The City Commission of theCity of Sanford, Florida, met in adjourned session at the
City Hill in the City of Sanford, Florida, at 7:30 o'clock P.M. iRarch 23, 1939-
Present: Commissioner Edward Higgins, Mayor.

Meeting called to order by the Chairman who announced that the purpose of the meeting
was to confer with Hon. H.J.Lehman and John.G. Leonardy, Representatives of Siam ih6le ' Gounty
to <the Florida -,Legislature'w th rrespect to several Bills to be presented at the 1939 Session
of Legislature.
Thereupon the Commission and Representatives then proceeded to a lengthy study and
discussion of the Bills as presented by City Attorney Fred-R. Wilson.
On motion duly carried, instructions were next issued to advertise notice of intention
to present Bills for passage by the 1939 Session of the Legislature as follows:
`To amend Section 83 of Chapter 9897, Laws of Florida, Acts of 1923, which is the
Charter of the City of Sanford, Florida, said Section relating to discounts and penalties
on taxes, and to provide for a discount of 4 for payment of City taxes in November, 3%
for payment in December, 2fo discount for payment in January, and 1% discount for payment
ins February, and to provide that delinquent personal property taxes shall bear interest
from date of delinquency at the rate of 12% per annum for the first year or portion
thereof and 8% per annum for the time after the first year o f delinquency.''
"To amend Section 7 of Chapter 9897, Laws of Florida, Acts of 1923, which is the
charter of said City, said Section relating to inforcement of ordinances, and to provide
for making a maximum of $500.00 as the fine , and a maximum sentence of imprisonment
of six months that may be imposed by the Judge of the Municipal Court of the City of
Sanford, Florida, for violation of ordinances of said City."
" To amend Section 27 of Chapter 9897, Laws of Florida, Acts of 1923, which is the
Charter of said City, said section relating to municipal Court and to provide that a sworn
verified complaint shall not be necessary to give the Municipal Court jurisdiction of
offenses triable in that Court, but the accused may be tried for the offense as docketed,
provided such docket entry is sufficient to put the accused upon notice of the offense with
which he is charged.
" To authorize .the City Commission of said City to act as a Municipal Delinquent Tax
Adjustment Board to adjust delinquent taxes for 1933 and prior years, and also to adjust
special assessments.''

suits againstthe City of Sanford, Florida for damages arising out of tort, limiting said
City's liability in such cases, requiring notice of claim for any alleged injury, and
defining the duties of the Mayor and authority of the City Commission in regard thereto,
and prescribing the measure of damages in such cases.

City Attorney Wilson was next instructed to cocrwunicate with the Legislative
Committee of the Florida League of Municipalities with reference to presenting
a Bill for pdssage by the 1939 Session of the Legislature providing for the right
of municipalities to license and regulate fairs held within the city limits.
There 'being no further business the meeting adjourned.

The City Commission of the City of Sanford, Florida, met in regular session
at the City Hall in the City of Sanford, Florida , at 7:30 o'clock P.M. March 27,1939
but due to lack of a quorum immediately adjourned until 7:30 o'clock P.M. March
28, 1939.
