjourned regular meeting of the City Commission of December 2, 1940, was next placed on its second reading and read in full by the Clerk.
