0103391 1 C 1 MINUTES CITY COMMISSION, SANFORD, FLORIDA, January 3 at 7:30 P M19—J9 The City Commission of the City of Sanford, Florida, met in regular annual session at the City Hall in the City of Sanford, Florida, at 7 :30 O'Clock P.M. January 3, 1939• Present: Commissioner Edward Higgins, Mayor. " Walter S. Coleman If A.W.Lee If M J Lodge Commissioner -Elect H.James Gut Commissioner -Elect G.E.Rollins City Attorney Fred R.Wilson City Clerk F.S. Lamson Chief of Police R. G. Williams Absent: Commissioner W.R.Dupree ( Excused on account of sickness.) Meeting called to order by the Chairman. Minutes of Regular meeting of the City Commission and meeting of the Municipal Delinquent Tax Adjustment Board of December 12, Regular meeting of the City Commission. of Decmeber 25th., adjourned meeting of the City Commission and meeting of the Municipal. Delinquent Tax Adjustment Board of Decmeber 29th. and adjourned meeting of the City Commission of December 31st., 1935 read and approved. Estimate next presented by Engineer Fred T. Williams of the cost to theCity to complete a combined WPA project now in process, covering the widening of the sidewalks in the business district, widening the brick paving on certain streets, and new paving in one block as follows: 1. For widening and relaying the brick on Palmetto Ave. from First St. to Second St.; Oak Ave. from Eighth St. to Tenth St.; and Sixth St. from Oak Ave. west one -half block. $6+6.00 2. For paving Fifth St. from Myrtle Ave. to Elm Ave. 670.00 Thereupon , after considerable discussion, Commissioner Lodge moved that the project be completed. No second. On motion duly adopted the Board next authorized the sale of Lots 29 and 30 Block 3 Bel Air to Mrs Lida C. Ten Eyck, at 475.00 each. Consideration next given to the need by the Police Department of an automobile to replace theone now being used for night patrol duty, the one now being used for this work being worn to such an extent as to seriously hinder the efficiency of the Department. Therepon Commissioner Lodge moved that bids be obtained for one new automobile for the Police Department. Seconded by Commissioner Coleman and carried. Communication next read from krs J G Waits presenting claim for damages as the result of a fall on the sidewalk on the west side of Maple Avenue between First and Second Streets and same was referred to City Attorney Wilson for investigation. There being no further business to be transacted by the out -going Board, Commissioners Coleman then moved that the meeting adjourn Sine Die. Seconded by Commissioner Lee and carried. The Commission then re- convened for purposes of organization, Mr. Gut and Mr Rollins signing the oath of office and being seated as Commissioners of the City of Sanford, Florida. Commissioner Higgins then moved that Commissioner Rollins be made temporary Chairman. No second. Commissioner Rollins then moved that Commissioner Lodge be made temporary Chairman. Shcoadpd-bgt0mmmissioner Coleman and carried. 50 MINUTES CITY COMMISSION, SANFORD, FLORIDA, Zanuar-Y 3 at 7:30 P M 199 Thereupon Commissioner Lodge took the Chair. The first order of business being the election of a Mayor for the ensuing year, Commissioner Rollins then nominated Commissioner Coleman, same being seconded by Commissione Gut. Commissioner Coleman then requested that his name be withdrawn due to inability to devote the time necessary, and then nominated Commissioner Rollins who stated his inability to serve for the same reason. Commissioner Rollins then nominated Commissioner Gut who also stated his inability to devote the time necessary. Commissioner Coleman then nominated Commissioner Higgins as Mayor of the City of Sanford, Florida., for the year 1939• Seconded by Commissioner Gut. Thereupon the roll was called and the vote stands as follows: Commissioner Coleman Aye if Gut vAye if Higgins Aye " Lodge Aye " Rollins Aye Thereupon Commissioner Higgins took the Chair and signed the oath of office as Mayor of the City of Sanford, Florida, for the year 1939- Communication next read from S.J. Nix applying for &Dpointment as .Municipal Judge of the City of Sanford, and same was ordered filed. Consideration next given to the proposed lease with client of S.D. Highleyman ( W.L.Cooper) for the City owned property facing Seminole Boulevard and lying between Cloud Branch and the right -of -way of the Atlantic Coast Line Railroad Company, to be used as a combined cabin and trailer camp. Thereupon the Clerk was instructed to hold up completion of the execution of this lease, pending a conference with Mr. Cooper. Further consideration next given to the WPA project for widening the sidewalks in the business district, widening and relaying the brick on Palmetto Avenue between First end Second Streets, Oak Avenue from Eighth St. to Tenth St. , and Sixth Street from Oak Avenue west one -half block; and the paving Fifth Street from Myrtle Avenue to Elm Ave. Thereupon Commissioner Rollins moved.that that part of the project having to do with the widening of Palmetto Ave., Oak Ave, and Sixth St. be continued at this time. Seconded by Commissioner Coleman and carried. The Clerk was then authorized to purchase the materials needed as the City's donation on this project.
