The City Commission of the City of 6anford, Florida, met in Regular Session
at the City Hall in the City of aanf ord, Florida, at 7:30 o'clock P.M. November
28, 1938-

Meeting ca'ne'd to order by the Chairman.
Minutes of regular meeting the City Commission and meeting of the Municipal
Delinquent Tax Adjustment Board of November 14th. 1938 read and approved.
A delegation of golf players and others interested in the Municipal Golf
Course next outlined the need for an 18 hole oolf course before Sanford can compete
against the other Florida cities for the tourist trade, and urged that as only nine
holes at the golf course are now in operation, that every effort be exerted to prepare
the second nine holes for play at as early a date as possible. Attention was also
called to the fact that the Mayfair Hotel has been leased to a Northern hotel operator
with an established following who would be brought to Sanford for the Winter and the
necessity of having adequate golfing facilities as an inducement to these visitors
not only to remain in Sanford but to bring others as well.
Thereupon, after considerable discussion, and in line with the decision
reached by the Commission, Commissioner Lodge moved that the City immediately start
work rehabilitating the second nine holes at the Municipal Golf Course, at an
estimated cost of :4600.00 for labor, rye grass seed, fertilizer, etc, and that
efforts be made to revive a INPA project heretofore approved for the Golf Course to
carry on this work as`,poon as possible.
Seconded by Commissioner Coleman and carried.
Co)nmandex4 of the Sanford Post of the National Guard, George A.DeCottes, next
advised the Commission that three additional lots in the block now occupied by the
National Guard Armory, described as Lots 13, 14 and 15 of Block K, First Street Extension,
had been obtained for use by the National Guard; that title to these lots is now in the
State; that all State and County Taxes have been and that City
canceled, requested all
taxes and liens against these lots be canceled.
Thereupon, Commissioner Coleman moved that in view of the fact that these lots are
now in the name of the State and are a part of the National Guard Armory Site, that all
City taxes and liens be canceled.
Seconded by Commissioner Lee and carried.
Mr. S.D. Highleyman next outlined a proposal to construct a trailer and cottage
camp on City owned property lying south of Seminole Boulevard between Cloud Branch and
the property of the Atlantic Coast Line Railroad Company, and requested a lease from the
City for this property for the purpose outlined.
Matter taken under consideration, ivir Highleyman in the meantime to obtain and
present detailed specifications of the buildings proposed to be erected as well as the
approval of the State Board of Health.

Consideration given to the matter of continuing allowing the payment of delinquent
taxes and special assessments in instalments.
Thereupon Commissioner Coleman introduced Ordinance No. 275, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA , PROVIDING FOR THE REDEMPTION
OF DELINQUENT TAX CERTIFICATES AND DELINQUENT TAXES AND SPECIAL ASSESSMENT
LIENS HELD BY THE CITY OF SANFORD pdITHIN THE TIME AND UPON THE TERMS AND
CONDITIONS HEREIN SET FORTH; PROVIDING FOR THE WITHHOLDING FROM SALE OF
TAX CERTIFICATES AND FORECLOSURE OF TAXES AND TAX CERTIFICATES AND SPECIAL
ASSESSMENT LIENS FOR THE PERIOD OF TIDE AND UPON THE TERMS AND CONDITIONS
HEREIN STATED.
and same was placed on its first reading and read in full by the Clerk.
Thereupon Commissioner Lodge moved that the rules be waived and said Ordinance
No. 275 be placed upon its final passage and adoption.
Seconded by C<>,nmissioner Lee.
Thereupon the question recurred upon the waivure of the rules. The roll was
called and the vote stands as follows:

Thereupon the Chairman announced that the City Co_imission of the City of Sanford,
Florida, by unanimous vote, had passed and adopted said Ordinance No. 275 entitled:

DELINQUENT TAX CERTIFICATES AND DELINQUENT TAXES AND SPECIAL ASSESSMENT LIENS

Upon motion duly adopted, Ordinance No. 275 was next ordered posted at the front
door of the City Hall in the City of Sanford, Florida, in accordance with the terms of
the Charter, as amended.
Consideration next given to request of loca. l:.automobile.dealers.pregented by
Attorney G.A.DeCottes for the passage of an ordinance regulating sales of used motor
cars by new car and used car dealers, prescribing a license tax for new car dealers
and agencies, and used car dealers, agencies and salesman,
for salesmen or representatives
of agencies or dealers in new and used motor cars which agencies or dealers are not license
by the City of Sanford.
Thereupon, after considerable discussion, both those for and at,a.inst the passage of
the proposed ordinance being heard, Commissioner Lee introduced Ordinance No. 276,
entitled.

Application nett received from T.R.Archibeld for permit to operate a Cock tail
Lounge at the Mayfair Hotel, and on recommendation of Chief of Police ! "illiams,
same was approved.
Capt. Ralph Rose of the_ salvation Army next requested the moral support
of the City to the " Empty Stockin Fund" campaign to provide Christmas baskets for
the poor, and same. was ola.dly given.
Consideration next given to the prevalence of gambling, particularly in the
form of the so- called "Cuba" lottery, Chief Williams and Judge Miller explaining the
difficulties encountered and harassing methods adopted to curb this form of gambling
as much as possible.
Thereupon instructions were issued to continue the campaign in the seine
manner as outlined by the Chief and Judge, City Attorney 'ilson in the meantime to pre-
pare an Ordinance increasing the fine for gambling to not exceediro $100.00
Request next received from Standard Growers Association and 'i E.Kirchhoff Jr.
for an overhead street light at the intersection of Twelfth St. and Cedar Ave.,
as a protection from burglars and same was taken under consideration.
Request next received from : rs Estridge at N11,7. Corner of Oak Ave. and Seventh
Street for permission to remove two oak trees from the parkway at this location, but
in view of the fact that these trees are in good condition and doing no damage, request
refused.
In response to request for bids for furnishing uniforms for the Police and Fire
Departments, the following bids were next presented; together with samples:
